The <strong>review</strong> <strong>of</strong> HSE’s approach to frequency <strong>analysis</strong> has comprised:<br />

• estimation <strong>of</strong> the historical frequency <strong>of</strong> accidents at MHIs <strong>and</strong><br />

comparison with <strong>risk</strong> <strong>analysis</strong> predictions;<br />

• a consideration <strong>of</strong> the results <strong>of</strong> an independent <strong>review</strong>, by external<br />

consultants, <strong>of</strong> the frequency data used by HSE in <strong>risk</strong> <strong>analysis</strong>; <strong>and</strong>,<br />

• a consideration <strong>of</strong> the findings <strong>of</strong> the ASSURANCE project.<br />

The results are discussed below.<br />
