Dear <strong>ACEC</strong> Members,<br />

I am delighted to report that the past 12 months<br />

have been very good for both the consulting<br />

engineering industry in Canada and for our<br />

national association.<br />

From an industry perspective, our member firms<br />

report having been very busy – and many busier<br />

than they have ever been. The 2006 <strong>ACEC</strong><br />

Benchmarking survey results reflect a design<br />

industry that has established positive momentum<br />

and shows significant signs <strong>of</strong> economic health.<br />

Moreover, the new federal government has<br />

made investments in infrastructure a national<br />

priority and has provided significant funding for<br />

infrastructure renewal. This will further strengthen<br />

the business climate and will be favorable to<br />

member firms in the short and medium term.<br />

Of particular importance to our member firms,<br />

the National Guide to Sustainable Municipal<br />

Infrastructure (InfraGuide) has published a<br />

recommended InfraGuide “Best Practice”<br />

for Selecting a Pr<strong>of</strong>essional Consultant that<br />

is in complete harmony with the principles<br />

<strong>of</strong> Qualifications-Based Selection QBS. Also,<br />

Canada remains among the four largest exporters<br />

<strong>of</strong> engineering services in the world.<br />

From an association perspective, the past year has<br />

been marked with a series <strong>of</strong> new and innovative<br />

initiatives that are adding value to the ongoing<br />

work <strong>of</strong> the association. With the publication <strong>of</strong><br />

the InfraGuide “Best Practice”, the association<br />

launched a series <strong>of</strong> projects and activities to<br />

promote the InfraGuide “Best Practice” both<br />

within and outside the industry. The association<br />

also continues to expand its government relations<br />

work to ensure that our industry is present and<br />

visible to key national decision-makers and<br />

opinion-leaders. What has been particularly<br />

impressive is how well our Member Organizations<br />

and the national association are working together<br />

and speaking with one voice to promote and<br />

defend our industry. Moreover, the financial<br />

performance <strong>of</strong> the association has been excellent<br />

and <strong>ACEC</strong> has generated an operating surplus by<br />

focusing efforts on priorities and generating some<br />

new revenues.<br />

In closing, I would like to express my sincere<br />

appreciations to the many people who have<br />

made the past year so enjoyable and successful<br />

– my colleagues on the Board, the leaders in our<br />

Member Organizations and, especially, the very<br />

capable and dedicated staff at the <strong>ACEC</strong> <strong>of</strong>fice.<br />

More to celebrate<br />

The past year has been even better than previous<br />

years for our industry. In addition to the very<br />

favorable business climate, two developments<br />

are <strong>of</strong> particular significance for consulting<br />

engineers: 1) the federal government’s expanded<br />

commitment to the renewal <strong>of</strong> Canada’s<br />

infrastructure, including highways; and 2) the<br />

publication by the National Guide to Sustainable<br />

Municipal Infrastructure (InfraGuide) <strong>of</strong> the<br />

excellent, QBS–compatible InfraGuide “Best<br />

Practice” for Selecting a Pr<strong>of</strong>essional Consultant.<br />

Infrastructure renewal: With its 2007 budget,<br />

federal support for infrastructure will grow from<br />

$3.2 billion per year to nearly $5.7 billion per<br />

year by 2013-14. This represents $16 billion in<br />

new funding over the next seven years - bringing<br />

federal support under a new long-term plan<br />

for infrastructure to a total <strong>of</strong> $33 billion. This<br />

investment will be dedicated to projects such as<br />

roads and highways, public transit, bridges, sewer<br />

and water systems, and green energy.<br />

InfraGuide “Best Practice” for Selecting a<br />

Pr<strong>of</strong>essional Consultant: With this “Best Practice”,<br />

developed by the public sector for the public<br />

sector, our industry now has an extremely credible<br />

tool to promote the principles <strong>of</strong> Qualifications-<br />

Based Selection (QBS). The major national media<br />

advertising campaign approved by the <strong>ACEC</strong><br />

Board to promote the “Best Practice” certainly<br />

has the potential <strong>of</strong> capturing the attention <strong>of</strong> our<br />

target audiences, that is, first, our own member<br />

firms and clients.<br />

An area where we have been especially active<br />

is in government relations. <strong>ACEC</strong> continues to<br />

make its positions known on various public policy<br />

issues, particularly on procurement processes.<br />

One issue, however, on which we have not had<br />

tangible positive results is in the reintroduction <strong>of</strong><br />

the funding <strong>of</strong> infrastructure projects in Canada’s<br />

aid programs. This will remain a challenge for<br />

<strong>ACEC</strong>.<br />

In closing, I want to express my sincere<br />

appreciation to our Chair, Mr. Réjean Breton,<br />

ing., to the members <strong>of</strong> the Board and to the<br />

Executive Directors <strong>of</strong> the Member Organizations<br />

whose collaborations has been remarkable.<br />

<strong>ACEC</strong> is the national voice <strong>of</strong> the consulting engineering industry in Canada. <strong>ACEC</strong> member<br />

companies are engaged, in some way or another, in nearly every infrastructure project in the country<br />

and in numerous related activities abroad. <strong>Consulting</strong> engineering firms provide a wide range <strong>of</strong><br />

services needed to meet Canada’s and the world’s ever-increasing demand for food, water, sanitation,<br />

shelter, health services, transportation and energy.<br />

Our member firms are world leaders in the provision <strong>of</strong> quality services that contribute to Canada’s<br />

economic development and to the safety and well-being <strong>of</strong> its citizens. These services include the<br />

planning, design, construction, inspection and management <strong>of</strong> our infrastructure. Last year, <strong>ACEC</strong><br />

member firms generated revenues in excess <strong>of</strong> $13.8 billion and employed more than 88,500<br />

Canadians. Moreover, our industry is the third largest exporter <strong>of</strong> engineering services in the world,<br />

after the United-States and Britain.<br />

Founded in 1925, <strong>ACEC</strong>’s members consist <strong>of</strong> 600 independent consulting engineering companies,<br />

and 11 provincial and territorial member organizations.<br />

<strong>ACEC</strong> member firms operate in all provinces and territories, and around the world, providing a<br />

multitude <strong>of</strong> specific engineering services in 14 key industry sectors:<br />

Infrastructure – Backbone <strong>of</strong> our Economy:<br />

Infrastructure is the backbone <strong>of</strong> our nation’s economy. Prosperity requires a healthy environment, safe<br />

drinking water, efficient transportation and reliable energy systems. In past decades, however, Canada<br />

has underinvested in infrastructure resulting in a growing infrastructure debt that is jeopardizing our<br />

productivity and competitiveness.<br />

National long-term planning needed:<br />

Although Canada has already committed significant short-term funding to renew its infrastructure,<br />

long-term planning <strong>of</strong> 30-40 years is required. To ensure Canadians get the best value for current<br />

and future investments, Canada now needs a well coordinated plan developed by the three levels <strong>of</strong><br />

government along with the relevant stakeholders, including consulting engineers who are involved<br />

in virtually every infrastructure project in the country. The National Roundtable on Sustainable<br />

Infrastructure (NRTSI) is the ideal forum for effective long term planning and it requires financial<br />

support from the federal government.<br />

The Right <strong>Engineering</strong> is Key to Providing Value to Taxpayers:<br />

<strong>Annual</strong> <strong>Report</strong> • Rapport annuel 2006-2007<br />

In rebuilding its infrastructure, governments must also make the strategic decision to choose the right<br />

pr<strong>of</strong>essional consulting engineers. This is vital because the right engineering at the beginning will<br />

determine the success <strong>of</strong> our infrastructure investments over many decades. That is why it is essential<br />

that governments at all levels adopt the “Best Practice for Selecting a Pr<strong>of</strong>essional Consultant”. This<br />

recommended “Best Practice” was recently developed by the National Guide to Sustainable Municipal<br />

Infrastructure (InfraGuide), which was founded by the Federation <strong>of</strong> Canadian Municipalities, the<br />

National Research Council and Infrastructure Canada.<br />

Developing nations need infrastructure too:<br />

If strategic infrastructure investment is so vital to Canada’s development, why is CIDA refusing to<br />

help developing countries with theirs? Canadian engineers have the expertise and a long track<br />

record in providing infrastructure design services to developing countries. Canada should make use<br />

<strong>of</strong> this competitive advantage which will enhance Canada’s visibility and strengthen its international<br />

competitiveness.<br />

RECOMMENDATIONS:<br />

When <strong>ACEC</strong> appeared before the Standing Committee <strong>of</strong> the House <strong>of</strong> Commons on Finance it<br />

recommended that the federal government:<br />

1) establish predictable long-term funding in order to tackle the country’s growing infrastructure<br />

debt and accelerate the disbursement <strong>of</strong> funds in existing programs;<br />

2) provide funding <strong>of</strong> $1 million per year for five years to support the operations <strong>of</strong> a National<br />

Roundtable for Sustainable Infrastructure (NRTSI) in order to develop appropriate long-term national<br />

infrastructure plans;<br />

3) adopt and promote the InfraGuide “Best Practice” for Selecting a Pr<strong>of</strong>essional Consultant<br />

in order to ensure quality infrastructure engineering design that in the long-term will save taxpayer<br />

dollars;<br />

4) reinstate CIDA funding for the engineering component <strong>of</strong> sustainable physical infrastructure<br />

investments in order to make Canadian engineering expertise in infrastructure available to developing<br />

countries, to enhance Canada’s visibility and to prolong its international competitiveness.<br />

Finally, A “Best Practice” for Hiring Engineers<br />

What is the best way to hire engineering services for an<br />

infrastructure project? Leaders in the public sector, such as<br />

provincial governments, municipalities and public utilities now<br />

have the answer. The National Guide to Sustainable Municipal<br />

Infrastructure (InfraGuide) has just released a Best Practice for<br />

Selecting a Pr<strong>of</strong>essional Consultant. This Best Practice promotes<br />

the principles <strong>of</strong> Qualifications-Based Selection (QBS) rather than<br />

price-based selection as the best method for selecting pr<strong>of</strong>essional<br />

engineers and other consultants.<br />

Designed by the Public Sector for the Public Sector<br />

InfraGuide is a collaboration <strong>of</strong> the Federation <strong>of</strong> Canadian<br />

Municipalities, Infrastructure Canada, the National Research<br />

Council and the Canadian Public Works <strong>Association</strong> to help municipalities make informed decisions<br />

and promote sustainable infrastructure investment. InfraGuide is both a national network <strong>of</strong> experts<br />

and a growing collection <strong>of</strong> published best practice documents for use by municipal decision makers<br />

and technical personnel in the public and private sectors.<br />

Focus on Long-term Value and Savings for Taxpayers<br />

Decisions made during project planning and design have ramifications over the entire service life <strong>of</strong> a<br />

project. An appropriate investment in pr<strong>of</strong>essional services at the onset <strong>of</strong> a project, which represents<br />

only 1-2% <strong>of</strong> the lifecycle cost, can potentially reduce capital, maintenance and operating costs while<br />

improving reliability and extending service life.<br />

With the publication <strong>of</strong> the InfraGuide “Best Practice” for Selecting a<br />

Pr<strong>of</strong>essional Consultant, the focus <strong>of</strong> <strong>ACEC</strong> activities has been on promoting<br />

the “Best Practice” which fully supports the principles <strong>of</strong> Qualifications-<br />

Based Selection (QBS). The InfraGuide “Best Practice” was developed<br />

by the National Guide to Sustainable Municipal Infrastructure (InfraGuide)<br />

working under the auspices <strong>of</strong> the National Research Council, Infrastructure<br />

Canada, and the Federation <strong>of</strong> Canadian Municipalities.<br />

Consultant, <strong>ACEC</strong> has undertaken a number <strong>of</strong> initiatives, including:<br />

Government Relations<br />

One <strong>of</strong> the key roles <strong>of</strong> <strong>ACEC</strong> is to represent, promote and defend the interests <strong>of</strong> the consulting<br />

engineering industry to the federal government. In the past twelve months, <strong>ACEC</strong> has undertaken a series<br />

<strong>of</strong> initiatives on behalf <strong>of</strong> member firms, which include:<br />

• Presented a written brief and an oral submission during the pre-Budget consultations <strong>of</strong><br />

the House <strong>of</strong> Commons Standing Committee on Finance, <strong>of</strong> which two <strong>of</strong> three <strong>ACEC</strong><br />

recommendations were included in the<br />

final report to the House <strong>of</strong> Commons.<br />

• Participated in the Infrastructure<br />

Minister’s Round Table consultations.<br />

• Conducted and published an interview<br />

with the federal Minister <strong>of</strong> Transport,<br />

Infrastructure and Communities.<br />

• Participated in a Canadian delegation<br />

to South Carolina involving the<br />

Canadian and American Ambassadors<br />

and senior parliamentarians.<br />

• Sponsored and participated in a<br />

number <strong>of</strong> social activities involving<br />

parliamentarians and their staff, including<br />

the 150th anniversary <strong>of</strong> the Canadian<br />

• Revised and updated <strong>ACEC</strong> Document 31 Prime Agreement between Client and Engineer.<br />

• Partnered with PSMJ and <strong>Consulting</strong> Engineers <strong>of</strong> Ontario for the organization <strong>of</strong> a series <strong>of</strong><br />

business seminars and bootcamps for CEOs, principals and project managers.<br />

Awards and Publications<br />

• Canadian <strong>Consulting</strong> <strong>Engineering</strong> Awards:<br />

The organization <strong>of</strong> the 2006 Canadian <strong>Consulting</strong><br />

<strong>Engineering</strong> Award ceremony held in Ottawa. Out <strong>of</strong> 47<br />

entries from across Canada, 11 awards were presented<br />

including the prestigious Schreyer Award. For the third<br />

year, the ceremony included clients as co-recipients <strong>of</strong><br />

awards along with the consulting engineering firms. The<br />

Honorary Chair <strong>of</strong> the Awards Gala Dinner was the<br />

Deputy Speaker <strong>of</strong> the House <strong>of</strong> Commons, Mr. Royal<br />

Galipeau; 15 Federal Parliamentarians attended the event.<br />

• Beaubien Award: The presentation <strong>of</strong> the Beaubien<br />

Award, the highest recognition for individual lifetime<br />

achievement and contribution to the engineering industry<br />

and to the association. For 2006, the Beaubien Award<br />

was presented to Mr. Robert A. Brocklebank, P.Eng. <strong>of</strong><br />

British Columbia.<br />

• <strong>ACEC</strong>’s Review in Canadian <strong>Consulting</strong> <strong>Engineering</strong> Magazine: The publication <strong>of</strong> a<br />

regular four page Review in the CCE magazine which reaches many <strong>of</strong> the target audiences <strong>of</strong><br />

the <strong>ACEC</strong> image strategy. The Review includes a message from the Chairman <strong>of</strong> the Board as<br />

well as highlights <strong>of</strong> <strong>ACEC</strong> and industry issues.<br />

• <strong>ACEC</strong> Source: In 2006, <strong>ACEC</strong> renamed and redesigned its monthly electronic newsletter<br />

which reports on <strong>ACEC</strong> programs, positions and activities to more than 2000 representatives <strong>of</strong><br />

its member firms.<br />

• <strong>ACEC</strong> Publications: <strong>ACEC</strong> continued the production <strong>of</strong> its two publications targeting<br />

external audiences: Concept a quarterly newsletter for parliamentarians to support <strong>ACEC</strong>’s<br />

public policy advocacy efforts, and <strong>Engineering</strong> Perspectives a glossy magazine targeting<br />

<strong>ACEC</strong>’s priority audiences: decision-makers, opinion-leaders and the engineering community.<br />

Canadian <strong>Engineering</strong> Community<br />

<strong>ACEC</strong> has maintained close links with the five key engineering groups in Canada by participating<br />

in the establishment <strong>of</strong> the Canadian <strong>Engineering</strong> Leadership Forum (CELF) which has the<br />

following members: the <strong>Association</strong> <strong>of</strong> <strong>Consulting</strong> <strong>Engineering</strong> <strong>of</strong> Canada (<strong>ACEC</strong>) the Canadian<br />

Council Pr<strong>of</strong>essional Engineers (CCPE), the <strong>Engineering</strong> Institute <strong>of</strong> Canada (EIC), the Academy <strong>of</strong><br />

<strong>Engineering</strong>, Canadian Academy <strong>of</strong> <strong>Engineering</strong> (CAE), National Council <strong>of</strong> Deans <strong>of</strong> <strong>Engineering</strong> and<br />

Applied Sciences (NCDEAS) and the Canadian Federation <strong>of</strong> <strong>Engineering</strong> Students (CFES). Among<br />

other activities, CELF is planning a major engineering summit in 2009 to formulate a long-term vision<br />

for the pr<strong>of</strong>ession.<br />

<strong>ACEC</strong> has maintained strong collaborative links with its 11 Member Organizations. The Chairs <strong>of</strong> the<br />

Boards <strong>of</strong> <strong>ACEC</strong> and Member Organizations are now meeting three times a year to discuss common<br />

issues. Executive Directors <strong>of</strong> the associations also meet three times a year to exchange ideas and<br />

coordinate programs.<br />

Canadian Construction Industry<br />

<strong>ACEC</strong> has solid relationships with other construction industry groups in Canada. <strong>ACEC</strong> is a<br />

member <strong>of</strong> the Construction Industry Consultative Committee (CICC) which brings together the four<br />

associations representing the architects, the contractors, the specifications writers and the consulting<br />

engineers. The CICC oversees the work <strong>of</strong> the Canadian Construction Documents Committee<br />

(CCDC) which develops standard Canadian contracts, forms and guides. <strong>ACEC</strong> also cooperates with<br />

construction industry partners in the organization <strong>of</strong> a Parliament Hill reception to sensitize elected<br />

<strong>of</strong>ficials on construction and design industry issues. <strong>ACEC</strong> is also working closely with the Canadian<br />

Green Building Council.<br />

<strong>ACEC</strong> Summit and <strong>Annual</strong> Convention<br />

The 2006 <strong>ACEC</strong> Summit and <strong>Annual</strong> Convention was held in collaboration with the <strong>Consulting</strong><br />

Engineers <strong>of</strong> Newfoundland in St-Johns’, Newfoundland June 29 to July 1. The Summit included a<br />

2 day pre-event business management seminar, a series <strong>of</strong> speakers on public policy issues, the CEO<br />

and Principals Roundtables for member firms <strong>of</strong> different sizes and a public owners forum.<br />
