however, the data are not mature enough to include<br />

in the TYSP. All proposed projects are subject to<br />

NEPA documentation.<br />

Sustainability concepts will be incorporated in all<br />

INL campus planning activities to the maximum<br />

extent practicable with the express purpose of<br />

meeting operational and mission needs with high<br />

performance sustainable buildings.<br />

2.4<br />

<strong>Idaho</strong> <strong>National</strong> <strong>Laboratory</strong> Sustainability<br />

and Energy Management Program<br />

INL has institutionalized a program to implement<br />

sustainable practices in facility design and operation,<br />

procurement, and program operations that<br />

meet the requirements of Executive Order 13514,<br />

Federal Leadership in Environmental, Energy,<br />

and Economic Performance; DOE Order 430.2B,<br />

Departmental Energy, Renewable Energy, and<br />

Transportation Management; DOE Order 450.1A,<br />

Environmental Protection Program; the Strategic<br />

Sustainability Performance Plan (DOE 2010b);<br />

and the SSP (DOE-ID 2010).<br />

The INL Sustainability Program seeks to achieve<br />

measurable and verifiable energy, water, and<br />

greenhouse gas reductions; responsible use and<br />

disposal of materials and resources; and cost-effective<br />

facilities, services, and program management.<br />

The goal of the INL Sustainability Program is to<br />

promote economic, environmental, and social sustainability<br />

for INL, helping to ensure its long-term<br />

success and viability as a premier DOE national<br />

laboratory.<br />

INL has a detailed strategy and plan captured<br />

in the SSP. Developed in accordance with DOE<br />

Orders and the Strategic Sustainability Performance<br />

Plan, the SSP provides the roadmap and<br />

specific actions needed to meet the department’s<br />

sustainability goals. The annual update to the SSP<br />

will be prepared in accordance with the new DOE<br />

T E N - Y E A R S I T E P L A N INL<br />

Order 436.1, Departmental Sustainability. INL<br />

continues to mature its comprehensive leadership<br />

strategy to address the execution gaps identified<br />

in Appendix D, specifically to refine the planned<br />

investment strategy necessary to meet its goals.<br />

The current sustainability strategy is focused on<br />

leadership to reduce greenhouse gas emissions by<br />

changing how and what resources are consumed<br />

(e.g., energy, water, fuel, electronics, and other<br />

consumables) and, thereby, achieve the department’s<br />

sustainability goals for INL. The strategy<br />

focuses on:<br />

• Changing behaviors as consumers<br />

• Investing in internal research and development<br />

to deploy innovative solutions to sustainability<br />

• Leveraging third-party investments to adopt new<br />

and/or proven sustainable technologies and to<br />

recapitalize infrastructure<br />

• Partnering to demonstrate and deploy innovative<br />

sustainable practices<br />

• Committing to sustainable technologies in<br />

purchasing and acquisition decisions.<br />

A full description of the INL Sustainability and<br />

Energy Management Program and its associated<br />

goals, progress, and requirements, including<br />

additional details on how INL plans to implement<br />

the Sustainability Program are provided in Appendix<br />

D. INL will incorporate current and emerging<br />

leadership strategies in future Ten-Year Site Plans.
