CC SESAR IS HERE TO STAY!<br />

Dear <strong>NORACON</strong><br />

First of all I must give the team a big hand for continuing<br />

the strong input to SESAR, it is a challenge to keep the<br />

momentum and energy in various projects and tasks over<br />

such a long time. That might be the major challenge<br />

ahead, i.e. to ensure a sustainable programme and deliverable<br />

from <strong>NORACON</strong>. When need to make sure that<br />

real achievements being i4D flight, conceptual documents<br />

or information models are recognized and appreciated .<br />

Having said that it is clear that SESAR is here to stay! The<br />

continuation of SESAR, beyond 2016 seems politically well<br />

accepted and part of the plan for ATM in Europe. If NORA-<br />

CON is part of the next step is another issue but the work<br />

performed now lays the foundation for what is to come!.<br />

The updated European ATM Master plan is the best plan<br />

ever made for Europe and it’s based on SESAR achievements<br />

and a balance between industrial and operational<br />

maturity and the wish to progress towards a more effi-<br />

cient network in Europe. Even more interesting is the<br />

road towards implementing SESAR ! The SJU Tiger team<br />

defined a set of key areas that will be prioritized and<br />

those areas, e.g. 4D, traffic synchronisation, Network<br />

capacity balancing, airport integration, conflict management<br />

and to a certain extent SWIM will be the core of<br />

SESAR Deployment. This, again means that the link<br />

between SESAR results and EU regulation( in general) is<br />

clear and seems to be even stronger. Having said that<br />

SESAR is here to stay for a foreseeable future so let’s<br />

make it right!<br />

SESAR is important so is the summer! I hope all of you<br />

will have a chance to enjoy a good vacation in order to<br />

be back , packed with energy to deliver more SESAR<br />

results.<br />

During March, the new number of planned hours related to external BAFOI / II re allocation has been analysed to map effort /<br />

task in each project, and the result has been submitted to the SJU Project Leader.<br />

<strong>NORACON</strong> contribution level has been analysed based on the dashboard graphs SJU initiated and ExOpen figures. The<br />

<strong>NORACON</strong> downward trend is broken, but the relationship between the various members individual contributions varies to a<br />

large extent. <strong>NORACON</strong> PMG will have focus on how we can reach reasonable proportionate commitment, ratio, from all members,<br />

within the same project.<br />

<strong>NORACON</strong> Thales IBP (Industrial-Based Platform) has been in focus during Q1/2, and with good support of Thales the IBP has<br />

reached a reasonable level. Validation to come is under control, but still challenging. Cross validation (5.3) needs more attention<br />

from all members involved.<br />

During BAFOI /II reallocation DFS has introduced a “sister” ROT project, under 6.8.4 umbrella. If and how this project will coordinate<br />

with <strong>NORACON</strong>s 6.9.3 remains to be seen. <strong>NORACON</strong> has participated in an evaluation session related to the sister project.<br />

A <strong>NORACON</strong> META/OFA meeting with Thales was held on 22-23 March at ATCC Arlanda, where dependencies, turnaround<br />

times, concept development and functionality were discussed. These meetings will be held on regular basis, at least two times a<br />

year, and will state the operational “wish-list” of functionality required for the next system module to be delivered from Thales.<br />

Based on the agreed functionality to come, <strong>NORACON</strong> can plan the objectives in the validation exercises for the next period.<br />

OFA-Operational Focus Area - roles have been introduced within SJU. The OFA will - in<br />

the long run - facilitate coordination and requirements- The OFA concept was initiated<br />

by the A6, to have a more operational driven development approach. <strong>NORACON</strong> has<br />

been active in defining these roles. There are still some discussions regarding responsibilities<br />

and mandates. <strong>NORACON</strong> will have major responsibilities in the ROT and<br />

i4D OFAs.<br />

ATC Global in Amsterdam.<br />

While <strong>release</strong> 1 mostly<br />

followed a bottom-up<br />

approach, Release 2 will<br />

include a wider scope of<br />

activities from a top-down<br />

approach.Key highlights in<br />

Release 2 comprise<br />

validation exercises for<br />

surface planning and routing<br />

as well as the refinement of<br />

time based separation<br />

minima, improved ATC<br />

trajectory prediction thanks<br />

to AOC data, enriched<br />

ICAO flight plan information<br />

with flight performance data<br />

provided by AOC as well as<br />

further trials in i4D and<br />

controlled time of arrival.<br />

i4D<br />

On Feb 10th an Airbus<br />

A320 faircraft flew fom<br />

Toulouse to Stockholm<br />

using for the first time an<br />

initial four dimensional (i4D)<br />

flight profile. Thanks to the<br />

complementary expertise of<br />

the involved SESAR<br />

members the test aircaraft<br />

taking off from Toulouse to<br />

Copenhagen and Stockholm,<br />

successfully verified the<br />

automated 4D data<br />

exchange between aircraft<br />

Flight Management Systems<br />

(FMS) and ground<br />

automation systems through<br />

data link. It also aimed to<br />

validate how information is<br />

displayed to the controller<br />

and the pilot as well as the<br />

impact on their operations.<br />

Demo day<br />

On the <strong>12</strong>th of January<br />

more than 40 people from<br />

different <strong>NORACON</strong><br />

partners came to Malmö-<br />

Sturup to hear about and<br />

see the 4 platforms that we<br />

have described in SESAR.<br />

The platforms are the<br />

Thales Eurocat/Simcat,<br />

SAAB ROT, AAVIP<br />

(NARSIM etc) and the Datalink<br />

service testbed. It was a<br />

full day with presentations<br />

during the morning and<br />

demostrations in the<br />

afternoon. There was a lot<br />

of questions to be answered<br />

after the presentations and<br />

interesting discussions<br />

during all day. Thanks to all<br />

presenters that did a great<br />

job. It was a much<br />

appreciated event that may<br />

have a follow up another<br />

time if required or<br />

requested.<br />

i4D CONTINUES TO ADVANCE<br />

i4D continues to advance with the dual integration of FMS data onto the CWP using the Thales IBP and datalink.Major goals have been achieved by<br />

Anders Nyberg of LFV and his team of ATM experts in running the latest real time test simulations on the Thales platform in Malmo Sweden during week 16.<br />

The tests were run in preparation for the upcoming real time simulation to be carried out in May. This simulation will be used for the validation of Exercise 579/204 which<br />

integrates FMS data from the cockpit with the Controller Working Position via datalink and vice versa. The testing this week included the cooperation of several ANSPs and<br />

Airbus. The simulation employed the assistance of the Airbus Flight Simulator located in Toulouse along with the use of pseudo pilots based in Malmo ATCC. The tests<br />

prooved successful with the issuance of CTAs via CPDLC in a timely manner to enable pilots to achieve the optimum profile for their aircraft and also improving the workload<br />

distribution among the various controller working positions.<br />

The testing this week was twofold and incorporated Exercise 366 which is set to validate ”baseline HMI” and i4D HMI with the use of vital data obtained from the team of<br />

experienced controllers, who came together in Malmo from various jurisdictions within <strong>NORACON</strong>. During the last day of the simulation the efforts were overseen by<br />

Claudio Vaccaro, the project manager for 5.09 who was present at the <strong>NORACON</strong> facility. The participating ATCOs were asked to fill-in a questionnaire assessing different<br />

aspects of the HMI. This analysis will be an important input to the Operational Workshop on HMI, which will be organized on 26/27 June at Naviair premises in Copenhagen<br />

where the presentation of HMI experiences from all over Europe will be the key issue.<br />

The cooperation and professionalism displayed by all agencies LFV,NAVIAIR,IAA,THALES and AIRBUS was a catalyst in the advancement of this important SESAR work. Once<br />

again, thanks to one and all especially to Anders and his team for their enthusiasm and efforts to prepare the platform and for having the documentation ready on-time.<br />
