Chapter 5 Quality Management <strong>of</strong> Services<br />

5.1 Overview<br />

It is <strong>of</strong> paramount importance that services provided in the<br />

establishment are <strong>of</strong> quality <strong>and</strong> appropriate to the needs <strong>of</strong> patients.<br />

Patients should receive timely assessment <strong>of</strong> their health problems <strong>and</strong><br />

appropriate treatment <strong>and</strong> care. Quality assurance is an objective <strong>and</strong><br />

systematic monitoring <strong>and</strong> evaluation <strong>of</strong> the health services provided. It<br />

provides the establishment a basis for improvement <strong>of</strong> its service.<br />

5.2 Quality Management<br />

5.2.1 The management adopts an attitude <strong>and</strong> an orientation that<br />

permeates the establishment to strive for excellence <strong>and</strong><br />

continuous improvement to meet the expectations <strong>of</strong> the internal<br />

<strong>and</strong> external customers. Staff accept responsibility for the quality<br />

<strong>of</strong> their work, <strong>and</strong> achieve genuine commitment <strong>and</strong> active<br />

involvement from the management.<br />

5.2.2 The management must plan to improve its performance in a<br />

systematic, coordinated <strong>and</strong> continuous manner. The approach to<br />

improving performance should be described by the management<br />

in order to tie in with the vision, mission, finance, day-to-day<br />

operations <strong>and</strong> culture <strong>of</strong> the establishment.<br />

5.2.3 Managing for quality is performed by the use <strong>of</strong> the concepts <strong>of</strong><br />

quality planning, quality control <strong>and</strong> quality improvement.<br />

5.2.4 Each clinical service has continuous quality improvement<br />

activities that are part <strong>of</strong> the overall hospital-wide plan.<br />

5.3 Quality Committee<br />

5.3.1 A Quality Committee comprising members from multidisciplinary<br />

services is set up to prescribe st<strong>and</strong>ards <strong>of</strong> care <strong>and</strong> service. The<br />

Chairman or members <strong>of</strong> the committee have received training in<br />

conducting quality assurance activities.<br />
