Dropped Kerb Enforcement Electronic Appeals<br />
During the course of the year the <strong>Council</strong><br />
implemented new software to enable the<br />
Civil Enforcement Officers to issue Penalty<br />
Charge notices for the offence of parking<br />
in front of a dropped kerb.<br />
By taking on these additional powers from<br />
the Traffic Management Act 2004 the<br />
<strong>Council</strong> has for now concentrated on<br />
keeping pedestrian crossings and dropped<br />
kerb areas clear in town centre areas.<br />
Next year there are plans to extend the<br />
system to residential areas.<br />
Double Parking Enforcement<br />
The <strong>Council</strong> now actively enforces double<br />
parking in the town centre areas and all<br />
the Civil Enforcement Officers have been<br />
trained accordingly. This has been<br />
successful in some streets where double<br />

Appeal pack evidence is now sent to the<br />
Traffic Penalty Tribunal (TPT) service<br />
electronically, which cuts down the cost of<br />
photocopying and postage. There is<br />
further development work progressing to<br />
ensure further correspondence is received<br />
and sent to TPT via a secure web service<br />
ensuring cost efficiency savings in postage<br />
and stationery and also efficiencies in time<br />
due to no postal delays<br />
Pay on Foot Parking<br />
In June 2009 the Harbour Car Park in<br />
Torquay became the first <strong>Council</strong> Car Park<br />
to enjoy a pay on foot parking system.<br />
This system allows the user to pay when<br />
returning to the vehicle and removes the<br />
need for parking enforcement at the site<br />
The car park comprising of three parking<br />
levels and 450 spaces. A section of the<br />
car park was also provided with separate<br />
barrier systems for reserved use by<br />
