Roland Koch,
Minister President, Hessen
4
“For many years Hessen has maintained extensive relationships with the
United States of America on many levels. Hessen is the most important and
attractive economic partner of all German states for American companies.
Because of either its central location or its active pro-business policies,
today nearly half of American direct investments for Germany are made
in Hessen. A development that the Hessian State Government supports
with all its capabilities and resources, so that we can continue to expand
and intensify the excellent business relationship between Hessen and the
United States also in the future.“

“American investors looking for an excellent location in Germany cannot
bypass Hessen: about 700 American headquarters are located in Hessen;
over 18,000 American citizens live here – more than in any other region
of Germany. In addition to the excellent infrastructure for American
companies and the largest American community in Germany, the State
of Hessen also provides one more thing above all others: economic and
transportation connections to the European market that could not be better
developed or better networked. You, too, can benefi t from Hessen – your
gateway to Europe!“
Gateway to Europe
360° CONNECTIONS TO THE WHOLE WORLD
There is no way to bypass Hessen: the largest European airport, one of the most important
Internet nodes in Europe, the largest regional transportation system in Germany – Hessen
is one of the most important crossroads on the European continent for people, goods, and
information from all over the world. No other European region offers shorter routes and faster
connections than Hessen. For companies that means: every market, every customer, and
every supplier in Europe is right at your doorstep.

› The best transport links to all of Europe
› Less than three hours fl ying time from Frankfurt to all
major cities of Europe
› Eleven independent fi ber-optic networks in Frankfurt –
unique worldwide
Hessen Gets Everything and Everyone Moving
The State of Hessen has made optimal
use of its central location in
the middle of Germany, and has
built up a transportation infrastructure
that is unparalleled in Europe.
In particular the Rhine-Main area
occupies a top position in Europe as
an international crossroad for air,
road, and rail traffi c.
A host of superlatives starts with
Frankfurt Airport. It is one of the
most important international airports:
for freight turnover, it is
number two in Europe and number
seven in the world. With more than
50 million passengers per year,
the “FRA Airport“ ranks third
among European airports.
This is hardly surprising because
from here all major European cities
can be reached in less than three
hours fl ying time. Whoever or whatever
arrives by air has a seamless
connection to the rail and road
network. Frankfurt Airport is the
only major airport with a longdistance
railroad station providing
7

direct connections to the Intercity
Express (a high-speed rail system)
and the European Rapid Rail
Transport system.
Located in the immediate vicinity
of the airport is the crossroad for
all trans-European north-south
and east-west connections: the
Autobahn interchange Frankfurt –
Germany’s most traveled section
of the Autobahn. Just as impressive
are the statistics regarding Frankfurt’s
main railroad station. With
350,000 passengers per day, it is
one of the largest railroad stations
on the Continent.
8
From here, the Intercity Express
trains reach most of the economic
centers in Germany and Europe
within a few hours.
This optimal interface of the different
forms of transportation ensures
extremely fast distribution of commercial
goods throughout Europe.
To provide timely delivery of goods
within Germany or in Europe, many
new, high-performance logistics
centers offer their services. Cargo
City Süd at Frankfurt Airport, the
logistics companies in the vicinity
of the airport, the distribution
centers in eastern Hessen, and
the merchandise transport center
in Kassel demonstrate the uncontested
geographic advantage of
doing business in Hessen.
With its excellent communication
networks, Hessen also offers frictionless
data transfer of digital
information. Nearly all major
telecommunications service providers,
carriers, and data transmission
companies have sites
in Frankfurt. 85 percent of total
German and 28 percent of European
web traffi c is handled in Frankfurt
via the Internet node DE-CIX.
Furthermore – thanks to the possibility
to access 11 independent
fi ber-optic networks – Frankfurt
occupies a top position in the
international ranking of Hub Cities.

The second-largest airport and most
frequented railroad station in continental
Europe, the AIRail terminal for seamlessly
integrated air and rail connections, its
central location at the crossroads of the
most important Autobahn connections in
Germany: Hessen, the obvious choice, the
clear and convincing choice.
THE WORLD’S MEETING POINT
To visit Hessen, to settle here – is a bit like coming home.
Almost everyone who moves to Hessen discovers a thriving community of fellow countrymen, a
little piece of home. In addition to more than 18,000 American citizens, people from more than 195
countries feel at home in Hessen and make the state economically, socially, and culturally one of
the most multifaceted places for exchange and cooperation. Whether due to its economic signifi
cance or its excellent international infrastructure, whether due to the world’s largest commodity
futures exchange or the world-renowned trade fairs – for many countries and companies, Hessen
is an outstanding gateway to Germany and other countries of Europe.

Hessen – A Global Player for Centuries
Many of the people living in Hessen
today are themselves not original or
“dyed-in-the-wool Hessians“ and
therefore know exactly how it feels
to be the newcomer. The integration
of other nations in Hessen has been
a tradition for centuries. Over the
course of Hessen’s history, many
businesspeople have given the
Hessians a consciousness, or awareness,
of the wider world. Thus the
character of Hessen has long been
marked by welcoming others with
open arms, by helpfulness and tolerance.
Today, in the 21st century,
all indications are that Hessen will
be designated as “Germany’s most
international economic region.“
The best proof of the global business
connections of Hessen is the
fi nancial and trading center Frankfurt.
Here in Europe’s leading fi nancial
center, over 300 banks and over
50 countries are represented. From
here, the German Federal Bank and
the European Central Bank carry
out their global business. And the
German Stock Exchange makes
Frankfurt as signifi cant service city
one of the leading stock exchange
locations in the world.
As a trading center, Frankfurt occupies
a top position among the metropolitan
centers of Europe. With 53
trade fairs attracting up to 2.5 million
visitors per year, the Frankfurt
Messe is the Continent’s oldest and
largest trade fair location. The global
importance of the Frankfurt Messe
is demonstrated by renowned international
trade fairs, such as the IAA
(International Car Show), the Book
Fair, and the Consumer Goods Fairs
Tendence and Ambiente. Over twothirds
of the more than 40,000 exhibitors
travel here each year from
around the world.
Its many international connections
make Hessen an attractive location
for foreign investors in Germany.
About one-fi fth of all direct foreign
14

Infrastructure for American Companies
in Hessen: Networking for Business
American companies feel at home
in Hessen, in large part due to the
excellent infrastructure for doing
transatlantic business. The American
Chamber of Commerce in Germany,
which recently celebrated its
100th anniversary, is headquartered
in Frankfurt and provides a major
impulse for German-American business
relations.
The American government also
invests in Hessen: a recent example
is the new US Consulate complex in
Frankfurt-Eckenheim. In 2005, the
US Consulate moved into the newly
renovated $50 million building – the
former military hospital – that will
have enough space for up to 1,100
employees. The US Consulate in
the north of Frankfurt is the largest
American consular post and the
fi fth-largest diplomatic mission
in the world. Currently, the 900
Frankfurt-based staff members serve
a community of 250,000 American
citizens as well as 120 of the 260
American embassies and consulates
in Europe, Eurasia, Africa, and the
Middle East.
DID YOU KNOW …
› that in the 20th century, Frankfurt’s
increasing importance as
a center of trade and fi nance was
acknowledged by several US
Presidents who visited Frankfurt –
Harry S. Truman in 1945, John F.
Kennedy in 1963, and Jimmy Carter
in 1978? Kennedy’s visit is certainly
best remembered, thanks to the
jubilant welcome he received at
Frankfurt City Hall where he
addressed a huge crowd.
Otmar W. Debald, Managing Director Procter & Gamble Unternehmensbeteiligungs GmbH
Procter & Gamble (P & G) is one of the biggest brand manufacturers in the world. P & G has been operating at more
more than 20 sites in Germany since 1960, including three innovation centers with around 1,000 employees in
research and development. P & G has approx. 135,000 employees in nearly 80 countries worldwide, of whom about
17,000 are employed in Germany. Thus the German subsidiary, headquartered in Schwalbach in the Taunus area, is
the biggest subsidiary of P & G outside the United States.
„As a worldwide operating group, we have been closely connected with the business location Hessen for more
than 47 years. We have focused a large part of our operations for Germany in Hessen, with a total of eight sites
and approx. 6,900 employees. With our current investment of 27 million euros in the Eurologistics Center in Weiterstadt
near Darmstadt (south of Frankfurt), the company is now contributing to the strengthening of the site and the
region. After this expansion in Weiterstadt, a large part of our perfume brands and Wella products will be shipped
from here throughout the world.“

Strong Bonds
There are many connections at
many levels between Hessen and
America – cultural, political, and
military. Some of these links are
quite recent – such as the Frankfurt
MesseTurm skyscraper designed
by the German-American architect
Helmut Jahn. But it is also useful
to look at historic connections that
illustrate the strength and stability
of the relations between Hessen
and the US dating back over 200
years.
The fi rst wave of German emigration
to the US had its roots in the
Revolution of 1848, which culminated
in Germany’s fi rst democratic
assembly in Frankfurt’s St. Paul’s
Church. By 1854, more than 220,000
Germans had emigrated to the US,
mainly for political, economic and
religious reasons.
The US military in Hessen has, of
course, played an important role in
strengthening US-German relations.
During the peak of the Cold War,
there were over 200,000 troops
stationed in Germany and many
were in Hessen. The Army’s Fifth
Corps, which at various times was
commanded by Dwight D. Eisenhower
and Colin Powell, was headquartered
in Frankfurt. And the
Armed Forces Network Europe
The American military fi rst re-introduced jazz to
Frankfurt, but it was the locals who embraced
it. To those in the know, Frankfurt is now one
of the European capitals of jazz music. The
Frankfurt Jazzkeller is Germany’s oldest jazz
club, where legends such as Dizzy Gillespie and
Louis Armstrong once performed.
Harley-Davidson, the motorcycle manufacturer and legendary symbol of the
American Dream – one of the most prominent Wisconsin companies – runs
its central-European operations from Mörfelden-Walldorf, at the southern
outskirts of Frankfurt.

Hessen-Wisconsin Partnership:
Growing Together
The depth of the German-American
ties is perhaps best illustrated by
the partnership between the States
of Hessen and Wisconsin. First established
in 1976 out of the personal
commitment of the then Wisconsin
governor and his Hessen counterpart,
the relationship has become
one of the strongest pillars of German-American
relations.
It is no wonder that this partnership
has been so successful over the
years. Wisconsin has been strongly
infl uenced by German immigrants,
and their presence can still be felt
today throughout the state. Indeed,
the annual three-day German Fest
in Milwaukee is the largest celebration
of German culture in America.
Both states are committed to supporting
Wisconsin companies
seeking access to Europe and to
assisting German entrepreneurs
who consider to do business in
Wisconsin and the US Midwest. In
the biotechnology sector, Hessen
and Wisconsin are building a transatlantic
biogateway to connect
these two centers of life sciences
in Europe and the United States.
The food, chemical, and pharmaceutical
industries in both states
are increasingly dependent on innovative
small and medium-sized businesses.
For this reason, Wisconsin
and Hessen developed a joint technology
transfer program. Wisconsin
and Hessen also highlight their
alliance with joint exhibitions at
major bio-technology trade fairs
in America and Europe.
Through this dynamic sister-state
partnership, it is clear that both
Hessen and Wisconsin are taking
advantage of new international
opportunities, and growing together.
Another strong Hessen-Wisconsin
partnership focus is on the exchange
of US students and German students.
In line with the Hessen-
Wisconsin Internship Program, the
initiative “Hessen Networks“, for
instance, provides internships in
Hessen for students from Wisconsin.
more foreign students, among them
also US citizens, have taken up
their studies at Hessian universities
DID YOU KNOW …
› that the Hessen-Wisconsin
Partnership was established in
1976 and has become a strong
factor both in the German and
American university, or academic,
and business scenes? Moreover,
this partnership concept has been
the basis or model for the more
recent Hessen-Massachusetts
Partnership Program.
› that in 2005-2006, 23 students
from Massachusetts participated
in the International Summer
Universities Programs at Hessian
universities, and that 13 students
from Hessen decided to study in
the USA for a year?
Economic Structure
HESSEN – GERMANY’S PROFIT CENTER
Hessen is not only one of the economically strongest German states, but also one of the most
dynamic economic regions in Europe. In addition to the high-technology sectors with their high
sales and export volumes, the booming service sector is one of the prime movers in the rapid
structural change and sustained economic growth in Hessen. When top productivity, creativity,
and stability in Germany meet – they meet here in Hessen.

› Highest productivity among Germany’s
economic regions
› Stable economic growth rates
› Low unemployment rate
Basis for Economic Growth in Germany
For the past twenty years, Hessen
has generated one of the highest
per-capita gross domestic products
(GDP) among Germany’s largest
states in terms of territory.
Hessen thus distinguishes itself
from other states by providing
stable growth, high productivity
and low unemployment. Hessen
offers strength and stability, which
give the investors decisive security.
The secret of the economic success
of Hessen is above all the
speed with which this German
state is able to adapt to changing
global developments.
Nowhere in Germany is the structural
change from an industrial
society to a service society occurring
faster than in Hessen. The
dynamic nature of this process
is seen particularly clearly in the
interfaces of these two economic
sectors: here, innovation is resulting
in completely new sectors and
areas of activity.
That means: in Hessen, the market
for key technologies of the 21st
century is growing disproportionately
fast, shortening innovation
cycles.
DID YOU KNOW …
› that as part of the Soccer World
Cup 2006 celebrations, Frankfurt
showcased the magnifi cent “Skyline
mix of projected images and light
“Soccer Fever Cup“ for its most
both sides of the River Main, and
the city ranked fi rst
Soccer locations in 2006.
Sectors and Companies
HESSEN – RECOMMENDED BY SUCCESSFUL COMPANIES
It is not just the magnetic force of the fi nancial and transportation hub of Frankfurt that makes
Hessen so attractive. In Hessen companies benefi t above all from the immediate proximity to
everything that supports your company’s growth – including closeness to the newest research
and technology, closeness to potential customers, valuable product suppliers, and service
providers, as well as closeness to Eastern European markets. As to the number of creative
sectors, innovative companies, and thus valuable potential partners in cooperative enterprises,
no other region could offer more.

› Largest site of biotechnology
› Chemical and pharmaceutical
› World market leadership of many
Hessian companies
The Best of Hessen
The strongest motor of the Hessian
economy is the service sector.
About three-fourths of gross-added
value is generated by this sector –
more than in any other German state.
In the processing industry, Hessen,
with an export rate of 45 percent,
also plays a leading role in Germany.
Many of the exported products have
world-renowned brand names;
the attribute “Made in Hessen”
has always stood and still stands
for high quality, functionality, and
reliability. And that applies not only
to large companies, but also to
the small and midsized companies
which successfully serve the world
market from here.
Research and Development
NEW HORIZONS AHEAD
The high-tech regions of Europe are inconceivable without Hessen. Whether information or communications
technology, environmental technology or biotechnology, or materials technology –
thanks to the numerous institutions and employees in research and development, Hessen provides
potential investors with an effi cient network of ideas and know-how for knowledge transfer,
Where Ideas Come to Life
Throughout Hessen, “high-tech
clusters” have formed. In these
clusters, the know-how of scientifi c
institutions and research centers
fuses with the idea potential of
entrepreneurs and the willingness
of technology service providers to
landscape and the intimate
cooperation between business and
science are among Hessen’s particular
strengths. Students and teachers
from all around the world
are drawn to the local educational
18 universities, four Max-Planck-Institutes, 29 technology and entrepreneur centers,
and more than 100 scientifi c research institutes give Hessen an unparalleled wealth of
personnel, know-how, ideas and energy. Whether highly qualifi ed specialists or
researchers, young academicians, or promising talents, administrators, or support
staff, Hessen offers an abundance of expert personnel. No wonder that a new
company is formed in the state every ten minutes.

› Highly qualifi ed expert personnel available
Training the Best Talent
A company is as good as its employees
and, similarly, a state’s economic
strength is dependent on the education
system it fosters. Hessen’s
outstanding education and training
system not only helps in sustaining
economic growth in the region, it
also attracts foreign investors. The
“dual system” of education, a pragmatic
mix of vocational training and
academic learning, produces a
highly skilled labor force. Moreover,
training facilities to upgrade
professional skills ensure that a
company investing in Hessen
fi nds a labor force committed
to perfection and motivated for
“lifelong learning.”
Quality of Life
CONNECT AND ENJOY!
Hessen is much more than just a business location! It offers a high quality of life.
Communicative and interested local people, amazing cultural variety, idyllic nature, romantic
villages, traditional folk festivals, historical vineyards, healing spas and resorts, and many
Hessen. In other words: you come to Hessen to work; you stay in Hessen to live!

› Frankfurt – economic powerhouse
Quality of Life: Made in Hessen
Hessen is fascinating – in every
respect, everywhere, every time.
Living in Hessen is indeed synonymous
with “pure quality of life”,
and every city here has its own
special charm: Wiesbaden is
considered “fashionable”, a Mecca
and shopping magnet for those
with expensive tastes; Fulda has
a baroque fl avor, Marburg is a
historic city, and Kassel, Giessen,
and Wetzlar have an “artistic fl air”.
Limburg is called the “cathedral
city”, and Darmstadt is “the city of
Art Nouveau”.
Hanau is famous as the birthplace
of the Grimm Brothers, and Offenbach
is known for its leather fairs.
Rüsselsheim is the automobile city.
Hessen’s largest city, Frankfurt,
is a cultural melting pot. Mercer
Human Resource Consulting’s overall
quality of life survey for 2004
confi rms that Frankfurt does indeed
offer the “best quality of life”
among all major German cities.
Burg Ehrenfels: one of several picturesque
region a memorable experience.

City, Land, River … Enjoying It to the Full!
In Hessen, often the countryside
is just a short drive from cities. The
Taunus Mountains, for example,
are just a 15-minute trip from
downtown Frankfurt. Bad Homburg,
Bad Soden, Bad Schwalbach, and
Schlangenbad, the famous cities
in the Taunus region, are dotted by
numerous thermal baths and spas.
Near Wiesbaden the famous
Rhinegau region begins. While
Johannisberg Castle and Eberbach
Monastery are the two most prominent
sightseeing attractions there,
the Upper Middle Rhine Valley
showcases many vineyards and 40
medieval castles, well-connected
through excellent hiking paths with
spectacular views. No wonder that
UNESCO has declared the region a
world heritage site.
Indeed, 41 percent of Hessen is
forest, thus making it the greenest
region in Germany. It also has some
of the most beautiful mountain
ranges – such as the Odenwald,
Vogelsberg, Taunus, Spessart,
Rhön, and the Kellerwald National
Park. Thus for outdoor enthusiasts,
Hessen’s landscape offers an
intriguing mix of opportunities:
healthy leisure activities, athletic
challenges, and cultural discovery.
Culture in Hessen – Traditional and Modern
The fact that countless cities and
towns in Hessen can look back upon
centuries-old history, contributes
much to the region’s quaint charm.
Old timber houses in many cities,
for example, provide a picturesque
backdrop for the region’s many
traditional folk, culinary, and wine
festivals. There is no dearth of topclass
cultural locations in Hessen.
The cities of Darmstadt, Wiesbaden,
and Kassel have their own state
38
theaters. Frankfurt has an excellent
opera as well as a city
theater and a lot of private theaters.
Highly popular with the Englishspeaking
patrons is the English
Theater in a bank-owned high-rise
building in Frankfurt. Founded
in 1979 by the American actress
Judith Rosenbauer and a group
of actors, the English Theater can
pride itself in being the Continent’s
largest English-speaking theater, a
multifaceted entertainment jewel in
the banking district and close to the
museums.
Besides the local museums in various
cities, the splendid Museum Mile
along the river Main embankment
(Museumsufer) in Frankfurt deserves
special mention.

Add to that the various cultural heritage
sites dedicated to the memory
of Goethe and the Grimm Brothers,
the Rhinegau Music Festival, the
international Documenta exhibition
of contemporary, often quite controversial,
art in Kassel, and many more
events, it is easy to say that culture
has a “Zuhause”, a home, in Hessen.
A festive winter: lively Christmas markets
are usually located in picturesque parts of
Hessen’s cities. With their numerous food
and sweetmeat stalls, hot spiced wine, or
”Glühwein“, booths and colorful handicraft
shops, they are great places to warm up on a
cold winter evening.
Among the many attractive shopping
centers in Hessen, one stands out in
particular: Goethestrasse in Frankfurt,
with its many chic boutiques presenting
the fi nest and best designer brands in the
world, is one of the top addresses in the
country.

Hessen – A Gourmet‘s Paradise
Hessen offers numerous treats for
the palate, too. Fine international
restaurants and rustic inns boasting
high-quality fresh German food,
quaint biergartens offering locally
made beverages and trendy cafés
serving pan-European fare, as well
as numerous wine and food
festivals – all account for a veritable
gourmet culture. Whether it
is international or German cuisine,
a top-class dining experience is
not a rarity in Hessen. Naturally
Frankfurt houses some of the top
locations in gastronomy, but the
regions of the Odenwald, Rhinegau,
and Rhön also boast regional
specialties and chefs honored
with the prestigious Michelin stars.
The majestic Rhinegau vineyards
not only produce the world-famous
Riesling wines which fetch top
prices at auctions but have also
honed the skills of Hessen Bergstrasse
vintners. Many of them
have earned positive acclaim in
various wine tomes. The annual
Rhinegau Gourmet Festival with
its gala dinners, exclusive chef
demonstrations, and numerous
wine-tasting opportunities is the
best way to enjoy Hessen’s wine.
And for beer fans it is indeed worth
mentioning that Hessen is home to
many fi ne traditional breweries.
Established in 1999, the basketball team ”Deutsche Bank Skyliners“ has brought a good
From 1959 onward, when the
Fans of spectator sports and the
