The lights went out in parts of Meeker on<br />

Saturday afternoon when two high-voltage<br />

power poles were pulled down on First<br />

Street, next to Stage Stop, turning the<br />

power off in the downtown district as well<br />

as at other businesses and residential<br />

neighborhoods in the area. White River<br />

Electric Association workers labored<br />

through the day and into the evening to<br />

restore power and install new utility poles.<br />

MEEKER I Saturday’s outage,<br />

which resulted in a loss of power for<br />

half of the town of Meeker — and lost<br />

revenue for local businesses — took<br />

crews hours to restore service.<br />

And it was all so unnecessary, said<br />

Dick Welle general manager of White<br />

River Electric Association.<br />

“Our role is not to condemn people<br />

for this kind of activity ... but this<br />

was a very close call, and it put a lot of<br />

people at unnecessary risk, and thousands<br />

of dollars of expense that didn’t<br />

need to happen,” Welle said.<br />

No one was injured, though Welle<br />

said the incident had the potential for<br />

disastrous results.<br />

“No injuries is the success of the<br />

day, but the potential (risk) to the public<br />

was enormous,” Welle said. “It had<br />

extreme potential for danger to everyone<br />

involved, plus the general public.”<br />

The outage occurred when a tall<br />

load being hauled by Gus Anderson<br />

intersected with overhead power lines<br />

on School Street, east of Stage Stop<br />

Meat Market, pulling down two utility<br />

poles one block over, on First Street.<br />

“They were hauling the framework<br />

of a shed,” Welle said. “It broke<br />

both poles off at the ground. If Jason<br />

Steiner (owner of Stage Stop who was<br />

mowing in front of his business) had<br />

RBC I After questioning who actually has<br />

ownership of the existing Ute Road, the Meeker<br />

School District — with the town of Meeker as a<br />

co-applicant — is seeking a revised $925,000<br />

energy impact grant from the Colorado<br />

Department of Local Affairs to build a new road<br />

leading to the site of the new elementary school.<br />

The total cost of the road project is<br />

$1,575,617, with the bulk of that coming —<br />

officials hope — from the DOLA grant, but<br />

includes monies from the town ($100,000), a<br />

County Capital Improvement Trust Fund<br />

request ($150,617), and the school district is<br />

chipping in $400,000 for a box culvert.<br />

Officials had initially figured it would take<br />

$797,361 to enhance and extend the existing<br />

Ute Road, which runs by the Meeker Recreation<br />

Center, and install a new box culvert, but a traffic<br />

study showed there could be problems with<br />

“What we found out from the traffic engineer<br />

is the road won’t work very well, because<br />

of there being three intersections right there<br />

close together, which will be a problem,” said<br />

Sharon Day, town administrator, during a work<br />

session June 15 with county commissioners.<br />

The new road will include two 12-foot-wide<br />

driving lanes and an 8-foot-wide eastbound<br />

Macy Collins attends livestock expo<br />

MEEKER I Macy Collins attended the Northwest Colorado<br />

Livestock Exposition on June 17-18 in Eagle.<br />

The expo began in 1969 with the purpose of helping 4-H livestock<br />

members develop grooming and showmanship skills in the<br />

show ring. The 4-H members spent the first day in workshops with<br />

resource specialists from the livestock industry learning about nutrition,<br />

grooming and showing. Members also had to take a written test<br />

and have an interview about their project. The second day, the members<br />

showed their animals in market and showmanship classes.<br />

Each member is only allowed to bring one animal. Macy showed<br />

her ewe lamb, “Marlene,” and placed fourth in showmanship and<br />

third in her market class. She received the overall junior sheep test<br />

award and also the overall junior sheep interview award. She met<br />

some new friends, learned a lot about her project and brought home<br />

some great prizes.<br />

Barb is the administrative operations manager for First National<br />

Bank of the Rockies in Rangely.<br />

The Widners have two children. Their daughter Devon<br />

his son Hayden live in Auburn, Ind.<br />

In their spare time, they enjoy visiting family and friends.<br />

MEEKER I Pioneers<br />

Medical Center is stepping up its<br />

recruiting efforts to fill two positions<br />

on the medical staff.<br />

The positions were formerly<br />

held by Drs. Victor Mihal and<br />

Branch Bullard.<br />

“Dr. Branch Bullard has left<br />

the Meeker Family Health<br />

Center,” said Bob Omer, Pioneers<br />

Medical Center chief executive<br />

officer, in a statement released<br />

Tuesday, “and we now are<br />

expanding our recruitment<br />

efforts.”<br />

Asked about the reason for<br />

Bullard leaving, Omer said, “It<br />

was a business decision that was<br />

made by the board of directors.<br />

That’s really all there is to say,<br />

given all the circumstances, and I<br />

say that in all due respect to Dr.<br />

Bullard.”<br />

Bullard was notified last<br />

Thursday his contract was terminated.<br />

Mihal left the hospital in<br />

2008.<br />

“This was a total shock and<br />

surprise to me,” Bullard said.<br />

MEEKER I The results of a traffic<br />

study for Ute Road estimate the<br />

cost to prepare for traffic generated by<br />

the new elementary school at more<br />

than $1 million.<br />

“DOLA (Department of Local<br />

Affairs) has agreed to increase our<br />

grant request to $925,000. But that<br />

requires match money. If the town<br />

contribues $100,000, we’ve asked the<br />

county to put in CCITF funds of<br />

$150,000 contingent on other entities<br />

(school, town) not asking for CCITF<br />

funds,” Town Administrator Sharon<br />

Day told the Board of Trustees.<br />

The $100,000 in match money for<br />

the grant proposal will come from dollars<br />

appropriated toward the installation<br />

of curb and gutter on Market<br />

Street this year.<br />

“We can’t begin that project without<br />

a number of studies from CDOT,<br />

which they haven’t even outlined yet,”<br />

Day explained.<br />

Meeker Mayor Mandi Etheridge<br />

said she’s “pleased” the town<br />

approved the traffic study.<br />

“The better product we have from<br />

the get-go, the less maintenance we<br />

have to put in. This is going to be a<br />

community road accessing three very<br />

important community entities,”<br />

Etheridge said.<br />

The current proposal includes the<br />

construction of a “roundabout,” Day<br />

said. Roundabouts are being used in<br />

road construction because they keep<br />

traffic flowing, are considered a traffic<br />

“calmer” and are cheaper to install<br />

than turn lanes and traffic signals.<br />

Representatives from Meeker’s<br />

Chamber of Commerce approached<br />

the board with a request to the town<br />

for an additional $2,500 to cover the<br />

“seed money” toward $4,800 worth of<br />

semi-permanent aggregate flower pots<br />

to replace the half-barrel pots which<br />

have fallen apart. The chamber has<br />

raised $2,300 from local businesses<br />

for the project.<br />

The board agreed to donate the<br />

cost of one pot, at $300, which<br />

includes the price for flowers and a<br />

year’s worth of maintenance, but<br />

denied the request for the additional<br />

$2,200.<br />

“I would rather see this primarily<br />

funded by donations. That’s a substantial<br />

chunk from our line-item budget<br />

for the community,” Mayor Etheridge<br />

said.<br />

The pots will be placed on private<br />

property and maintained by one individual.<br />

The chamber is still accepting<br />

donations toward the project.<br />

In other business, the board<br />

approved the planning commission’s<br />

special review request to use the old<br />

library space in the Fairfield Center<br />

for administration offices. The county<br />

commissioners, building and zoning<br />

departments, and office of veterans<br />

affairs, among others, will be relocated<br />

to the former library after substan-<br />

not been looking ... when he started to<br />

see (the poles) fall, he ran the opposite<br />

way, or he could have been contacted<br />

by the overhead coming down.”<br />

Mike Sullivan, who was following<br />

Anderson, had a utility wire fall across<br />

his vehicle.<br />

“Gus was driving the truck, and<br />

Mike was following behind him in a<br />

pickup or a car,” Welle said. “The fire<br />

department made (Sullivan) stay in his<br />

vehicle. That’s what we train to do.<br />

Until we get there and we clear that<br />

wire, we don’t know if the car is energized<br />

or not. If they step out onto the<br />

ground, they can get electrocuted, if<br />

the car is energized.”<br />

The outage occurred around 11<br />

a.m.<br />

“I was in Grand Junction when I<br />

got the call, and I raced home,” Welle<br />

said. “It was 11 p.m. before we got the<br />

site to where we could leave it. If you<br />

take man hours, we’re going to have<br />

about 200 man hours in the reconstruction<br />

of that thing.”<br />

Power was off in parts of Meeker<br />

while crews worked to restore service.<br />

“About half the town was out for<br />

approximately two hours,” Welle said.<br />

“What we had to do was switch and<br />

isolate the faulted region, and then get<br />

customers back on from different<br />

sources. Within about two hours, we<br />

had service restored to most all of the<br />

affected parties.”<br />

Steiner said Saturday’s outage —<br />

the day before Father’s Day —<br />

occurred at an inopportune time.<br />

“We had a lost day’s sales and lost<br />

product,” Steiner said. “There’s never<br />

a good day, but this damn sure wasn’t<br />

a good day.”<br />

In the aftermath of the accident,<br />

there were two important lessons to be<br />

learned, Welle said.<br />

“The whole point is, this is a public<br />

safety issue,” Welle said. “That’s<br />

the strongest point I want to make.”<br />

The other point Welle stressed was<br />

notification.<br />

“Anything over 15 feet (tall),<br />

wherever you’re moving it, call White<br />

River,” Welle said. “The county and<br />

the state both have permit processes,<br />

and those processes work and notify<br />

all related parties. We didn’t know (the<br />

load) was coming through, and neither<br />

did the town, and neither did the county.<br />

I’m not a big regulatory guy to say<br />

we need another permit process. But if<br />

that permit saves one accident, it’s<br />

worth it all.<br />

“And don’t go out and measure<br />

overhead facilities on your own.<br />

Again, call White River. That’s a service<br />

we provide. Just make that phone<br />

call. It’s what we do. I’d much rather<br />

help you out on the front end, than<br />

work like this on the other end.<br />

“It was rumored that these individuals<br />

actually did some of their own<br />

measuring. The public should never<br />

stick anything up in the air and try to<br />

figure out if what they want to haul<br />

will fit underneath (power lines),”<br />

Welle continued. “If they had touched<br />

an energized power conductor ... the<br />

risk of electrocution is enormous. It all<br />

goes back to public safety. That one<br />

phone call would have averted all of<br />

this.”<br />

Traffic on Highway 13, which<br />

runs in front of Stage Stop, was diverted<br />

while workers secured the scene,<br />

which resulted in further problems.<br />

“What happened was, due to the<br />

traffic jam, a truck tried to turn around<br />

and go back down Market Street,<br />

when it contacted a pole and knocked<br />

it into the chamber (of commerce)<br />

sign,” Welle said, adding he also heard<br />

there was damage to an access gate in<br />

the parking lot of the Bureau of Land<br />

Management/U.S. Forest Service<br />

building, across the road from Stage<br />

Stop, where traffic was rerouted.<br />

The situation could have further<br />

deteriorated if Anderson had not been<br />

prevented from attempting to make a<br />

second pass with the load.<br />

“Gus actually tried to come back<br />

through a second time,” Welle said.<br />

“He went back and put (the shed) on a<br />

different trailer and on a tractor. We<br />

stopped him in the middle of the highway<br />

from going over our already<br />

leaned-over lines, because he was<br />

going to hit it again. He came down<br />

the same path ... right in front of us,<br />

while we were working. It was cleared<br />

on School Street, but when he turned<br />

on to the highway this pole was laid<br />

over. We yelled at him and stopped<br />

him. We backed him up and made him<br />

go through the path he had already<br />

cleared and parked that shed.”<br />

Meeker Police Department is<br />

investigating the incident.<br />

“I don’t know, potentially, what<br />

citations will be issued,” Welle said.<br />

“Obviously, White River will submit<br />

our costs to whomever. Generally,<br />

insurance companies will be the ones<br />

... that settle. We have thousands upon<br />

thousands of dollars in this one. We<br />

basically assess our costs, without<br />

regards to loss of revenue. But the loss<br />

of revenue to White River during<br />

these outages is substantial, and a loss<br />

of services to our customers. We’re in<br />

the business of selling electricity.<br />

When something like this happens, the<br />

meter doesn’t run.<br />

“Irrespective of poles, transformers,<br />

wires, all that can be replaced,”<br />

Welle said. “Our focus is, sooner or<br />

later, a human life is going to be lost in<br />

this kind of scenario. And it was only<br />

by God’s grace somebody wasn’t.”<br />

Highland Cemetery<br />

is in good hands<br />

Dear Editor,<br />

A long overdue thank you goes to<br />

Art Cox, Sonny Etherton and Sherry<br />

Purkey for all their hard work keeping<br />

our Highland Cemetery so wellgroomed.<br />

It certainly shows all the pride<br />

they take in their jobs and gives us a<br />

beautiful place for us to pay respect<br />

to our loved ones that are there. We<br />

are fortunate to see it every day and<br />

know that they start working very<br />

early and are busy all day.<br />

Unfortunately, there are those that<br />

ignore the well-marked signs “No<br />

Dogs Allowed” that walk their dogs<br />

after the hard-working crew leaves,<br />

thinking that the requests from the<br />

cemetery district do not apply to<br />

them. There are several of us that<br />

keep an eye on this beautiful property<br />

and are very disappointed that respect<br />

is not shown to the cemetery district,<br />

much less to the dedication and hard<br />

work that Art, Sherry and Sonny have<br />

shown in keeping the grounds clean<br />

and manicured. Most are responsible<br />

dog owners, but to those few that<br />

take their dogs for a walk in the<br />

cemetery maybe they will think about<br />

finding a place on their own property,<br />

or if they walk along the streets that<br />

they will take the proper supplies to<br />

clean up after their pet.<br />

crew that do such an incredible job.<br />

Dear Editor,<br />

In the early morning hours of<br />

June 7 my husband Shayne and my<br />

son Bo left Rangely to go to Rifle to<br />

pick up newspapers. This is a job my<br />

husband has done for over nine years.<br />

This morning would be the start<br />

of a big nightmare. About 12:45 a.m.<br />

my husband swerved to miss an elk<br />

and ended up wrecking our car. Bo<br />

was hurt, but not bad. Unfortunately,<br />

Shayne had some severe injuries. Bo<br />

was able to get out of the car and get<br />

Shayne’s cell phone. Bo then called<br />

for help. Bo kept his head and is our<br />

first hero in a list of heroes. Bo, you<br />

did a great job and we are extremely<br />

proud of you. We want to send huge<br />

thank you to Mike Zadra, Mike<br />

Cushman, Andy Lucero, Andy<br />

Shaffer and everyone else on the<br />

Rangely rescue crew, including all<br />

the ambulance personnel, city and<br />

county police, and CSP Trooper<br />

Patterson. Your quick and efficient<br />

work kept Shayne and Bo safe and<br />

comfortable. The doctors and nurses<br />

at Rangely District Hospital are next<br />

on the list. You all are great and<br />

work well as a team. You worked<br />

quickly, got Bo checked out and<br />

released and got Shayne ready to be<br />

flown to Denver. Two more flight<br />

doctors and a pilot deserve big thankyous<br />

also. A special thank you goes<br />

out to Josh Allred for everything you<br />

did for Shayne in the E.R. You made<br />

him laugh and you made the situation<br />

bearable. Once Shayne made it to<br />

Denver Health Hospital we met even<br />

more great people. The surgeons put<br />

Shayne’s leg back together and the<br />

Meeker board OKs<br />

$6 million budget<br />

MEEKER I Facing a revenue<br />

shortfall of more than $400,000, the<br />

Meeker School Board approved a<br />

budget of more than $6 million last<br />

week.<br />

“In looking at what we projected<br />

and where we are, we are going to be<br />

short of what our projection was,” said<br />

outgoing Superintendent Dan Evig,<br />

who is retiring. The June 16 board<br />

meeting was his last.<br />

The primary reason for the shortfall<br />

is revenue is down from the state.<br />

The district faces a $438,000 deficit.<br />

The administration will present a recommendation<br />

to the board to resolve<br />

the revenue issue.<br />

Evig discussed options available<br />

to the administrative team. One option<br />

is to eliminate teaching or staff positions.<br />

Another option is to pull funds<br />

from the capital reserve.<br />

Speaking of the administrative<br />

team, Evig said, “I trust their judgment.”<br />

The revenue issue should change<br />

significantly once the district receives<br />

the Mineral Lease and PILT (Payment<br />

in Lieu of Taxes) funding. The preliminary<br />

budget is a work in progress,<br />

until the official deadline in October.<br />

In other business, the board<br />

approved a new reduced rate for summer<br />

transportation. A school-sponsored<br />

group can travel in a small vehicle<br />

at $1 per mile, and in a bus at $1.50<br />

per mile, plus driver costs. The<br />

reduced rate may be used up to a total<br />

of 700 miles. Anything above this<br />

ceiling will be at a higher rate.<br />

An addendum to a Colorado<br />

Department of Local Affairs grant was<br />

submitted to assist with funding of a<br />

new road to replace the existing Ute<br />

Road. The original proposal, which<br />

was endorsed by the town of Meeker,<br />

Rio Blanco County and the Eastern<br />

Rio Blanco Metropolitan Recreation<br />

and Park District was intended to<br />

improve the existing Ute Road. After<br />

an extensive traffic study was completed<br />

by the town of Meeker, it was<br />

determined a new road be constructed,<br />

almost doubling the original cost projection.<br />

Other business items included the<br />

approval of a journalism course that<br />

will be offered as an English elective<br />

to all four grades at the high school.<br />

English teacher Kathleen Sullivan<br />

Kelley presented a “highly disciplined<br />

program” that will split the responsibility<br />

of a newspaper among the students.<br />

Also approved was a policy<br />

requiring healthy beverages offered<br />

for sale to students, which will be in<br />

compliance with the state Board of<br />

Education’s nutritional standards.<br />

<strong>New</strong> hires for the district include:<br />

Roger Barnes, bus driver; Angela<br />

Urenda, consumer and family studies<br />

teacher; and Meg Pfau, half-time business<br />

teacher. Pfau is the wife of new<br />

Superintendent Doug Pfau and previously<br />

taught technology at Grand<br />

Valley High School in Parachute.<br />

In Evig’s last board meeting<br />

before retirement he wanted to “publicly<br />

thank everyone on the board,<br />

principals ... I have truly, truly enjoyed<br />

it and know that the kids will be well<br />

served in the future. It’s just been awesome<br />

and I really appreciate it.”<br />

Doug Pfau, who had been the<br />

superintendent at De Beque, will<br />

begin his new duties June 29.<br />

cemetery. The group made committees<br />

to plan sheep lead for the fair.<br />

The club has to donate $50 to the<br />

fair board to put sawdust in the<br />

show ring for the fair.<br />

Club members will clean up the<br />

ring after the steer show.<br />

The club broke even at the 4-H<br />

Carnival.<br />

There is no pre-fair record book<br />

check this year.<br />

than the rain we had been<br />

having, the topic that seems<br />

uppermost on people’s minds<br />

is the economy.<br />

Out here, I’ve learned we should<br />

never gripe about the rain — of<br />

course, that doesn’t stop us from<br />

complaining. But we’ll take the moisture<br />

whenever we can get it, right?<br />

Yet, day after day of rain, like the<br />

down economy, can make you feel<br />

pretty gloomy.<br />

On the bright side, just like we<br />

can expect plenty of sunny summer<br />

days ahead — at least I hope so —<br />

the local economy shows signs of<br />

picking up.<br />

The Northwest Pipeline project<br />

on the west end of the county has<br />

folks in Rangely feeling better these<br />

days, though they wonder what will<br />

happen next, after the pipeline project<br />

is over. It is expected to be completed<br />

in about six months.<br />

For now, though, there’s a noticeable<br />

uptick in business. Restaurants<br />

and motels appear busier. RV parks<br />

are full.<br />

Business on the east end of the<br />

county seems to be on the upswing as<br />

well, if motel and hotel and restaurant<br />

parking lots are an indication.<br />

At the paper, we’ve noticed<br />

increased interest in our annual fall<br />

hunting guide, which is encouraging.<br />

With the competition stiff for tourism<br />

dollars these days, local businesses<br />

recognize that hunting and recreation<br />

and community events are an important<br />

piece of the county’s economy,<br />

and we have to work harder than ever<br />

to promote our area as a place where<br />

people want to visit.<br />

Peggy Rector of Rangely, former<br />

mayor and county commissioner, is<br />

all too familiar with the boom-bust<br />

cycle of the county’s economy.<br />

“I feel pretty good about things<br />

through September or October, but<br />

when those pipeliners leave, what do<br />

we have? All of the parks are full<br />

now, which is marvelous. It helps the<br />

restaurants, it helps the gas stations,<br />

but if we don’t have energy (companies),<br />

we’re going to be hurtin’.<br />

Who’s going to be making up all of<br />

those taxes?<br />

“In previous busts, we saw some<br />

really good people go down, and I<br />

think you’ll see the same thing now.<br />

We’ve already had some people tell<br />

us they’re going under. We’ve been<br />

through the busts, so we’re cautious,<br />

but it’s a big impact. It’s going to<br />

affect this whole county. This county<br />

is truly dependent on energy. Thank<br />

God for our college, because that’s an<br />

economic diversity we have, and we<br />

have tourism, which is great, but it<br />

Rector knows from her experience<br />

as a commissioner how impor-<br />

tant it is for both ends of the county<br />

and the various taxing entities to<br />

work together, especially when times<br />

are tough.<br />

“I’ve been a commissioner, and<br />

it’s not an easy thing,” she said.<br />

“You’re not favoring one end (of the<br />

county) against the other. One thing I<br />

think the county will have to look at,<br />

with the downturn in energy, is they<br />

need to continue to fight for our portion<br />

of the severance tax to be distributed<br />

here. I think it’s the squeaky<br />

wheel that gets the attention. You<br />

have to be there all the time touting<br />

our county.<br />

“But I also think what we’re<br />

doing as far as rules and regulations<br />

and the energy industry and what<br />

everybody is facing ... I hope the<br />

state and federal boys realize what<br />

they’re doing to us.”<br />

It’s time for people on both ends<br />

of the county to work together,<br />

Rector said, and put old rivalries and<br />

disagreements in the past.<br />

“I would hope that’s gotten better,”<br />

she said. “I know people on both<br />

ends of the county ... both communities<br />

are fabulous communities. I think<br />

our county is a great county, or I<br />

wouldn’t be living here.<br />

“I hear complaints off and on ...<br />

that comes more from people who<br />

aren’t involved and don’t understand<br />

the real situation and what people<br />

have to face who make those decisions.<br />

“What I would like to see is the<br />

RBC commissioners not only go to<br />

the state, but go to Washington with<br />

the proper information, telling what<br />

happened to our county because of<br />

the abundance of regulations, and<br />

what our economy was prior to what<br />

it is now.<br />

“If we all pull together, we can<br />

get through this. But it will take<br />

everyone in this county pulling<br />

together and being willing to talk and<br />

communicate about the issues in a<br />

proper manner.”<br />

With all of the activity going on<br />

east of Sulphur Creek Road, with<br />

construction of the new Meeker<br />

school and a new road leading into<br />

the area, plans for a new 4-H building<br />

at the county fairgrounds have<br />

been put on the back burner.<br />

“The new 4-H Extension educational<br />

building is currently on hold,<br />

pending finding additional funds to<br />

help build the building,” said County<br />

Administrator Pat Hooker. “The ini-<br />

new road does change things a bit, as<br />

we initially thought about moving the<br />

ball field to the north about a 100 feet<br />

or so, to make room for the new proposed<br />

building. Now with the new<br />

road, we’ll have to re-evaluate<br />

whether or not that is still feasible.”<br />

Shayne Armstrong was back home to<br />

Rangely late last week after being<br />

released from the hospital.<br />

He was injured in a one-vehicle<br />

accident June 7 on Highway 64 while<br />

on his way to pick up papers early in<br />

the morning and swerved to miss hitting<br />

an elk. He underwent surgeries at<br />

a Denver hospital to repair a dislocated<br />

ankle and hip.<br />

“They’ve got me set up in a<br />

recliner chair in the kitchen, so I’m<br />

conducting business from my<br />

throne,” said Shayne, in good spirits.<br />

“I’m feelin’ good. It’s just that achey<br />

feeling now. They’re saying six to<br />

eight weeks before I’m able to put<br />

more load-bearing weight on (his<br />

leg). I’m not going to be driving for a<br />

while. I appreciate the concern everybody<br />

has had for me. I’m thankful to<br />

God that Bo (his 15-year-old son who<br />

was with him at the time of the accident)<br />

walked away from it, and I’m<br />

alive.”<br />

A 4-H member told Angie the<br />

samples of dog treats were free, but<br />

donations were accepted.<br />

Angie asked if she could have the<br />

recipe for the dog treats, so she could<br />

try making them at home for her<br />

dogs.<br />

“That’ll cost you 25 cents,” she<br />

was told by the young negotiator.<br />

Angie gladly paid the 25 cents,<br />

along with making a generous donation.<br />

I received an anonymous call<br />

from a reader Monday. The caller<br />

said there was a “group of people and<br />

everybody was complaining” that<br />

there was “no more news” in the<br />

paper and it was “becoming too<br />

local.” The caller, who was nice<br />

about it, went on to say she didn’t<br />

care for the articles about “other people’s<br />

stories,” which she found “just<br />

boring.”<br />

I have to admit the comments<br />

caught me off guard. I know everyone<br />

is entitled to their opinion, and I<br />

respect that, but too much local<br />

news? I had never heard that one<br />

before. A more common complaint of<br />

newspapers is not enough local news.<br />

And, as far as the people stories,<br />

awhile back I had someone suggest<br />

the paper devote more space to writing<br />

about local people.<br />

I’m sorry, but sometimes I think<br />

we can’t win.<br />

Completing our look at James 1:13–<br />

27, we discover two basic principles that<br />

will bring us victory over temptation.<br />

First, we must remember God’s statements<br />

about temptation. (v. 16-17).<br />

Second, we must also practice the<br />

Word. As James goes on to write in<br />

verses 22–25: “But be ye doers of the word, and not hearers<br />

only, deceiving your own selves. For if any be a hearer<br />

of the word, and not a doer, he is like unto a man beholding<br />

his natural face in a glass: For he beholdeth himself,<br />

and goeth his way, and straightway forgetteth what manner<br />

of man he was. But whoso looketh into the perfect law<br />

of liberty, and continueth therein, he being not a forgetful<br />

hearer, but a doer of the work, this man shall be blessed in<br />

his deed.” It’s not enough to hear the Word; we must do<br />

the Word. These four lines sum it up: “It’s easier to preach<br />

than to practice, / It’s easier to say than to do; / Most sermons<br />

are heard by the many, / But taken to the heart by the<br />

few.”<br />

Many Christians are simply “satisfied.” They’re not<br />

moving, growing, maturing, or working. The story is told<br />

of an old farmer who in prayer meetings at church described<br />

his Christian experience this way: “Well, I’m not<br />

making much progress, but I’m established.” One spring<br />

he had a load of logs on his wagon and got stuck in the<br />

soft mud in the road and just couldn’t get out regardless<br />

of what he did. As he viewed the situation, a neighbor,<br />

who had never agreed with the old farmer’s description<br />

of his Christian experience, came up beside him, smiled,<br />

and said, “Well, you’re not making much progress, but<br />

you’re established.” How often we are like that! Saved,<br />

sanctified, and satisfied! But God wants us to be obediently<br />

moving, growing, maturing, and laboring.<br />

James then likens the Word of God to a mirror. As a<br />

mirror reveals exactly what is there, the Word of God reveals<br />

exactly how we appear to the Lord. If you want<br />

God’s estimation of you, just open His Word, and He will<br />

show you. Frankly, that is one reason why God’s Word is<br />

not preached in its fullest nowadays. We would rather hear<br />

psychological pep-talks that make us feel good, because<br />

if we open the Scriptures we find out what God thinks of<br />

us, and that’s not good for our “self-esteem.” Indeed, how<br />

repulsive we would be if we neglected what we see in the<br />

Like I did last year, I went to dinner<br />

at a local restaurant to “celebrate”<br />

Father’s Day. I was content to sit<br />

alone and read the Sunday paper and<br />

enjoy a good meal. Unbeknownst to<br />

me, the nice couple sitting at the next<br />

table told the owner they wanted to<br />

pay for my lunch.<br />

I wish I could identify the couple,<br />

but I know they wouldn’t want me to,<br />

and they certainly didn’t do it for<br />

recognition. But talk about a thoughtful<br />

gesture. That’s the sort of thing<br />

that restores my faith in people.<br />

her military police training<br />

completed a 19-week training cycle<br />

focusing on team building.<br />

She is the daughter of Lea Anne<br />

(Rector) Maloney of Denver, the<br />

granddaughter of Carl and Peggy<br />

Rector of Rangely, and the niece of<br />

Jeff and Rebecca Rector of<br />

Rangely.<br />

On June 11, a graduation celebration<br />

was held at Fort Leonard<br />

Wood, Mo., with more than 215<br />

graduates.<br />

Prior to this training cycle,<br />

Emhovick had completed her six<br />

weeks of basic training.<br />

(Peggy Rector’s sister and a former<br />

Rangely resident) and Sherry<br />

(Shirley’s daughter) and Smokey<br />

Emhovick will now be stationed<br />

in Fort Riley, Kan.<br />

“This was a proud day for everyone,”<br />

Peggy Rector said. “All the<br />

family and friends are so proud (of<br />

Emhovick).”<br />

with her grandparents to spend a<br />

few days here prior to her new<br />

assignment.<br />

physical mirror in the same we ignore God’s spiritual mirror.<br />

We neglect it because we don’t like seeing our sin exposed.<br />

But we need to look at it daily and fix what it<br />

reveals to be wrong.<br />

Third, we must finally share the Word. The thrust of<br />

verses 26–27 is, in effect, “If a man thinks he pleases God<br />

by his outward works, he deceives himself.” James contrasts<br />

this with “pure religion.” That is, he mentions three<br />

basic ways we practice God’s Word and share it with others.<br />

One is with our speech. The tongue is constantly a<br />

problem. It must be “bridled” (controlled). Another way is<br />

service or ministering to the body by meeting needs (“visit<br />

the fatherless and widows”). And finally we practice<br />

God’s Word by our separation (“keep himself unspotted<br />

from the world”). This is separation from the values, inclinations,<br />

actions, attitudes, priorities, and goals of the<br />

world system, the society that is without God.<br />

As we share the Word, the shield of faith thusly<br />

unites us. Roman warriors had a system whereby they<br />

could connect their shields to form a line of defense. The<br />

result was a virtually solid wall of shields, row upon row<br />

of them. These advancing columns were called phalanxes,<br />

and were the terror of Rome. This is a strong challenge to<br />

believers to unify. When was the last time Christianity<br />

was a threat to the world? When in recent years has it been<br />

a “spiritual phalanx” that was a terror of this world system.<br />

No, the Church has become so like the world that it’s<br />

no longer a threat; we often preach and teach the same<br />

things. Additionally, many today are expending so much<br />

energy fighting one another that they have no energy to<br />

fight the real foe—Satan. How we need to lock our shields<br />

together and go to battle!<br />

Bringing all our study together thus far, the shield of<br />

faith will protect us from the temptations that come our<br />

way, the temptations that come from within us and that<br />

Satan uses as fiery darts. We can have victory, both individually<br />

and collectively.<br />

“Some of the reasons the cost<br />

went up, (the new plan) takes into<br />

account substantial differences on<br />

Sulphur Creek Road, including lighting<br />

and a roundabout and landscaping,<br />

and sidewalks and trails on both sides<br />

of the (new) street, and the pullout<br />

parking lane, so people can stop when<br />

they are picking up children and traffic<br />

can still flow through,” Day said.<br />

“We’ll be relocating the rec district<br />

driveway farther east, so the cost of<br />

relocating their driveway is also<br />

included in that (new plan) as well as<br />

the intersection for the fairgrounds.”<br />

Under the revised plan, the existing<br />

Ute Road would be blocked off<br />

from entrance off of Sulphur Creek<br />

Road, and a new road would be built<br />

south of the existing road, funneling<br />

traffic in to the new elementary<br />

school, and still providing access to<br />

the county fairgrounds and the recreation<br />

center.<br />

“This road will be a really nice<br />

gateway to the three activity centers:<br />

the fairgrounds, the school and the rec<br />

district. I do think this road will be<br />

really important to this community,”<br />

Day said. “The old road will no longer<br />

be intersecting with Sulphur Creek. I<br />

assume (the new road) will use the<br />

same name, but (the existing road)<br />

will no longer be a public street. It will<br />

dead end at that point. You will no<br />

longer be able to access Sulphur Creek<br />

from that road.”<br />

After considering installing a traffic<br />

light at the new location, it was<br />

determined a roundabout would be<br />

better suited for the intersection of the<br />

new road and Sulphur Creek.<br />

“One of the things the roundabout<br />

will do is calm the traffic as it comes<br />

down Sulphur Creek,” Day said.<br />

“(The traffic study) showed there was<br />

enough traffic to warrant either a signal<br />

and turning lanes, or a roundabout.<br />

A roundabout is much more economical.<br />

(A roundabout) costs less than<br />

putting in two more lanes to construct<br />

and maintain, and the signalization.<br />

Signalization is very expensive to purchase<br />

and maintain.”<br />

Asked what he thought of the new<br />

road, Scott Pierson, recreation district<br />

director, said, “We’re not going to<br />

have a straight access anymore. I think<br />

for the good of the community, a new<br />

road is probably the way to go. But as<br />

far as an access simply for our building,<br />

it’s probably not (the best plan). I<br />

would have preferred to keep Ute<br />

Road open from Sulphur Creek. But<br />

we can make it work, don’t get me<br />

wrong. We want what’s best for the<br />

community at large.”<br />

The current Ute Road is located on<br />

recreation district property. The new<br />

road would be on county property.<br />

“It will be entirely on county property,<br />

and the county is being asked to<br />

deed the land to town, because the<br />

town will accept it as a public street<br />

and be responsible for maintenance<br />

costs in the future,” Day said.<br />

There was confusion over which<br />

entity actually owned the existing Ute<br />

Road, which was maintained by the<br />

county.<br />

“I really don’t know the answer<br />

there,” Day said. “I’m not sure who<br />

put asphalt down when the rec district<br />

built their facility. The town has never<br />

maintained that road in the past.<br />

“I think there were a lot of things<br />

that came up after they (the school district)<br />

started this project,” Day said.<br />

“One, I think everyone thought it was<br />

a county road, which it turned out not<br />

to be. I understand there may be a lot<br />

of reasons why we may be where we<br />

are today ... but the reason the town is<br />

involved is because it will be a public<br />

street, after it’s all said and done. In<br />

the end, the town will be accepting the<br />

street. It will be a public street, owned<br />

and maintained by the town.”<br />

The county will be asked to donate<br />

the land for the new road, prompting<br />

Commissioner Joe Collins to ask if the<br />

value of the land could be considered<br />

a cash match.<br />

“It can be an in-kind match, but it<br />

can’t be a dollar match,” Day said.<br />

“Does the land have value?”<br />

Collins asked.<br />

“It probably does, but what they<br />

(DOLA) said is they don’t usually<br />

take that as a cash match,” Day said. “I<br />

don’t think they said it didn’t have<br />

value. They just said they normally<br />

don’t look at that as a cash value.”<br />

In talking about the CCITF<br />

request of $150,617, Collins said<br />

money is tight, because of the economy<br />

and other community needs.<br />

“That’s a pretty significant bite out<br />

of that $500,000 we’re going to have<br />

to agonize over,” Collins said. “If the<br />

town is willing to say, yes, we won’t<br />

come in with anything. The rec district<br />

is willing to say we won’t come in<br />

with anything, and other entities in<br />

town that this thing is going to help ...<br />

all of this helps us make a decision. I<br />

think you need to talk to the school<br />

district also, because this whole thing<br />

funnels into their building.”<br />

“The town agreed to forego asking<br />

for CCITF funding for this year,” Day<br />

said. “They won’t apply for this year,<br />

other than this, to try to get the energy<br />

impact grant (for the road project).”<br />

If the funding comes through, Day<br />

said the road project would go to bid<br />

in January or February, and construction<br />

would begin in March, depending<br />

on the weather, with completion in<br />

April. The new school is scheduled to<br />

“I really have to give high kudos<br />

to Scott (Pierson) and Dave Morlan<br />

(county road and bridge director) and<br />

all the people who have worked really<br />

hard to get this far along in this short<br />

of time,” Day said.<br />

Pierson returned the compliment.<br />

“The town is taking the lead on<br />

this,” he said. “Sharon has done a marvelous<br />

job, actually.”

Looking Back: Taste of the West<br />

M ention<br />

cowboy fare, and most<br />

of us think of beans, beans<br />

and more beans. Most of the<br />

assumptions (by some of us who<br />

know nothing about the cowboy way<br />

of life) about the old days and the<br />

“mess” dished up by “Cookie” (the<br />

name given some of the chuckwagon<br />

cooks) assume the isolation of range<br />

camps would ensure the lack of variety<br />

in the menu. Many a story told by<br />

old-timers reinforces this image, but<br />

most of the chuckwagon cooks hired<br />

to go on the trail with the herd knew<br />

what they needed to do to keep the<br />

hands happy.<br />

Most cooks only prepared meals<br />

for breakfast and supper. The crew<br />

had to make do with cold biscuits or<br />

a piece of bacon until they made<br />

camp in the evening. Making meals<br />

on the range required a well-stocked<br />

freight wagon, with the necessary staples<br />

and cookware available. It was<br />

essential to have large supplies of<br />

flour, cornmeal, rice, beans, dried<br />

fruit, hardtack, dried beef, molasses,<br />

vinegar, sugar, salt, pepper, baking<br />

soda, tea and coffee. In addition to a<br />

cast-iron Dutch oven and skillet, it<br />

was important to have a metal coffeepot.<br />

The 673-mile natural gas<br />

pipeline planned by TransCanada<br />

Corp. will be “downsized.” The<br />

pipeline, which was to start in<br />

Meeker will begin in Gillette,<br />

Wyo., instead. The decision comes<br />

as a result of the decreased drilling<br />

in Colorado. Ah well. They come,<br />

they go. Meeker marches on.<br />

made for the benefit of a few<br />

Quite a few years back an interview<br />

with local old-time chuckwagon<br />

cook Dusty Rhodes addressed this.<br />

His descriptions of hauling around<br />

the heavy Dutch ovens, making<br />

meals for a big crew, and cooking<br />

over an open fire were fascinating.<br />

His experience didn”t include much<br />

cowboying, as after he hired on to<br />

cook for a big “cattle outfit” he found<br />

himself doing grueling work from<br />

sunup to sundown. While Dusty only<br />

worked as a trail cook for a few<br />

years, his memories of the job<br />

requirements stayed clear. He prided<br />

himself on using the same sourdough<br />

starter for most of the jobs, as he kept<br />

it stored in a small crock to be used<br />

whenever he wanted. Cowboys and<br />

sourdough starter are said to have<br />

three things in common: they require<br />

regular feeding, get better with age<br />

and need to stay warm on chilly<br />

nights.<br />

Father-son teams fare well in<br />

Meeker best-ball tournament<br />

MEEKER I In all but one of the<br />

four flights in the annual two-man<br />

best-ball tournament at the Meeker<br />

Golf Course, father-son teams fared<br />

well in the two-day event, played on<br />

the first day of summer and Father’s<br />

Day.<br />

“It was a great Father’s Day tournament<br />

with several father/son teams<br />

placing high,” golf pro Jim Cook<br />

said. “We doubled the number of<br />

golfers from last year and it was great<br />

to see all my old friends.”<br />

Glenwood Springs’ Roland<br />

Gauthier and his 13-year-old son<br />

Roger won the second flight with a<br />

gross score of 137. The Gauthiers<br />

shot a 1-under par 67 to lead their<br />

flight after the first 18 holes and<br />

although they added three shots on<br />

Father’s Day, they won the flight,<br />

two shots ahead of the local competition.<br />

Local duffers Erik Brown and<br />

Lex Collins shot 1-over par 69 on the<br />

first day of summer and tied the winners<br />

last Sunday to finish with a 139,<br />

the second best gross score in the sec-<br />

ond flight.<br />

Bill de Vergie and Chad Luce<br />

were consistent, shooting 71 both<br />

days to finish with the best net score<br />

(114) in the second flight. H.P.<br />

Hanson and John Sidel of Glenwood<br />

Springs were also consistent, turning<br />

in a gross score of 73 each day and<br />

finishing with the second best net<br />

score (119).<br />

Fourteen-year-old Lathrop<br />

Hughes teamed up with his father Pat<br />

and although the younger Hughes<br />

and his dad took off three strokes on<br />

Sunday, it wasn’t enough to beat<br />

Lathrop’s uncles Andy and Pat<br />

Coryell. The Coryell brothers shot 4over<br />

par-72 each day to finish three<br />

shots ahead of the Hughes.<br />

“We triple-bogeyed the first hole<br />

today,” the elder Hughes said of his<br />

and his son’s start on the second day.<br />

“After that hole, maybe my uncles<br />

will buy us something nice with their<br />

winnings.”<br />

Meeker father-son team Bill and<br />

Brandan Stewart tied with Tom<br />

Williams and Kevin Hayes at 118 for<br />

the best net score in the third flight.<br />

In the fourth flight, Dale Dunbar<br />

and his youngest son Kurtis played<br />

consistently with scores of 80 each<br />

day to finish second. Paul Nelson and<br />

Bob Murray were seven shots better<br />

than the Dunbars. Jim Denton and<br />

Bob Mayfield of Steamboat Springs<br />

finished with the best net score (115),<br />

four shots better than Brian Wallace<br />

and Jim Adams.<br />

The best golf was played in the<br />

championship flight, where Doug<br />

Choate of Battlement Mesa and his<br />

partner Joe Elliot of Rifle tore up the<br />

competition on the first day with a 6under<br />

par 62. Although they couldn’t<br />

keep the pace on the second day, they<br />

kept the lead and won the first flight<br />

with a gross score of 131, two shots<br />

ahead of Jim Peloquin and Mark<br />

Barlau.<br />

Local golfer J.C. Watt teamed up<br />

with former classmate Dave Fiscus<br />

and finished with the best net score of<br />

118. Watt and Fiscus shot even par<br />

after the first 18 holes and added one<br />

stroke on Sunday. Grand Junction’s<br />

Joe Tonozzi and Mike Hiron finished<br />

three strokes behind Watt and Fiscus<br />

to finish with the second best net<br />

score. Tonozzi also provided the best<br />

shot of the tournament with a hole in<br />

one on No. 2 on the last round.<br />

Historical Society will host a quarterly meeting at the<br />

Kilowatt Korner, 6th & Market St, in Meeker.<br />

Pot Luck dinner will begin at 1:00 PM, followed<br />

by a short business meeting, and then Geoffrey Haymes,<br />

an archeologist with the BLM will give a presentation<br />

on the ancient Indians of this area and how their sites<br />

and artifacts are handled.<br />

All historical society members, prospective members,<br />

The Colorado Division of Reclamation,<br />

Mining and Safety proposes to Approve<br />

Permit Renewal Application No. 5 (RN-5),<br />

submitted by Blue Mountain Energy, Inc<br />

for a coal mining permit at the Deserado<br />

Mine (Permit No. C-1981-018). The proposed<br />

renewal will allow for continued<br />

mining and/or reclamation operations.<br />

The Deserado Mine is located in Rio<br />

Blanco County, approximately 7 miles<br />

northeast of Rangely, Colorado. Coal interest<br />

at this underground mine is Federal,<br />

and the surface to be affected is Federal<br />

and private land. The permit area encompasses<br />

approximately 11,788.71 acres.<br />

This proposed decision is based on a<br />

finding that the proposed operation will<br />

comply with all requirements of the Colorado<br />

Surface Coal Mining Reclamation<br />

Act, Section 34-33-101 et seq., C.R.S.,<br />

and the regulations promulgated thereunder.<br />

A copy of the "Proposed Decision and<br />

Findings of Compliance", including any<br />

REQUEST for DESIGN/BUILD PROPOSAL<br />

Rio Blanco County is seeking the services<br />

of a Design/Build general contractor to<br />

complete the final design (to include<br />

structural and electrical engineering<br />

design specifications) and construction<br />

work on the remodeling of the "Old Library<br />

Space" at the Fairfield Community Center<br />

located at 3rd and Main St., Meeker, CO<br />

81641.<br />

The floor space is approximately 4,000<br />

sq ft with a vaulted ceiling. The area contains<br />

a loft and center structures to be removed.<br />

Structural integrity of the roof<br />

structure will need to be ensured once<br />

the loft and center structures are removed.<br />

18 offices are planned for this<br />

space; 7 private offices and 11 spaces<br />

with movable office partitions. In addition,<br />

The Bidder (proposer) must supply all the information required by the bid or proposal<br />

All bids must be accompanied either by a certified check, payable to Rio Blanco County<br />

in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and<br />

executed by an approved surety company. The check or bond will be retained by the<br />

Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance<br />

bond in accord with his bid within fifteen (15) days after date of notification of award.<br />

Minimum wage rates as established by the Secretary of Labor are applicable to the<br />

work performed on this project.<br />

The proposed construction contract, together with detailed drawings and specifications<br />

for the construction of the work are available for inspection at the office of the airport<br />

from the office of the Engineer, GDA Engineers, 1508 Stampede Avenue, P. O. Box 338,<br />

www.gdaengineers.com. Online contract documents are for use by subcontractors and<br />

suppliers in preparing quotations to prime bidders. All prime bidders must purchase a<br />

hard copy of the Project Manual and the Plan Set.<br />

Bids may not be withdrawn after the time fixed for opening them. The Owner reserves<br />

the right to waive irregularities in the bids and reject any and all bids.<br />

The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, as amended,<br />

to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction<br />

Contract Specifications including the goals and timetables for minority and female participation.<br />

A Certification of Nonsegregated Facilities must be submitted prior to the award of the<br />

NOTICE OF AERIAL SPRAYING FOR CONTROL OF FLIES AND MOSQUITOES<br />

The Town Board has determined that it is in the public interest to conduct aerial<br />

spraying along the river within the Town limits and outlying adjacent areas including<br />

the Meeker Golf Course and Powell Park. Aerial spraying will be conducted<br />

within the Town limits along the river, just after daybreak Monday, June 29th; Tuesday,<br />

June 30th; Wednesday, July 1st; or Thursday, July 2nd, 2009 depending upon<br />
