CJTF KEY TASK CHECKLIST<br />
<strong>Joint</strong> Pub 5-<strong>00.2</strong><br />
1. Purpose. This appendix contains a list of questions,<br />
arranged by JOPES CAP phase, that the CJTF <strong>and</strong> planners should<br />
consider during a crisis situation.<br />
2. General. The following questions are general in nature <strong>and</strong><br />
are not all-inclusive. The development of exp<strong>and</strong>ed crisis<br />
response checklists by CJTF, the Services, component comm<strong>and</strong>s,<br />
<strong>and</strong> Defense agencies is encouraged. The checklists presented in<br />
<strong>Joint</strong> Pub 5-03.1, "<strong>Joint</strong> Operation <strong>Planning</strong> <strong>and</strong> Execution<br />
System, Volume I (<strong>Planning</strong> Policies <strong>and</strong> <strong>Procedures</strong>)," should be<br />
used in conjunction with the following checklists. Depending on<br />
the composition <strong>and</strong> location of the JTF staff, many answers to<br />
the checklist questions may be beyond the capabilities of the<br />
local staff. As required, assistance should be sought through<br />
the superior comm<strong>and</strong>er.<br />
CAP PHASE I--SITUATION DEVELOPMENT<br />
1. What are the national <strong>and</strong> military strategies <strong>and</strong> US<br />
national security policy for the region or country?<br />
2. What is the nature of the conflict or crisis that might<br />
require military resources to resolve it?<br />
3. What are or might be the potential missions or tasks from<br />
the NCA?<br />
4. Will action be unilateral or combined?<br />
5. What is the current situation (who, what, when, where, <strong>and</strong><br />
why)?<br />
6. How will the adversary conceptualize his situation <strong>and</strong> ours?<br />
What are his goals, objectives, strategy, intentions,<br />
capabilities, methods of operation, vulnerabilities, <strong>and</strong> sense<br />
of value <strong>and</strong> loss?<br />
7. What steps can be taken to collect additional information?<br />
8. What is the status of communications with key US <strong>and</strong> foreign<br />
government agencies <strong>and</strong> personnel? Has a list of key phone<br />
numbers been established?<br />
9. Has the CINC developed an intelligence collection plan?<br />
