The number <strong>of</strong> SENTRI participants has grown dramatically <strong>in</strong> <strong>the</strong> wake <strong>of</strong> <strong>the</strong><br />

2001 terrorist attacks and, <strong>in</strong> response, <strong>the</strong> U.S. government recently took steps to<br />

process enrollments faster by add<strong>in</strong>g personnel, employ<strong>in</strong>g new technologies, and<br />

extend<strong>in</strong>g <strong>the</strong> enrollment period from one to two years. Persons apply<strong>in</strong>g must provide<br />

electronic f<strong>in</strong>gerpr<strong>in</strong>ts for pre-screen<strong>in</strong>g, and pay a fee for <strong>the</strong>mselves, <strong>the</strong>ir family<br />

Student and Exchange Visitor Information System (SEVIS): All <strong>in</strong>com<strong>in</strong>g <strong>in</strong>ternational students must be registered<br />

by <strong>the</strong>ir host <strong>in</strong>stitutions <strong>in</strong> SEVIS, a database ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>in</strong>formation on students and exchange visitors <strong>in</strong> <strong>the</strong> United<br />

<strong>State</strong>s, before <strong>the</strong>y can obta<strong>in</strong> a visa. The Web-based system, which replaced a paper-based system <strong>in</strong> 2002, enables U.S.<br />

academic <strong>in</strong>stitutions to ma<strong>in</strong>ta<strong>in</strong> accurate and timely data on foreign students, exchange visitors and <strong>the</strong>ir dependents,<br />

and to communicate this <strong>in</strong>formation <strong>in</strong> real time to <strong>the</strong> <strong>Department</strong> <strong>of</strong> Homeland Security (DHS) and <strong>the</strong> <strong>Department</strong><br />

<strong>of</strong> <strong>State</strong>. SEVIS is adm<strong>in</strong>istered by U.S. Immigration and Customs Enforcement (ICE), part <strong>of</strong> DHS.<br />

United <strong>State</strong>s Visitor and Immigration Status Indicator Technology (<strong>US</strong>-VISIT): This automated entry/exit system<br />

collects biometric data on visitors to reduce <strong>the</strong> opportunity for fraud and prevent crim<strong>in</strong>als from enter<strong>in</strong>g <strong>the</strong> country.<br />

All non-immigrant visitors between <strong>the</strong> ages <strong>of</strong> 14 and 79 hold<strong>in</strong>g visas—<br />

regardless <strong>of</strong> race, national orig<strong>in</strong>, or religion—participate <strong>in</strong> <strong>the</strong> <strong>US</strong>-VISIT program,<br />

as do visitors travel<strong>in</strong>g under <strong>the</strong> Visa Waiver Program.<br />

For most travelers, <strong>the</strong> process beg<strong>in</strong>s dur<strong>in</strong>g <strong>the</strong> visa <strong>in</strong>terview at a U.S.<br />

consulate, where applicants must provide a photo that meets certa<strong>in</strong> guidel<strong>in</strong>es and<br />

have an electronic scan taken <strong>of</strong> <strong>the</strong>ir two <strong>in</strong>dex f<strong>in</strong>gers. When <strong>the</strong>y arrive at a U.S.<br />

port-<strong>of</strong>-entry, ano<strong>the</strong>r digital photograph and ano<strong>the</strong>r two-f<strong>in</strong>ger scan will be taken<br />

for a comparison check.<br />

In addition, <strong>the</strong> identity <strong>in</strong>formation is run through shared law enforcement<br />

databases to check for crim<strong>in</strong>al records, aliases, or terrorist-related watch-list warn<strong>in</strong>gs.<br />

Information on stolen or lost passports is also be<strong>in</strong>g <strong>in</strong>corporated <strong>in</strong>to <strong>the</strong>se databases.<br />

Nearly 30 million travelers have taken part <strong>in</strong> <strong>US</strong>-VISIT s<strong>in</strong>ce it began operation at 115 airports, 13 seaports,<br />

and <strong>the</strong> 50 busiest land ports <strong>in</strong> 2004. The <strong>Department</strong> <strong>of</strong> Homeland Security, which operates <strong>the</strong> program, plans to<br />

have <strong>the</strong> entry procedures <strong>in</strong> place at all rema<strong>in</strong><strong>in</strong>g land ports by <strong>the</strong> end <strong>of</strong> 2005, and is currently test<strong>in</strong>g similar exit<br />

procedures at 12 airports and two seaports.<br />

<strong>US</strong>-VISIT not only enhances security for everyone, it allows immigration <strong>of</strong>ficials quickly to identify and welcome<br />

legitimate travelers to <strong>the</strong> United <strong>State</strong>s.<br />

Most Mexicans and Canadians participate <strong>in</strong> o<strong>the</strong>r entry-exit programs and are exempt from <strong>US</strong>-VISIT enrollment.<br />

Visa Waiver Program (VWP): The Visa Waiver Program was <strong>in</strong>stituted <strong>in</strong> 1986 to promote tourism and facilitate travel<br />

among U.S. allies by allow<strong>in</strong>g bus<strong>in</strong>ess travelers and tourists visit<strong>in</strong>g <strong>the</strong> United <strong>State</strong>s for less than 90 days to enter<br />

without visas. Not all U.S. allies take part <strong>in</strong> <strong>the</strong> program and, depend<strong>in</strong>g on <strong>the</strong> purpose <strong>of</strong> <strong>the</strong>ir travel and legal bars to<br />

<strong>the</strong>ir admission to <strong>the</strong> United <strong>State</strong>s, not all citizens from VWP countries are qualified to participate <strong>in</strong> this program.<br />

The 27 countries participat<strong>in</strong>g <strong>in</strong> <strong>the</strong> VWP are Andorra, Australia, Austria, Belgium, Brunei, Denmark, F<strong>in</strong>land,<br />

France, Germany, Iceland, Ireland, Italy, Japan, Liechtenste<strong>in</strong>, Luxembourg, Monaco, <strong>the</strong> Ne<strong>the</strong>rlands, New Zealand,<br />
