Funding includes $2000 from the Canada Access Grant for students<br />

with permanent disabilities and up to $8000 from the Canada Study<br />

Grant for the accommodation <strong>of</strong> students with permanent disabilities.<br />

Contact the awards <strong>of</strong>fice <strong>of</strong> your post-secondary institution.<br />

Provides support for children living on a reserve who meet eligibility<br />

criteria for Early Intervention Services.<br />

Children with disabilities from 2½ to 6 years have access to Program<br />

Unit Funding provided by Alberta Education for Early Intervention<br />

Services.<br />

Funding for students with mild/moderate disabilities is included in the<br />

Basic Instruction Funding provided to school authorities.<br />

Severe Disabilities Funding is provided in addition to the Basic<br />

Instruction Funding, but an application must be made by school<br />

authorities on behalf <strong>of</strong> the eligible student. Contact your school<br />

principal to discuss application procedure.<br />

Developed to improve access and enhance integrated health and<br />

related support services for children with special health needs.<br />

Children from ECS to grade 12, who are registered in school, are<br />

eligible for supports and services. Services could include speech<br />

therapy, occupational therapy, emotional and behavioural supports,<br />

nursing, physical therapy, and respiratory therapy.

Financial Supports<br />

For people who have a severe and permanent disability and cannot<br />

work full time. Must be over 18 years <strong>of</strong> age.<br />

Child Care Subsidy is available to help low income families cover the<br />

costs for their preschool and school age children who are attending<br />

licensed day care centers or approved day homes.<br />

The Canada Child Tax Benefit is a non-taxable amount paid monthly to<br />

help eligible families with the cost <strong>of</strong> raising children under the age <strong>of</strong><br />

Home Care, Transportation, Visiting Services, and various Outreach<br />

Programs.<br />

Helps families who have unique needs by providing a range <strong>of</strong><br />

supports to assist families in helping their children reach their full<br />

potential.<br />

Investigates complaints about the care <strong>of</strong> formal or involuntary<br />

patients.<br />

The Office <strong>of</strong> the Public Guardian through the Dependent Adults Act,<br />

the Personal Directives Act and the Mental Health Act provides<br />

appropriate decision-making mechanisms for individuals who are<br />

unable to make personal, non-financial decisions.<br />

The Public Trustee protects minors' property interests, acts as a<br />

referred to EPTS by their physician, psychiatrist, mental<br />

individual, play, family and group therapy. The treatment<br />

approach is brief (approximately 12 sessions). Services<br />

target children, adolescents and families experiencing<br />

Nurse advice and health information. Interpreters are<br />

Treatment to children and their families for those with<br />

complex and severe mental health difficulties. Provide<br />

family centered treatment interventions designed to<br />

increase the child's capacity to grow, develop and have<br />

MRT is an outreach team <strong>of</strong> nurses, social workers and<br />

The Pediatric Behavioural Development Clinic is a unique<br />

service staffed by a social worker, clinical resource nurse<br />

and three pediatricians. Provides assessment, case<br />

management and counselling to families who are<br />

experiencing mild to moderate Behavioural and<br />

developmental disabilities. <strong>Parent</strong> education and Behaviour<br />

management training, advocacy/liaison/consultation with<br />

schools, therapists, and physicians.<br />

Offers Assessment, Treatment and Education Services.<br />

Preschool Program, School Program and Adult Program.<br />

Works with students, ECS through grade 12, with mild to<br />

moderate mental health needs. Services are school based<br />

psychiatric symptoms. Upon admission, the family, client,<br />

Mental Illness can cause three types <strong>of</strong> problems for your child at school: problems caused by the core symptoms themselves (e.g., impaired<br />

concentration), problems caused by secondary factors (e.g., peer problems), and problems caused by treatment (e.g., medication side effects or<br />

inconveniences related to treatment).<br />

Although you might need to push hard to get the services your child needs, keep in mind that you need to collaborate with your child’s school to<br />

develop your child’s educational team. Your child’s teacher(s), principal, guidance counselor, and other school employees make up your child’s<br />

educational team. Regardless <strong>of</strong> your team’s size, it is important to work together to create the best possible education program given your child’s<br />

needs and the available resources. Although you should always ask for everything your child needs, recognize that the school is limited by its<br />

available resources. Unfortunately, resources are much more limited than we would like. i<br />

A good place to start is with your child’s teacher. Begin by sharing your concerns. Your child’s teacher may have other observations. It is not<br />

uncommon for children with mood disorders to behave very differently at school than they do at home. If, based on your own research, as well as<br />

on consultation with your mental health team, you think your child needs services at school, request in writing that your child be evaluated. Be<br />

realistic and expect delays. Most school districts have waiting lists and testing takes considerable time and effort. Make sure you know who will lead<br />

the process and who will be involved. Ask for contact information so that you can stay informed. ii<br />

Context Specific Nature <strong>of</strong> Relationships<br />

The C’s <strong>of</strong> Constructive Connections<br />

Context is important in forming constructive relationships between families and schools. What works for one family-school relationship will not<br />

work for another. This site specific aspect to the development <strong>of</strong> family-school relationships was recognized by Kagan (1984), who, based on a<br />

comprehensive review <strong>of</strong> the parent involvement literature, concluded there was no one prescription.<br />

Complex Relationships<br />

Family school relationships are complex because they represent the interface <strong>of</strong> two systems relevant for children’s development. Constructive<br />

family-school relationships establish a partnership and shared meaning about children (Pianta & Walsh, 1996). A partnership is a common effort<br />

toward a shared goal and you should feel good about the recommendations made and the treatment plan.<br />

Centrality to Children’s Development<br />

<strong>Parent</strong>s are central to a child’s development, and that is why you must be an integral part <strong>of</strong> your child’s treatment plan. Epstein (1995) illustrates<br />

how parents can be involved in education without coming to the school. There is evidence that students achieve more when both the family and the<br />

school set realistic expectations, provide structure and routine for learning, enhance students’ learning opportunities, support students’ learning,<br />

establish positive relationships, and model learning. iii<br />

Student Health Partnership<br />

The Student Health Initiative was developed prior to the 1999-2000 school year as part <strong>of</strong> the Alberta Children and Youth Initiative, which aims to build<br />

strong partnerships in the delivery <strong>of</strong> student health services. The provincial government partners Alberta Education, Health & Wellness and<br />

Children's Services support the Student Health Initiative.<br />

Student Health Partnership Services may include emotional-Behavioural supports such as family school liaison and mental health services and/or<br />

rehabilitation services such as speech-language therapy, occupational therapy and/or physical therapy. iv<br />

The child's school is the gateway to all Student Health Partnership services, and is the first step in the referral process. v The <strong>Calgary</strong> Rocky View<br />

Student Health Partnership website has plenty <strong>of</strong> information. Check it out at www.crvshp.ca<br />

Any child who has a special health need and is registered with Alberta Education in the Early Childhood Services (ECS) to Grade 12 system in one<br />

<strong>of</strong> the following is eligible for student health services:<br />

• Public school program (provided by public or separate school jurisdiction, or charter school)<br />

• Private school program<br />

• Private ECS operator program<br />

• Institutional education program<br />

• Homebound program or home education program<br />

• Alternative program such as online, blended and outreach<br />

The types <strong>of</strong> services available in an individual school vary according to the assessed needs and service priorities set by the local student health<br />

partnership. However, all student health services must be related to improving the child's ability to participate in their education program. vi<br />

The following services are <strong>of</strong>fered to all schools as part <strong>of</strong> the Student Health Partnership.<br />

Family School Liaison<br />

• Facilitates connections between family-school-community to assist in educational learning.<br />

• FSL’s work together with parents and teachers to help children to meet their learning goals at school.<br />

Mental Health Services<br />

• The mental health service team provides school-based services to children, youth and their families.<br />

• Services include: assessment and treatment, consultation, psycho-educational and therapy groups, advocacy, and in-services.<br />

• Services are for children and youth who are experiencing a significant disruption in adapting to their school environment and in their success<br />

with learning, due to difficulties in social, emotional, and/or Behavioural functioning.<br />

Speech language therapy, occupational therapy and physical therapy are also available. vii Schools access these services depending on their individual<br />

needs.<br />

The Student Health Partnership also funds the COPE program (Community Outreach in Pediatrics/Psychiatry and Education). COPE is designed<br />

to serve families whose elementary school-aged children are experiencing emotional and/or behavioural concerns impacting their learning in the<br />

school/classroom setting. COPE is a collaboration between the <strong>Calgary</strong> Health Region, the <strong>Calgary</strong> Board <strong>of</strong> Education, <strong>Calgary</strong> Rocky View Child<br />

and Family Services, <strong>Calgary</strong> Catholic School District, Independent Schools and the YWCA. viii Contact your child’s teacher, principal, or counselor<br />

to find out more about COPE.<br />

The <strong>Calgary</strong> Board <strong>of</strong> Education <strong>of</strong>fers a variety <strong>of</strong> supports to students with Mental Health Disorders. These students are most <strong>of</strong>ten supported in<br />

their designated community school. Schools may access a variety <strong>of</strong> supports based on the individual needs <strong>of</strong> the student. Some students with<br />

severe mental illnesses are supported in a specialized program.<br />

The <strong>Calgary</strong> Board <strong>of</strong> Education also <strong>of</strong>fers a range <strong>of</strong> specialized services for students with emotional/Behavioural disabilities. With appropriate<br />

supports, the needs <strong>of</strong> many <strong>of</strong> these students are successfully met in their community schools.<br />

For children who require more comprehensive support to achieve their potential, the continuum <strong>of</strong> special programs extends from short term<br />

(several weeks) and longer term classes to intensive, treatment-based classes and schools. Many <strong>of</strong> these specialized programs are <strong>of</strong>fered in<br />

partnership with other organizations in the <strong>Calgary</strong> community. Special classes/programs are located in all areas <strong>of</strong> the city. All programs emphasize<br />

the development <strong>of</strong> academic, social and life skills. ix<br />

The <strong>Calgary</strong> Board <strong>of</strong> Education and the <strong>Calgary</strong> Health Region also include an educational component for some <strong>of</strong> the programs that may require<br />

students to be away from the school during treatment. The Adolescent Day Program and the Young Adult Program both provide CBE<br />

teaching staff to assist with onsite learning. These programs are accessible through Access Mental Health 943-1500 ext. 1 or your child’s school<br />

personnel. Education is provided in these programs for any child or youth from any school district during their stay.<br />

Psychological Services at CBE<br />

The <strong>Calgary</strong> Board <strong>of</strong> Education provides psychological services to students. Every school in the <strong>Calgary</strong> Board <strong>of</strong> Education has assigned time<br />

from a Psychologist who provides services such as:<br />

• Assessment and diagnosis,<br />

• Intervention,<br />

• Consultation and pr<strong>of</strong>essional development.<br />

The principal <strong>of</strong> the school is responsible for prioritizing needs at the school and requesting Psychological services. <strong>Parent</strong>s or guardians must<br />

provide written informed consent for Psychological services to their children. <strong>Parent</strong>s/guardians, who believe their child would benefit from<br />

Psychological services, are encouraged to initiate a conversation with the school principal. x<br />

What is a psychological assessment?<br />

A psychological assessment evaluates thinking, learning and behaviour. The assessment may include interviews, observation, testing and<br />

consultation with other pr<strong>of</strong>essionals involved in your child’s care. The assessment covers many skill areas, such as general intellectual level,<br />

language, memory and learning, problem solving, planning and organization, fine motor skills, visual spatial skills, and academic skills (reading, math,<br />

spelling and writing). It also includes an examination <strong>of</strong> behaviour and emotions.<br />

A psychological assessment is helpful in identifying your child’s strengths and weaknesses and will lead to recommendations for both academic and<br />

behavioural intervention. By detecting problems, an assessment can be used to assist in planning your child’s school program, to identify needs for<br />

special services in school, and to help you access resources in your community.<br />

The psychologist will meet with you for feedback to discuss your child’s results. In most cases with younger children the feedback sessions involve<br />

parents only, but if your child is older, you may wish to include your child.<br />

A written report will be completed, outlining the results <strong>of</strong> the assessment and the recommendations for intervention. You will receive a copy <strong>of</strong><br />

this report. With your written permission, copies <strong>of</strong> the report can be sent to pr<strong>of</strong>essionals involved with your child such as other physicians,<br />

therapists, or your child’s school. xi<br />

How you can help to build a cooperative working relationship with your child’s teacher:<br />

• Inform teachers <strong>of</strong> any activities or significant events at home that might influence your child’s performance at school.<br />

• Offer to start up a communication booklet that you and the teacher can write in each day to keep each other informed as to how your child’s<br />

day and evening went.<br />

• Ask for suggestions <strong>of</strong> how you can continue, expand and reinforce school activities at home. xii<br />

<strong>Calgary</strong> Catholic School District (CCSD)<br />

The <strong>Calgary</strong> Catholic School District is also a member <strong>of</strong> the Student Health Partnership. The following services are available through the Student<br />

Health Partnership and the CCSD: rehabilitation services, speech-language pathology, occupational therapy, physical therapy, and emotional<br />

Behavioural supports such as the family school liaison and the mental health services. These SHP services are integrated with those services already<br />

provided by the CCSB to assist students with special education needs.<br />

The CCSD provides guidance and counselling in its entire junior and senior high schools. These counselling services are available to students for any<br />

concerns that they may have in choosing, planning, adjusting and achieving goals in educational, career, personal, social and spiritual areas. xiii<br />

These programs and services can be accessed by contacting your child’s teacher, counselor, or principal.<br />

Access to Speech Language Pathology and Occupational Therapy<br />

According to Alberta Health and Wellness, the Regional Health Authorities are required to provide reasonable access to Speech Language Pathology<br />

and Occupational Therapy services, which are included as Community Rehabilitation Services. Funded services are provided through facilities<br />

operated by RHA's, including some hospitals and privately operated clinics contracted by RHA's. Contact the <strong>Calgary</strong> Regional Health Authority or<br />

Access <strong>Calgary</strong> for more information (943-1500).<br />

What is a Psychologist?<br />

A practicing psychologist is trained to assess and diagnose problems in thinking, feeling and Behaviour as well to help people overcome or manage<br />

these problems. A psychologist is uniquely trained to use psychological tests to help with assessment and diagnosis. Psychologists help people to<br />

overcome or manage their problems using a variety <strong>of</strong> treatments or psychotherapies. In Canada, the services provided by a psychologist are covered<br />

by provincial health insurance only if the psychologist is employed by, for examples, a hospital, correctional facility, community clinic, social agency<br />

or school. The services provided by a psychologist in private practice are not covered by provincial health insurance plans and the psychologist bills<br />

the patient directly. Many people have extended health benefits through their employers that cover some amount <strong>of</strong> psychological service annually.<br />

As <strong>of</strong> January 1, 2007 the recommended rate for a Registered Psychologist in Alberta is $160.00 (50 minute session)<br />

What is a Psychiatrist?<br />

Psychiatrists are licensed physicians with extensive medical training in the causes, diagnosis, and treatment and ongoing care <strong>of</strong><br />

mental disorders. Their medical training allows psychiatrists to understand the interaction between the physical, social and<br />

psychological aspects <strong>of</strong> mental disorders. This training allows psychiatrists to appropriately prescribe medication, to provide<br />

psychotherapeutic treatments, and to work with patients, especially those with chronic or episodic conditions, to improve their<br />

What is a Speech Language Pathologist?<br />

Speech-Language Pathologists are university-educated, clinically trained and registered health care pr<strong>of</strong>essionals who work with<br />

people having problems communicating. They provide assessment, diagnosis and treatment to people <strong>of</strong> all ages, <strong>of</strong>ten beginning<br />

soon after birth. Speech-Language Pathologists work with people who may have trouble learning to talk, pronouncing words,<br />

finding the right words, listening and understanding, using their voice correctly, stuttering, feeding and swallowing, and reading,<br />

writing and learning. They also work with communication problems related to conditions such as hearing loss, stroke, head<br />

injuries, neurological disorders, autism and Down Syndrome.<br />

The recommended rate as <strong>of</strong> January 1st, 2007 is $115.00 per hour <strong>of</strong> private Speech Language Therapy in Alberta.<br />
