CO 81641, with the envelope clearly marked with the name of the bid, and received no<br />
later than 4:00p.m. on July 9, 2009 OR HAND DELIVERED to the Rio Blanco County Administration<br />
Building, 317 E. Market Street, Meeker, Colorado 81641 with the envelope<br />
clearly marked with the name of the bid no later than 11:00 a.m. July 13, 2009. Hand<br />
delivered bids will be accepted ONLY on the date of the bid opening. The bids will be<br />
publicly opened and read aloud at the Board of County Commissioners meeting, in the<br />
presence of the bidders and their representatives on July 13, 2009 at 11:15 a.m.<br />
The Bidder (proposer) must supply all the information required by the bid or proposal<br />
forms and specifications.<br />
No bids will be received after the specified hour and date. Bids that are not prepared<br />
and filed in accordance with proposal requirements and conditions of the specifications<br />
may be rejected.<br />
All bids must be accompanied either by a certified check, payable to Rio Blanco County<br />
in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and<br />
executed by an approved surety company. The check or bond will be retained by the<br />
Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance<br />
bond in accord with his bid within fifteen (15) days after date of notification of award.<br />
Minimum wage rates as established by the Secretary of Labor are applicable to the<br />
work performed on this project.<br />
The proposed construction contract, together with detailed drawings and specifications<br />
for the construction of the work are available for inspection at the office of the airport<br />
manager by contacting Samantha Lopez at (970) 878-4349. The same may be obtained<br />
from the office of the Engineer, GDA Engineers, 1508 Stampede Avenue, P. O. Box 338,<br />
Cody, Wyoming 82414, (307) 587-3411, for a non-refundable reproduction charge of<br />
$100.00. Interested parties may register and view the plans and specifications at<br />
www.gdaengineers.com. Online contract documents are for use by subcontractors and<br />
suppliers in preparing quotations to prime bidders. All prime bidders must purchase a<br />
hard copy of the Project Manual and the Plan Set.<br />
Bids may not be withdrawn after the time fixed for opening them. The Owner reserves<br />
the right to waive irregularities in the bids and reject any and all bids.<br />
The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, as amended,<br />
to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction<br />
Contract Specifications including the goals and timetables for minority and female participation.<br />
A Certification of Nonsegregated Facilities must be submitted prior to the award of the<br />
proposed contract, including any subcontracts in excess of $10,000.00.<br />

PROJECT NAME, LOCATION AND GENERAL SCOPE OF WORK<br />
RIO BLANCO COUNTY BRIDGE MAINTENANCE PROJECT NO. 2009-BR-M001. Work includes<br />
rip rap, guardrail repair, lead paint abatement and bridge painting. A detailed<br />
schedule of work is included in contract documents.<br />
CONTRACT DOCUMENTS<br />
Contract Documents shall be available at the Rio Blanco County Road and Bridge Dept.<br />
in Meeker on June 25, 2009.<br />
VENDOR QUALIFICATIONS<br />

WORK SCHEDULE<br />
It is intended that the project shall start approx. August 2 and be completed by October<br />
17, 2009.<br />
MANDATORY PRE-BID MEETING<br />
Vendors must attend the mandatory pre-bid meeting:<br />

570 Second Street, Meeker.<br />
BID SUBMITTALS<br />
Vendor shall include all information required by the contract documents. Bids shall<br />
have Vendor's name and address and "BRIDGE MAINT PROJECT NO. 2009-BR-M001"<br />
written on the sealed envelope. Each bid must be accompanied by a Certified Check or<br />
Cashier’s Check in the amount of not less than five percent (5%) of the total bid,<br />
made payable to Rio Blanco County, Colorado, or by a Bid Bond in like amount executed<br />
by a Surety Company.<br />
Mail or hand-deliver to the Rio Blanco County Board of County Commissioners, P.O.<br />
Box i, 317 E. Market,Meeker, CO 81641 before Thursday, July 16, 2009 at 4:00 P.M.,<br />
OR,<br />
Hand-deliver to the Rio Blanco County Board of County Commissioners, 17497 Highway<br />
64, Rangely, CO 81648 until 11:00 A.M. on the date of bid opening, Monday, July 20,<br />
2009.<br />
No bids shall be received Friday through Sunday, July 17th through July 19th.<br />
BID OPENING<br />
Bids shall be opened and read in public at 11:15 A.M. on Monday, July 20, 2009 at the<br />
Commissioners' Meeting Room at 17497 Highway 64, Rangely, CO 81648. Bids submitted<br />
after 11:00 A.M.shall be returned unopened. Bids submitted and opened shall<br />
not be withdrawn for 30 days thereafter.<br />
BID AWARD<br />
The Rio Blanco County Board of County Commissioners reserve the right to reject any<br />
or all bids; to waive any informalities in bids; and to accept the bid that, in the opinion<br />
of the Board, is in the best interest of the County of Rio Blanco, State of Colorado. The<br />
County also reserves the right to negotiate changes in product specifications with successful<br />
vendor. Discrepancies between words and figures will be resolved in favor of<br />
words. Discrepancies between indicated sum of any column of figures and the correct<br />
sum thereof will be resolved in favor of the correct sum. Discrepancies between the<br />
unit price and the unit price extension will be resolved in favor of the unit price times<br />
the unit to obtain the proper unit price extension. If the contract is to be awarded, Owner<br />
will give the Successful Vendor a Notice of Award within thirty days after the day<br />
of the Bid opening.<br />
