Notices are regrettably issued. Recently<br />

Cornwall Police joint visits between<br />
PCSOs and Civil Enforcement Officers<br />
has improved safety at schools.<br />
Performance Management<br />
The performance management of the<br />
service is dealt with my undertaking<br />
activity reports of the Civil Enforcement<br />
Officers using data compiled by their<br />
handheld computers. Pocket books are<br />
checked everyday by Supervisors and all<br />
Officers are encouraged to record<br />
information in their books which can assist<br />
in improving the service, for example signs<br />

It is recognised that to have a successful<br />
service it is important to understand the<br />
peaks and demand of the service. In<br />
particular in <strong>Torbay</strong> we have seasonal<br />
peaks which must be addressed. NSL<br />
have supplied seasonal staff through the 5<br />
years of the contract as per page 22.<br />
The below are the statistics from the<br />
issuing of Penalty Charge Notices which<br />
direct us in deploying the necessary<br />
resources from month to month and shows<br />
the seasonal peak in August. Also the top<br />
ten locations for the issuing of Penalty<br />
Charge Notices which assists in directing<br />
resources to the most non compliant<br />
streets/car parks. Appendix 4 and 5 refers<br />
to the overall performance of the NSL<br />
contract for the contract term.<br />
