4.5.2 In the absence <strong>of</strong> a nursing head, another nurse registered with the<br />

Hong Kong <strong>Nursing</strong> Council is authorised to act for him/her.<br />

4.5.3 Nurses who have received relevant training are preferred to be the<br />

nurse-in-charge in the following specialties – intensive care units,<br />

cardiac catheterisation centres, operation theatres, emergency<br />

services, maternity <strong>and</strong> neonatal services <strong>and</strong> haemodialysis<br />

units.<br />

4.5.4 There is a contingency plan for ensuring adequate nursing staff at<br />

all times.<br />

4.6 Health Care Assistants/Personal Care Workers/Clinic Assistants/<br />

Ward Assistants<br />

4.6.1 All health care assistants/personal care workers/clinic<br />

assistants/ward assistants have undergone training <strong>and</strong> being<br />

assessed to be competent.<br />

4.6.2 They work under the supervision <strong>of</strong> nursing or other health<br />

pr<strong>of</strong>essional staff.<br />

4.6.3 Policies <strong>and</strong> procedures that are relevant to their areas <strong>of</strong> work are<br />

presented in a form that they can underst<strong>and</strong>.<br />

4.7 Agency Staff<br />

4.7.1 All agency staff should have an appropriate induction <strong>and</strong> are<br />

made aware <strong>of</strong> current policies <strong>and</strong> procedures <strong>of</strong> the<br />

establishment.<br />

4.7.2 The establishment should vet the qualification <strong>of</strong> agency staff in<br />

the case <strong>of</strong> pr<strong>of</strong>essional staff. The performance <strong>of</strong> the agency<br />

staff should be monitored.<br />

4.7.3 The staff <strong>of</strong> the establishment should not influence the patients to<br />

employ agency staff.<br />

4.7.4 Where a patient wishes to employ agency staff, there is written<br />

information made available to the patient on the qualifications<br />

<strong>and</strong> charges <strong>of</strong> different types <strong>of</strong> agency staff.<br />
