We are expecting you!<br />

Dear athletes,<br />

We have one thing in common: we love the challenge!<br />

The International Orienteering Federation has bestowed on the Canton of Vaud<br />

and its Capital Lausanne the organisation of the next World Orienteering<br />

Championships. It is the goal of the Organising Committee, over which I have<br />

the honour of presiding, to ensure that the most favourable venues for beautiful<br />

and memorable competitions can be created and realised and to provide<br />

the best hospitality for the athletes from all nations. This is our challenge!<br />

By coming to Lausanne you will move around in the heart of a region where sport is king thanks to the International<br />

Olympic Committee and the many international sports organisations that have their headquarters<br />

here and the many National, European and World competitions being held in the area year after year.<br />

Your personal challenge will be to rise above your potential in honour of your own country and to show exciting<br />

competitions to the spectators of the country that welcomes you!<br />

Together we have one common aim: to share the passion for our sport which is ORIENTEERING!<br />

4 Sustainable Development Commitment<br />

The World Orienteering Championships <strong>2012</strong> are organised in the magnificent region of Vaud, between Lake<br />

Geneva, the Jura Mountains and the Pre-Alps with its nerve centre being the city of Lausanne. The organising<br />

committee is dedicated to holding an athletic event which supports sustainable development.<br />

Orienteering is a nature-loving sport and, therefore, the <strong>WOC</strong> represents an ideal context in which to create<br />

a sustainable project. It should be 1) economically viable, 2) socially equitable and 3) respectful to the<br />

environment.<br />

The organising committee recognises its economic, social and environmental responsibilities. It endeavours,<br />

with the support of the Canton of Vaud and the City of Lausanne, to conform to the following principles:<br />

Adopting responsible and consistent operational procedures<br />

Raise the organising committee’s awareness of the three above-mentioned components of sustainable development<br />

that should influence their processes and decisions. The Organising Committee will also make sure<br />

that the following necessary and responsible measures will be implemented during the event by the athletes,<br />

the spectators and the volunteers.<br />

Protecting the environment<br />

Protect sensitive and natural areas, avoid any water pollution and emphasise public transport to limit use<br />

of fossil energy and to reduce CO2 emission.<br />

Managing waste effectively<br />

Reduce the production of rubbish, encourage recycling and sort the trash.<br />

Favouring regional economy<br />

Work with regional businesses and offer local products in the food stands and restaurants.<br />

Raising awareness of the benefits of physical activity for young people<br />

Encourage young people to participate in the event and to take up the sport of orienteering as a healthy and<br />

sociable basis for their life.<br />

Integrating the population<br />

Integrate the event into city life and offer ways for the population to participate and for the local businesses<br />

and cultural enterprises to become involved.<br />

Becoming conscious of the need to act differently<br />

Raise the competitors’, the spectators’ and the general population’s awareness of the need to adapt their<br />

behaviour in order to respect the environment and adopt a sustainable lifestyle.<br />

7 Visa Requirements<br />

Citizens of some countries must obtain a visa for entry into Switzerland. Please check the following website<br />

Countries needing a visa should request a “letter of invitation” from the <strong>WOC</strong> business office, sending an email<br />

to: administration@woc<strong>2012</strong>.ch.<br />

Note that requirements for entry into Switzerland may change. We advise all <strong>WOC</strong> participants to keep themselves<br />

informed about the current and political situation by consulting their Swiss Embassy.<br />

8 Accommodation and Food Services<br />

Accommodation<br />

Teams may choose their accommodation freely but are not allowed to reside within the embargoed area shown on<br />

page 19.<br />

It is extremely difficult to find hotel rooms in Lausanne during the high summer season, and we urgently recommend<br />

that <strong>WOC</strong> participants book an official <strong>WOC</strong> hotel via Lausanne Tourism as a sufficient number of rooms have been<br />

reserved at a special price. Please, take advantage of that offer.<br />

Most hotel accommodation includes breakfast and dinner (half board). Please indicate your preferences when booking.<br />

Please note that the rates and the availability of the hotels are not guaranteed after May 1 st .<br />

9 Accreditation and Event Centre<br />

The Accreditation and Event Centre is located in the Curling Hall<br />

next to the “Place de la Navigation” in Lausanne-Ouchy on the shores of Lake Geneva.<br />

Accreditation, information and team leaders’ meetings will be in the Curling Hall.<br />

For accreditation, team leaders must show the team members‘ passports to prove their nationality and full<br />

passport-holding citizenship of the country of their Federation (Rule 6.2.). Teams will be asked to supply the<br />

phone numbers of team contacts so that the organisers can quickly contact key team officials if necessary.<br />

From the railway station, the Event Centre can quickly be reached by metro M2 (south to Ouchy).<br />

10 Transport and Parking<br />

Teams, VIPs and the media are free to use their own transport to all events. There are reserved parking<br />

areas at all the arenas except for the sprint final. In Lausanne-Ouchy the city’s public parking<br />

facilities must be used.<br />

Details for access to the quarantine zones will be given in <strong>Bulletin</strong> 4.<br />

Transport will be provided to those teams, VIPs and media that have requested and have paid for a<br />

transport package. They will receive their detailed schedules and the location of the bus stops at the<br />

time of accreditation.<br />

Departure times at the different bus stops must be strictly adhered to! No alternative public transport<br />

is available to those who miss the bus.<br />

11 Team Officials’ Meetings<br />

The team officials’ meetings will be held in the Event Centre, the Curling Hall, in Lausanne-Ouchy.<br />

Only accredited team officials (maximum 2 per team) and IOF officials and organisers will be admitted.<br />

The team officials will receive the start lists, bib numbers and official information at the door<br />

prior to the meeting.<br />

Special information for the sprint events:<br />

Official results from the sprint qualification race will be posted in the finish arena in Dorigny after<br />

11:30 and at the Event Centre information desk.<br />

The bibs and final information for the Sprint Final will be given out in the quarantine zone.<br />

NOTE: Entries for the athletes competing in each competition must be submitted at the Event Centre<br />

before 12 noon the previous day of the respective competition! Each team will receive special forms for<br />

each competition.<br />

12 Competition Rules<br />

Competition Rules, Classes and Entry Regulations<br />

The Competition Rules for IOF Foot Orienteering Events (valid from 1 January <strong>2012</strong>) shall apply to<br />

the World Orienteering Championships <strong>2012</strong>.<br />

All competitors represent a Federation. Each Federation may enter a team of up to 14 competitors<br />

– up to 7 women and 7 men and an unlimited number of team officials.<br />

In each qualification race, every Federation may enter up to 3 women and 3 men and, in addition,<br />

the current World Champions for the distance may be entered by their Federation(s) provided they<br />

are members of the Federation’s team.<br />

In the final, only the competitors placed number 15 and better in each qualification race heat may<br />

participate.<br />

In the Relay, each Federation may enter one women’s team and one men’s team, each consisting of<br />

3 team members.<br />

13 Anti Doping<br />

Doping is strictly forbidden, and the organisers of <strong>WOC</strong> <strong>2012</strong> are dedicated to supporting the antidoping<br />

authorities in their work.<br />

Doping controls may be carried out any time during the competition period as decided by IOF.<br />

Doping tests will be carried out in accordance with the procedures described in the WADA International<br />

Standard of testing. The IOF Anti-Doping Code and rules apply as of 1 st February 2010.<br />

Teams must inform the <strong>WOC</strong> <strong>2012</strong> organisers of their intended accommodation between July 10 and<br />

21 st , <strong>2012</strong> plus the phone numbers of team contacts. Official forms giving this information must be<br />

submitted to the accreditation desk in the Event Centre.<br />

Any changes to their intended accommodation must be communicated at least 12 hours before the<br />

change will occur.<br />

Athletes who are selected for the anti-doping tests must bring an official identification (with photo)<br />

to the anti-doping test area. The <strong>WOC</strong> accreditation card is an acceptable ID. The athlete should also<br />

bring along their therapeutic use exemption (TUE) if applicable.<br />

In general, it is advisable that the athletes wear or bring along their accreditation card to all the<br />

competitions and events.<br />

15 Embargoed Areas<br />

Any potential <strong>WOC</strong><strong>2012</strong> team member (i.e. runners, coaches, doctors, team leaders, etc.) or any other person<br />

who could influence in any possible way the outcome of the results of the competitions through any knowledge<br />

of the terrain, environment or control locations, is not allowed to enter the embargoed areas.<br />

It is permissible to pass through embargoed areas using paved public roads marked with light red or yellow<br />

background. NO other roads may be used!<br />

For the sprint qualification and final competition, the rules for the embargoed areas are as follows:<br />

• The campuses of the University of Lausanne (UNIL) and the Swiss Federal Institute of Technology (EPFL)<br />

can be entered until 18.00 on Thursday 12 July, but no map may be used<br />

• Running is not allowed on any of these campuses except on the athletic track<br />

• The rest of the embargoed area must not be entered<br />

• After 18.00 Thursday 12 July this area is totally embargoed<br />

• The access road to Lausanne-Ouchy may be used<br />

• The metro (underground) from the main railway station to Ouchy can be used (you are not allowed to leave<br />

the train at intermediate stops)<br />

16 Maps and Courses<br />

Maps are drawn according to the international specification for Orienteering Maps (ISOM2000) and<br />

the international specification for Sprint Orienteering Maps (ISSOM2007). All <strong>WOC</strong> <strong>2012</strong> maps are<br />

offset-printed (IOF colours and CMYK) on 135 g/m 2 paper. The maps will be handed out at the starts<br />

sealed in plastic bags.<br />

All controls are manned and guarded during the competitions. Those officials may or may not be<br />

sitting close to the control locations.<br />

Radio controls are not specified on the control descriptions.<br />

All control descriptions are also printed on the maps.<br />

The sprint course length are the shortest feasible route as specified by rule 16.3.<br />

19 Coaching and Team Zones<br />

Team Zones at the Arenas<br />

Only accredited team members and coaches with their personal <strong>WOC</strong> accreditation cards will be allowed<br />

in the team zones. All the Team Zones are protected from the weather, rain or sunshine!<br />

Toilet facilities are available at all sites.<br />

Coaching Zones<br />

There will be clearly marked Coaching Zones in the Long Distance Final and the Relay close to the<br />

finish. Team coaches may support their athletes as they pass through.<br />

On all the other events there will be no coaching zone provided.<br />

Only two accredited coaches per team are allowed in those coaching zones. For reasons of fairness<br />

only the following actions are allowed:<br />

• Verbal communication – no written information<br />

• Exchange of personal equipment such as compasses, shoes, contact lenses and similar<br />

• Food and drinks passed on directly to the athlete<br />

20/21/22 Competition Details<br />

20 Quarantine Zones<br />

There will be quarantine zones for all races including the relay.<br />

In the quarantine zone of all races, athletes will be protected from the elements (rain, sun, heat,<br />

wind, etc.). Teams may also bring their own tents if they wish to do so.<br />

21 Start Draws<br />

The start draws will be made according to the IOF competition rules (section 12) under the supervision<br />

of the IOF Senior Event Advisor. The draws will not be open to team officials, athletes or the<br />

public.<br />

22 Number Bibs<br />

All competitors must wear their respective number bibs at all the <strong>WOC</strong> <strong>2012</strong> competitions. The bibs<br />

will be handed out at the Team Officials’ Meetings for each separate competition except for the<br />

Sprint Final, where the bibs will be available in the quarantine zone.<br />

In the qualification races the competitors must wear their bibs on the front. In the final races the<br />

bibs must be worn both on the front and the back. The bibs must be visible in their entirety; they<br />

should not be folded over or cut down.<br />

23 Punching and Timing / 24 Clothing<br />

23 Punching and Timing System<br />

<strong>WOC</strong> <strong>2012</strong> will use the SPORTident (SI) system at all the competitions. All SI-cards will be handed<br />

out to the team leaders for each of their competitors when accrediting their team. Team leaders<br />

must sign for receipt of the SI-cards. A charge of CHF 60.00 will be imposed for any lost or missing<br />

card. After the relay, team leaders must return all the SI-cards together at the Event Centre.<br />

Each SI-card is assigned by name to each competitor and must be used by that athlete only!<br />

At each start, there will be spare SI-cards on hand in case a competitor has lost, misplaced or<br />

forgotten their card.<br />

At each Final race, competitors will wear a GPS-tracking device.<br />

Starting procedures will be as follows:<br />

• In the Qualification races each competitor will be started at their assigned start time by a hand<br />

on the shoulder<br />

• In the Final races a starting gate will be used<br />

Finishing times for individual races will be recorded as follows:<br />

• In all the races except the Sprint Final, the times will be rounded down to whole seconds<br />

• In the Sprint Final competition, the time will be rounded down to whole tenths of a second<br />

At the technical model event on Friday, 13 th July, from 14:00 – 16:00, the punching and timing<br />

equipment as well as the layout of start and finish areas will be demonstrated.<br />

24 Clothing<br />

There are no restrictions regarding clothing. Athletes are strongly advised to wear full-length<br />

orienteering trousers in the forest races as ticks are very common in Switzerland which carry both<br />

the meningoencephalitis virus and the Lyme-Borreliose bacteria.<br />

Wearing shoes with Dobb spikes is not allowed in the sprint events.<br />

25 Media Services<br />

The <strong>WOC</strong> Media Centre is located next to the “Place de la Navigation“ in Lausanne-Ouchy in the curling hall,<br />

the same location as the Event Centre. The media facilities, both in Ouchy and in the arenas after the Final<br />

races, will be fully equipped to facilitate the best media coverage.<br />

To be officially recognised as a <strong>WOC</strong> <strong>2012</strong> media representative, accreditation is mandatory. The fee is CHF<br />

50.00.<br />

Media accreditation gives the right to<br />

• enter designated areas and use designated services for media<br />

• receive start- and result lists and <strong>WOC</strong> competition maps without any extra charge<br />

• participate in the IOF VIP/Media race without any extra charge<br />

Accommodation:<br />

Reservations have been made for media personnel at the Hotel Au Lac which is situated very close to the<br />

Sprint Final finish area, the place for the ceremonies and the main media centre.<br />

Public transport in the city of Lausanne is included in the hotel price.<br />

Transport to the <strong>WOC</strong> races in Ballens, St. George, La Givrine and to the Swiss 5-Days event in Villars-Bretaye<br />

is available for CHF 30.00 per day.<br />

Anybody not residing in the official media hotel and staying outside the city area of Lausanne will have to<br />

pay for their own transport. They will have the possibility of purchasing the official transport package for<br />

CHF 150.00 per person which includes all travel within the region of Lausanne, to the model events and to<br />

all the competition arenas.<br />

The deadline for payment for accommodation is 31 st May <strong>2012</strong>.<br />

Registration for Accreditation and Accommodation:<br />

The accreditation and booking for accommodation should be made through the On-Line Registration and<br />

Accommodation System ORAS (https://www.oras.ch/events/woc<strong>2012</strong>/register).<br />

TV coverage is planned for all <strong>WOC</strong> final races with live coverage of the Sprint Final and the Relay races<br />

through the Swiss broadcasting company, SRF.<br />

26 IOF Officials and <strong>WOC</strong> Guests<br />

We welcome IOF Officials and <strong>WOC</strong> Guests to Lausanne and <strong>WOC</strong> <strong>2012</strong> being held in and around the<br />

Olympic City.<br />

IOF Officials, VIPs and <strong>WOC</strong> Guests coming from outside Switzerland should register through the<br />

accreditation system (https://www.oras.ch/events/woc<strong>2012</strong>/register).<br />

Accreditation fee is CHF 100.00.<br />

Accreditation gives the right to:<br />

• Use VIP tent in the competition areas<br />

• Receive start- and result lists and <strong>WOC</strong> competition maps<br />

• Participate in the IOF VIP/Media race<br />

Accommodation has been reserved in the Alpha Palmiers Hotel where all IOF meetings and the IOF<br />

Congress will take place.<br />

For the <strong>WOC</strong> soirée on Saturday, July 21 st , VIP and guest have to register (fee CHF 40.00).<br />

The hotel is situated in the centre of town, 2 minutes from the train and metro stations. However,<br />

the 210 rooms in this quiet oasis will make you feel at home.<br />

Transport within the city area of Lausanne is included in the accreditation fee. Transport to the<br />

<strong>WOC</strong> races in Ballens, St.George, La Givrine and to the Swiss 5 Days in Villars-Bretaye is CHF 30.00<br />

28 Public Events<br />

The Swiss 5 Days Orienteering Event will be offered to orienteers from all over the world, young and old. Athletes should<br />

be able to enjoy some high quality competitions and to cheer on the top athletes competing at <strong>WOC</strong> <strong>2012</strong>.<br />

We will provide the best quality maps and course-setting for the Swiss 5 Days. Tom Bührer, World Champion 2003 in the<br />

Long Distance, is the head of the course-setting team. The same map making team for <strong>WOC</strong> <strong>2012</strong> maps is also in charge<br />

of the Swiss 5 Days maps. Thus, we can expect excellent and demanding orienteering races.<br />

Day 1, Sunday 15 July<br />

Sprint: same map and area as for the <strong>WOC</strong> Sprint Qualification race: urban with very technical parts.<br />

Day 2, Monday 16 July<br />

Normal distance: same area as for the Model Event Middle Distance Qualification: dense forest with varying contour<br />

features, large depressions and rocks.<br />

Day 3, Tuesday 17 July<br />

Middle distance: same area as for the Model Event Middle Final: Typical Jura forest with vague contour features and<br />

rocky sections.<br />

Day 4, Wednesday 18 July<br />

Long distance: the only area used exclusively for the Swiss 5 Days and that has never before been used for orienteering!<br />

(NO <strong>WOC</strong>-races here!) This alpine terrain lies between Villars-sur-Ollon and Les Diablerets and is known as a ski resort<br />

in winter and a hiking and recreation area in summer. It cannot be reached by car. The orienteering race is being held in<br />

semi-open alpine terrain.<br />

Day 5, Friday 20 July<br />

Chase start: same area as for the Long Distance Final: fast forest with a dense trail network and many ditches. The most<br />

beautiful areas have been selected. The Jorat at 900 m altitude is the largest forest in the Canton Vaud, situated on the<br />

northern edge of Lausanne.<br />

Transport:<br />

The use of private cars is permitted and sufficient parking spaces will be provided.<br />

However, we encourage participants to use the public transport system and, where it is necessary, our special transport<br />

to bring you right to the event areas.<br />

Your registration fee includes a pass to the whole public transport network system for 8 days in the region of Lausanne<br />

(www.mobilis.-vaud.ch) and our specially organised transport. It also includes your trip to the prize-giving ceremonies in<br />

Ouchy in the evening or any other travelling you might want to do around Lausanne.<br />

In Switzerland, public transport is very reliable with trains and buses usually running every hour or half-hour.<br />

We offer the same pass for accompanying people for CHF 100.00 for adults and CHF 60.00for children. They have to be<br />

ordered at the <strong>WOC</strong> business office before 31st May (transport@woc<strong>2012</strong>.ch).<br />
