The past year has been even better than previous<br />

years for our industry. In addition to the very<br />

favorable business climate, two developments<br />

are <strong>of</strong> particular significance for consulting<br />

engineers: 1) the federal government’s expanded<br />

commitment to the renewal <strong>of</strong> Canada’s<br />

infrastructure, including highways; and 2) the<br />

publication by the National Guide to Sustainable<br />

Municipal Infrastructure (InfraGuide) <strong>of</strong> the<br />

excellent, QBS–compatible InfraGuide “Best<br />

Practice” for Selecting a Pr<strong>of</strong>essional Consultant.<br />

Infrastructure renewal: With its 2007 budget,<br />

federal support for infrastructure will grow from<br />

$3.2 billion per year to nearly $5.7 billion per<br />

year by 2013-14. This represents $16 billion in<br />

new funding over the next seven years - bringing<br />

federal support under a new long-term plan<br />

for infrastructure to a total <strong>of</strong> $33 billion. This<br />

investment will be dedicated to projects such as<br />

roads and highways, public transit, bridges, sewer<br />

and water systems, and green energy.<br />

InfraGuide “Best Practice” for Selecting a<br />

Pr<strong>of</strong>essional Consultant: With this “Best Practice”,<br />

developed by the public sector for the public<br />

sector, our industry now has an extremely credible<br />

tool to promote the principles <strong>of</strong> Qualifications-<br />

Based Selection (QBS). The major national media<br />

advertising campaign approved by the <strong>ACEC</strong><br />

Board to promote the “Best Practice” certainly<br />

has the potential <strong>of</strong> capturing the attention <strong>of</strong> our<br />

target audiences, that is, first, our own member<br />

firms and clients.<br />

An area where we have been especially active<br />

is in government relations. <strong>ACEC</strong> continues to<br />

make its positions known on various public policy<br />

issues, particularly on procurement processes.<br />

One issue, however, on which we have not had<br />

tangible positive results is in the reintroduction <strong>of</strong><br />

the funding <strong>of</strong> infrastructure projects in Canada’s<br />

aid programs. This will remain a challenge for<br />

<strong>ACEC</strong>.<br />

In closing, I want to express my sincere<br />

appreciation to our Chair, Mr. Réjean Breton,<br />

ing., to the members <strong>of</strong> the Board and to the<br />

Executive Directors <strong>of</strong> the Member Organizations<br />

whose collaborations has been remarkable.<br />

Special thanks go to Mr. John Gamble, P.Eng.,<br />

for his leadership <strong>of</strong> the <strong>ACEC</strong> Procurement Task<br />

Forces and to the my colleagues on the staff <strong>of</strong><br />

<strong>ACEC</strong> who serve the association with genuine<br />
