PRINCIPLES, STRUCTURE AND ACTIVITIES OF PUGWASH<br />

FOR THE TENTH QUINQUENNIUM (2002-2007)<br />

<strong>The</strong> 1997 <strong>Pugwash</strong> <strong>Quinquennia</strong>l Conference held in<br />

Lillehammer, Norway adopted the document entitled Principles,<br />

Structure <strong>and</strong> Activities of <strong>Pugwash</strong> which has<br />

served as a guideline for the organization <strong>and</strong> activities of<br />

the <strong>Pugwash</strong> Conferences for the past five years. Some<br />

modifications to that document have been introduced<br />

below, in light of experience <strong>and</strong> the changed political <strong>and</strong><br />

security conditions of the early 21 st century. While<br />

grounded in the founding rationale of <strong>Pugwash</strong>, the<br />

current document is intended only as a guideline. Traditions<br />

of flexibility <strong>and</strong> unconventionality, built up over<br />

several decades, should continue to be the hallmark of<br />

<strong>Pugwash</strong>.<br />

Principles<br />

Participants at 2002 <strong>Pugwash</strong> Conference, La Jolla, California<br />

<strong>The</strong> <strong>Pugwash</strong> Movement is an expression of the awareness<br />

of the social <strong>and</strong> moral duty of scientists to help to prevent<br />

<strong>and</strong> overcome the actual <strong>and</strong> potential harmful effects of<br />

scientific <strong>and</strong> technological innovations, <strong>and</strong> to promote<br />

the use of science <strong>and</strong> technology for the purpose of peace.<br />

Its main objective is the elimination of all weapons of<br />

mass destruction (nuclear, chemical <strong>and</strong> biological) <strong>and</strong> of<br />

war as a social institution to settle international disputes.<br />

More generally, its goals encompass all issues that lie at<br />

the interface between science <strong>and</strong> world affairs, on which<br />

the committed <strong>and</strong> competent intervention of scientists<br />

can play a useful role (see the parallel document “Goals of<br />

<strong>Pugwash</strong>”).
