Notice is hereby given that Rio Blanco County (hereafter referred to as the "Sponsor" or
"Owner"), will receive sealed bids for Meeker Airport NAVAIDS Relocation Project,
A.I.P. No. 03-08-0041-06/08, State Project No. 09-EEO-01, at the Meeker Airport.
The project involves the approximate quantities of the following work items:
Relocate Existing ASOS
Segmented Circle and Lighted Wind Cone
730 Lineal Feet of 8' Electric Wildlife Fence
1150 Linear Feet of Access Road
Relocate Taxiway Guidance Sign
The bids must be prepared on forms supplied by the Owner and filed with the Rio Blanco
County Commissioners, BY MAIL at P.O. Box i, ATTN: Teresa Anderson, Meeker,
CO 81641, with the envelope clearly marked with the name of the bid, and received no
later than 4:00p.m. on July 9, 2009 OR HAND DELIVERED to the Rio Blanco County Administration
Building, 317 E. Market Street, Meeker, Colorado 81641 with the envelope
clearly marked with the name of the bid no later than 11:00 a.m. July 13, 2009. Hand
delivered bids will be accepted ONLY on the date of the bid opening. The bids will be
publicly opened and read aloud at the Board of County Commissioners meeting, in the
presence of the bidders and their representatives on July 13, 2009 at 11:15 a.m.
The Bidder (proposer) must supply all the information required by the bid or proposal
forms and specifications.
No bids will be received after the specified hour and date. Bids that are not prepared
and filed in accordance with proposal requirements and conditions of the specifications
may be rejected.
All bids must be accompanied either by a certified check, payable to Rio Blanco County
in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and
executed by an approved surety company. The check or bond will be retained by the
Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance
bond in accord with his bid within fifteen (15) days after date of notification of award.
Minimum wage rates as established by the Secretary of Labor are applicable to the
work performed on this project.
The proposed construction contract, together with detailed drawings and specifications
for the construction of the work are available for inspection at the office of the airport
manager by contacting Samantha Lopez at (970) 878-4349. The same may be obtained
from the office of the Engineer, GDA Engineers, 1508 Stampede Avenue, P. O. Box 338,
Cody, Wyoming 82414, (307) 587-3411, for a non-refundable reproduction charge of
$100.00. Interested parties may register and view the plans and specifications at
www.gdaengineers.com. Online contract documents are for use by subcontractors and
suppliers in preparing quotations to prime bidders. All prime bidders must purchase a
hard copy of the Project Manual and the Plan Set.
Bids may not be withdrawn after the time fixed for opening them. The Owner reserves
the right to waive irregularities in the bids and reject any and all bids.
The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, as amended,
to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction
Contract Specifications including the goals and timetables for minority and female participation.
A Certification of Nonsegregated Facilities must be submitted prior to the award of the
proposed contract, including any subcontracts in excess of $10,000.00.
All bidders are advised to examine the site to become familiar with all site conditions.
The project will be shown to interested Bidders at 2:00 p.m., June 22, 2009 local time, at the airport
in Meeker.

BRIDGE MAINTENANCE PROJECT NO. 2009-BR-M001
PROJECT NAME, LOCATION AND GENERAL SCOPE OF WORK
RIO BLANCO COUNTY BRIDGE MAINTENANCE PROJECT NO. 2009-BR-M001. Work includes
rip rap, guardrail repair, lead paint abatement and bridge painting. A detailed
schedule of work is included in contract documents.
CONTRACT DOCUMENTS
Contract Documents shall be available at the Rio Blanco County Road and Bridge Dept.
in Meeker on June 25, 2009.
VENDOR QUALIFICATIONS
Vendors must be listed on the most current CDOT Pre-qualified Contractor Listing.

81641. All vendors must examine the site and become familiar with all site conditions.
Any questions regarding this project are to be directed in writing to Ron Leeper
before Friday, July 10, 2009 at 4:00 P.M. at the above address or fax number.
WORK SCHEDULE
It is intended that the project shall start approx. August 2 and be completed by October
17, 2009.
MANDATORY PRE-BID MEETING
Vendors must attend the mandatory pre-bid meeting:
Wednesday, July 8, 2009 at 10:00 A.M. at the Rio Blanco County Road & Bridge Dept.,
570 Second Street, Meeker.
BID SUBMITTALS
Vendor shall include all information required by the contract documents. Bids shall
have Vendor's name and address and "BRIDGE MAINT PROJECT NO. 2009-BR-M001"
written on the sealed envelope. Each bid must be accompanied by a Certified Check or
Cashier’s Check in the amount of not less than five percent (5%) of the total bid,
made payable to Rio Blanco County, Colorado, or by a Bid Bond in like amount executed
by a Surety Company.
Mail or hand-deliver to the Rio Blanco County Board of County Commissioners, P.O.
Box i, 317 E. Market,Meeker, CO 81641 before Thursday, July 16, 2009 at 4:00 P.M.,
OR,
Hand-deliver to the Rio Blanco County Board of County Commissioners, 17497 Highway
64, Rangely, CO 81648 until 11:00 A.M. on the date of bid opening, Monday, July 20,
2009.
No bids shall be received Friday through Sunday, July 17th through July 19th.
BID OPENING
Bids shall be opened and read in public at 11:15 A.M. on Monday, July 20, 2009 at the
Commissioners' Meeting Room at 17497 Highway 64, Rangely, CO 81648. Bids submitted
after 11:00 A.M.shall be returned unopened. Bids submitted and opened shall
not be withdrawn for 30 days thereafter.
BID AWARD
The Rio Blanco County Board of County Commissioners reserve the right to reject any
or all bids; to waive any informalities in bids; and to accept the bid that, in the opinion
of the Board, is in the best interest of the County of Rio Blanco, State of Colorado. The
County also reserves the right to negotiate changes in product specifications with successful
vendor. Discrepancies between words and figures will be resolved in favor of
words. Discrepancies between indicated sum of any column of figures and the correct
sum thereof will be resolved in favor of the correct sum. Discrepancies between the
unit price and the unit price extension will be resolved in favor of the unit price times
the unit to obtain the proper unit price extension. If the contract is to be awarded, Owner
will give the Successful Vendor a Notice of Award within thirty days after the day
of the Bid opening.
