Efforts to increase w<strong>omen</strong>’s participation in decision-making<br />
processes have focused on establishing<br />
forums for deliberation among w<strong>omen</strong>,<br />
as well as channels to relay w<strong>omen</strong>’s views <strong>and</strong><br />
concerns to decision-making bodies. One such<br />
initiative in Bosnia <strong>and</strong> Herzegovina facilitates<br />
open meetings between a w<strong>omen</strong>’s centre <strong>and</strong><br />
the municipality. Called ‘Coffees with the Mayor,’<br />
the weekly meetings have been facilitated by the<br />
organization Lara since 2001, <strong>and</strong> involve inviting<br />
representatives from the municipality to come to<br />
the w<strong>omen</strong>’s centre to answer questions from<br />
w<strong>omen</strong> <strong>and</strong> listen to their concerns. 7 Initially, the<br />
meetings took place on Wednesdays: Wednesdays<br />
were ‘sports evenings’ for men, which gave<br />
w<strong>omen</strong> the time <strong>and</strong> space to gather. The meetings<br />
have given w<strong>omen</strong> a chance not only to<br />
speak directly to politicians <strong>and</strong> government representatives,<br />
but also to feel that they can hold<br />
their elected officials to account through regular<br />
face-to-face meetings.<br />
Several campaigns <strong>and</strong> protests have taken place<br />
as a result of these meetings. In addition, the dialogues<br />
have become such an important platform<br />
for citizen mobilization that municipal politicians<br />
themselves seek out the opportunity to participate.<br />
This level of attention is a sign of how significant<br />
w<strong>omen</strong> have become to community decision-making<br />
<strong>and</strong> conflict-resolution, <strong>and</strong> it would<br />
not have been possible without the structured—<br />
yet informal—access to local decision-makers<br />
that was facilitated by Lara. Unfortunately, the<br />
precise impact of this programme remains difficult<br />
to assess in the absence of evaluation data.<br />
Funding mechanisms<br />
One of the fundamental obstacles to w<strong>omen</strong>’s<br />
involvement in peacebuilding is the lack of sustained<br />
funding sources for w<strong>omen</strong>’s communitybased<br />
organizations. In the immediate aftermath<br />
of conflict, there may be an influx of donor funds<br />
(in such cases the competition among local<br />
Literacy class graduation for internally displaced w<strong>omen</strong> <strong>and</strong> girls in Afghanistan. The classes are provided by a local<br />
