NEX<strong>US</strong>: Frequent travelers between Canada and <strong>the</strong> United <strong>State</strong>s should consider apply<strong>in</strong>g for <strong>the</strong> exist<strong>in</strong>g NEX<strong>US</strong><br />
program designed to simplify land, air, and sea border cross<strong>in</strong>gs for pre-approved, low-risk travelers between <strong>the</strong> two nations.<br />
Applicants are <strong>in</strong>terviewed, provide a biometric scan, and undergo a background check. Both countries must agree to<br />
a person’s <strong>in</strong>clusion <strong>in</strong> <strong>the</strong> program. Once approved, NEX<strong>US</strong> travelers are issued a photo-identifi cation card that allows<br />
<strong>the</strong>m to move quickly through border <strong>in</strong>spections via dedicated travel lanes.<br />
This voluntary program has been <strong>in</strong> place s<strong>in</strong>ce 2002. A s<strong>in</strong>gle application is suffi cient to meet both <strong>the</strong> U.S. and<br />
Canadian requirements for enrollment. Group travelers should be aware, however, that everyone travel<strong>in</strong>g toge<strong>the</strong>r must<br />
be a member <strong>of</strong> <strong>the</strong> program <strong>in</strong> order to use a NEX<strong>US</strong> lane.<br />

National Security Entry/Exit Registration System<br />
(NSEERS): NSEERS is a special registry for nonimmigrant<br />
visitors who, based on <strong>in</strong>telligence criteria,<br />
are identifi ed as pos<strong>in</strong>g an elevated security concern for a<br />
variety <strong>of</strong> reasons.<br />
The program requires <strong>the</strong>se visitors to check <strong>in</strong> periodically<br />
to verify <strong>the</strong>ir location, and to show that <strong>the</strong>y are<br />
comply<strong>in</strong>g with <strong>the</strong> terms under which <strong>the</strong>y were granted<br />
admission to <strong>the</strong> United <strong>State</strong>s, such as attend<strong>in</strong>g classes if<br />
on a student visa, not engag<strong>in</strong>g <strong>in</strong> illegal activities, and/or<br />
not stay<strong>in</strong>g beyond <strong>the</strong>ir visa expiration date.<br />

NSEERS was put <strong>in</strong> place as a fi rst step toward develop<strong>in</strong>g a full entry and exit record <strong>of</strong> non-immigrant visitors. With<br />
<strong>the</strong> SEVIS and <strong>US</strong>-VISIT databases now <strong>in</strong> operation, <strong>the</strong>re is no longer a re-registration requirement for whole groups<br />
<strong>of</strong> visitors –- such as those from certa<strong>in</strong> countries. The <strong>Department</strong> <strong>of</strong> Homeland Security can, however, still require<br />
<strong>in</strong>dividuals to appear for additional registration <strong>in</strong>terviews dur<strong>in</strong>g <strong>the</strong>ir stays.<br />

Reciprocity: Certa<strong>in</strong> aspects <strong>of</strong> visas—such as visa issuance fees or <strong>the</strong> length <strong>of</strong> time a visa rema<strong>in</strong>s valid—are based on<br />
reciprocity: that is, <strong>the</strong> United <strong>State</strong>s matches <strong>the</strong> fees and restrictions that ano<strong>the</strong>r country places on U.S. citizens for its<br />

Countries <strong>of</strong>ten work toge<strong>the</strong>r to elim<strong>in</strong>ate citizen exchange barriers. For example, <strong>in</strong> 2005, Ch<strong>in</strong>a and <strong>the</strong> United<br />
<strong>State</strong>s reached agreements allow<strong>in</strong>g qualifi ed students, bus<strong>in</strong>ess travelers, and tourists to obta<strong>in</strong> 12-month visas that allow<br />
