Ngon
is a Vietnamese word that
means delicious in English,
but the ngon that I am going to tell you about is a
newly opened Khmer and Vietnamese food restaurant,
which is about 50 metres from Independent
Monument along Sihanouk Boulevard.
After one of my friends told me there is a new
Vietnamese restaurant in town and the food was
delicious and cheap at about US$2 a meal – which
is a good price for me – I couldn’t wait to try out
the taste of the food to see if it was as delicious as
my friend said it was.
During the second day of Chinese New Year,
two friends and I went to Ngon to have lunch.
When we arrived, what was really surprising was
that Ngon was not a simple, small restaurant like
we imagined it to be. It was quite big and had
beautiful decorations and the setting was like a
mansion.
Out the front of the restaurant there were
luxury cars parked. This was enough for us
to work out that the food was more than
$2 and that it must be expensive. We
were hesitating whether to enter or not.
Eventually, we found the courage to
have lunch at Ngon, which looked like
a luxurious restaurant and far better
than the ones we usually go to, and we
were really curious about trying the food
and checking the prices. We were not too
worried if the prices were high as we had
brought enough money with us.
At the front gate we were greeted by the friendly
waiters and were invited to sit at a table. I noticed
frangipani trees had been planted around the restaurant,
which were absolutely beautiful. I love it
so much. Also, in the dining rooms the door all
opened, allowing customers and outsiders to see
each other.
A waitress handed me the menu, I looked it
through and the prices were between US$2 and
US$10 for both foods and drinks. We were looking
for some Vietnamese food that we had not tasted
before, but on the table there was a small sign that
said some food was not available because it was
Chinese New Year.
So we ordered a soup called “Sweet and Sour
Seafood Hot Pot” that costs 39,000 riel, but this
soup was very little for big guys like us, so we
ordered three bowls of rice which cost another
2,500 riel each.

What’s new
The name of the huge new Vietnamese restaurant
near Independance Monument means
delicious. Sok Eng finds out if it’s true.
The atmosphere was excellent. The food, including the
sweet and sour seafood hot pot, didn’t quite match up.
Since the ice tea was not free, I ordered a “Yellow
Cock Tail”, while my friends ordered “Ngon Ngon
Cock Tail and Coffee”. The drinks were served first.
When I took a sip of my drink I felt it was not so
good, so I tried my friend’s “Ngon Ngon Cock Tail
and Coffee” and there was no difference – the taste
was not good, but I still loved its smell. However,
one of my friends said the taste of the coffee was
acceptable.
Then the soup arrived. Inside it was onion,
potato and mushrooms. There was also a bowl of
vegetables, Khmer noodles, a bowl of cut fish with
some piece of squid and four big seashells. After
having the soup, we mixed all the things we had
into the soup and waited for about 10 minutes. I
can say the soup was tasty, but the seashells were
so fishy that I could not bear to eat them. Another
thing that disappointed my friends and I was that
when we were eating, it was quite hot, even though
we were in the open air. However, no one turned
on a fan for us, until we asked them to. After
we finished eating, we were not really
full, and the total price was 70,000 riel,
which was not expensive, but not so
cheap either.
Apart from its lovely environment,
Ngon was not really special for us.
The food servings were small for the
price and the drinks expensive. Therefore,
I would suggest you not try this place
if you want to have a full stomach, but if you
want a romantic environment maybe at night, it
could be a great place for you to enjoy with your
SongSaa.

Born cratic Kampuchea, I was
brought up in a society in which neither
my family nor my school taught me about
the genocidal regime. When the regime
ended in 1979, a politicized national history
was created that did not include the
Khmer Rouge. Thus, I grew up knowing
little to nothing about this tragic period.
As I got older, I became more and more
interested in my family’s history during the
Khmer Rouge era. Armed with passionate
curiosity, I decided to work for the Documentation
Center of Cambodia in order to
investigate the truth about the regime.
Having interviewed hundreds of victims
of the regime, I have seen firsthand their
remarkable resilience and dignity, despite
the barbarous crimes committed upon
them. However, ironically, this resilience
and dignity were borne partially from a

Reflections on Working to Uncover Genocide
purposeful silence on the past. My father’s
words “let bygones be bygones” reflect the
sentiments of many victims. However,
should we forget the past now that we have
peace? Do truth and justice make a difference
to those who survived the regime?
My answer is a resolute yes. Truth and
justice will not bring back to life those who
died, but there is no true peace without
them. The brutal violence that devastated
Cambodia does not diminish with time; it
requires purposeful action and education
to overcome the horrors that took place,
and commemorating and acknowledging
the suffering of victims is the first step
towards preventing such atrocities from
reoccurring. This is true for both survivors
and the next generation, which is why it is
imperative that youth learn and understand
the truth about Khmer Rouge history
to ensure a stronger citizenry as we
move forward.

I
had been on adventures before – into green
forests and into the deep blue of the ocean
– but this one was different. I was stepping
on a plane for the first time and flying overseas
to get a better education.
Five months earlier, I received a two-year
scholarship from the Lester B Pearson College
of the Pacific, or LBPC-UWC, one of 13 of their
international colleges around the world.
The 18-hour flight was a long one for me, but
the reality was more than that, as I had to stop
in Hong Kong for a couple hours before I could
transfer to my plane to Vancouver, Canada.
The first couple weeks of school felt so
strange. Everything was in English: food,
clothes, chairs and tables … everywhere I
touched, saw, smelled and heard had English
names to it. But since my English was not so
good, I had a hard time living in my college. But
I said never mind and I just followed my
instincts until my English improved. So
I studied so hard for my economics class,
English B class, maths class, philosophy class,
physics class, theory of knowledge class, selftaught
class (literature), wilderness activity, big
brothers and big sisters activity. No only that,
everywhere I went I always carried something
to read. I tried to finish my homework on time.
I also talked to people a lot.
After a couple of months of hard work, my
English improved. Well, it was not just because
of me alone, I also had help from my 200 fellow
students from 100 countries and the other staff
and faculty members. Then the exams popped
up one after another, and I did quite well.
Project week was about a month and a half
before the winter break. The idea of project
week was that every student go out and do
whatever activity they want for a whole week,
so they can improve their leadership skills and
also connect with the real world. I did some
work an organization called VIDEA, which
deals with fair trade issues. On the first day, we
were doing a survey on every coffee shop in
Victoria to ask if they had any concerns on fair
trade issues. The second day was spent making
a presentation to show the students at the University
of Victoria.
The winter break in my first year was really
amazing because we had a big snowstorm just
before Christmas. It was at least 10 years since
Victoria had snow like that. I spent time outside
playing and making snowball fights, I built a
snowman, slid around and enjoyed the view of
the snow, even if it was pretty cold for me.
During the winter break the snow closes
things down, so the students who could not

afford to go home stayed around, which
meant I had to apply for a host family.which
turned out fine since my host family was generous
and friendly. and made the winter quite
enjoyable.
School started again after three weeks after
the break. I felt so refreshed and ready to start
school. The process was the same – classes and
activities – but it was just a bit easier for me. It
went on for a couple for months until we had
another project week and the One-World show.
The One-World show was not much different
from regional day shows, but it was aimed at
the public. So we prepared hard for it and I
joined a dance group from Africa called “Che-
Che”. It was fun being on a stage with more than
2,000 people watching you. After One-World
was another project week, and then school,
preparing for the final exam, and done. That
was it. Time to go home, on May 25, 2009.
A year passed by really fast and before I realised,
I was home again. My friends had a wedding,
so I became an MC again. All the good
memories before going to Canada came back.
Unfortunately, school time arrived again in
August. Time to go back to school.
In Februaryof my second year I was accepted
at the Colleges of Idaho and Westminster College
in the United States. I was so excited to
move on and ready to take my International
Baccalaureate, but later I discover that I had a
medical injury which I had to stay in Canada
for another year to cure.
Summer came and everyone left home
except me, a couple friends and some teachers
who had business left over at the campus. It
was not quite what I expected from Canada
because summer was as hot as Cambodia. Not
only that, the creatures that I had never seen
before in Canada, flies and mosquitoes, was all
there too. Most of the time I spent alone sleeping,
checking out the news online, reading and
so on. But most of all, I joined the Dragon Boat
team from Victoria and I won a bronze medal
during summer.
Life as a third year student was really fun and
easy. I did not have much to do like I used to,
even if I still had load of work to do. I had been
a lot better after a long vacation during the
summer and my health improved. I did not
have to worry about anything at all.
All I have to do now is to study hard and pass
the International Baccalaureate. Six months
had passed since the summer ended, and there
is only a couple months left before summer
comes back again, but for now, I have to let
time pass again and enjoy my moment.

About 32 kilometres outside Phnom
Penh stands a public secondary
school that is one of the small, but
growing, group of governmentrun
schools in the Kingdom connected to the
internet. Thet Visith, a grade 9 student at
Samraong Leu high school in Kandal province,
said he is only able to use the internet
for two hours a week, but he is still grateful
for the free use of online resources. “It is good
to have an internet connection at my school
because I can look for interesting news and
gain new knowledge easily,” he said.
E-learning, as the process of getting knowledge
and skills through digital sources is
called, can bring educational material from
around the world directly to students is places
that are otherwise isolated. In the 21st
century, it is one of the most powerful tools
that a person can have for learning, but in
Cambodia there are millions of students who
go to schools with no internet access at all.
It’s already been 14 years since the first
computer user sent a message over the internet,
to their counterpart in California, but the
reach of the internet is still very limited in the
Kingdom. Due to a lack of electricity, digital
infrastructure and technology education,
students in remote areas of Cambodia struggle
to connect to the internet at all, let alone
use it regularly as an academic resource.
According to data from the Ministry of
Posts and Telecommunications obtained
received earlier this month, the Kingdom had
291,589 internet subscribers out of 14.8 million
people total, just under 2 percent of the
population, not including people who access
the internet through cell phones or other
mobile devices. According to these statistics,
internet penetration in Cambodia is one of
the lowest in the world, and well behind the
average in Asia, 21.5 percent, and the world
average, 28.7 percent.
The students at Samraong Leu secondary
school are able to utilize the internet thanks
to Japanese Asia Pacific Technology, as part
of a Research and Human Development
project. Project manager Tuy Lay Veasna said
they are working with hospitals and high
schools in Kandal province to promote the
use of the internet in education and health
services (E-health). He added that the project
is in its pilot phase, but he hopes to get more
funds to expand the initiative to other remote
areas of the country.
Ean Savy is one of the few public school
teachers in the Kingdom who teaches computer
classes, but she said many of the students
at Samraong Leu secondary school
aren’t benefiting due to a lack of English skills
or familiarity with technology.
“People in remote areas do not know what
a computer is, and some are even afraid of
computers,” said Chea Sok Huor, the project
manager for iReach (Information for Rural
Empowerment and Community Health), a
project with 10 centres in Kep and Prey
Veng provinces, funded by the Canadian
government, which provides the internet
to students and residents in those areas so
they can stay educated. “Bringing the internet
to their areas helps them understand
more and know where they can get the
information they need,” he said.
With the aim of helping children learn
through creative exploration, CAMBODIA
P.R.I.D.E., founded in 2005, is another organization
looking to expand internet access in
Cambodia. The Reaksmy Primary School in
rural Preah Vihear province is their main
focus, and so far they have given more than
300 students regular access to computers
and the world-wide-web.
Despite the stated mission, student explorations
aren’t completely self-guided. “We
don’t allow students to use the internet independently
because there are many things
both positive and negative in the internet
world,” said Svay Pearak, an English teacher
at Cambodia P.R.I.D.E whose students are
learning to learn through the internet.
Once students get to university, the internet
is essential, said Hor Sokpolyne, an
18-year0old sophomore studying at the
Institute of Foreign Languages, but she isn’t

in rural places. “I wonder if the internet
provides better standards of living to people
in remote areas if there is still poor
electricity in some places,” she said.
This is exactly the situation that Pen
Sokun, the director of Damnak Ampil secondary
school in Kandal province, faces in
teaching his students to use technology.
“I have only two computers running on
solar power for more than 300 students. It
is not enough,” he said. Only with more
computers, and more teachers, will he be
able to properly teach technology to the
students at his school.

district, 24-year-old Oum
Chanthorn claimed she was ignored
by the police when she filed a complaint
in a violent case involving her
family. The police regard domestic
violence as a minor case, and she
said the police asked her to solve the
problem within her family members
by herself and told her to wait till the
next day. To this day they have
offered no solution to her.
“If I could solve the problem on
my own, I would not go to ask police
for help,” she said. “Though the
police did not demand money, if we
gave them some they would work
for us immediately.”
She added that it was a common
thing for Cambodia’s police to act
like this when dealing with the grass
roots and poor people.
This is just one of the many
examples to illustrate the ignorance
of Cambodian police in performing
their duties, which goes
against the values of the police
force. The role of the police, as
defined in the UN Blue Book, says
law enforcement officials shall at
all times fulfil the duty imposed on
them by law, by serving the community
and by protecting all persons
against illegal acts, consistent
with the high degree of responsibility
required by their profession;
they shall respect and protect
human dignity and maintain and
uphold the human rights of all persons;
the officials shall not commit
any act of corruption.
It is also stated in the mission of
the Cambodia National Police that
police are to work together to serve
and protect the people with the
police’s values including honesty,
integrity, being fair, transparent,
responsible, within the law, respecting
the different needs of the people,
building relationships with
communities and protecting rights,
equality and human dignity. However,
the police are not sticking with
these rules, which has made people
lose confidence in them.
Sok Sam Oeun, executive director
of Cambodian Defenders Project,
said there were some loopholes
within the policing structure in
Cambodia, and explained that the
lack of policing law, especially a
criminal code, capacity such as
education and training, the lack of
modern materials, scientific investigation
methods and dependence
are the main issues of the ineffective
work of the police.
“We indeed need the law to be
enforced by the police and a scientific
laboratory and skilled doctors
in order to help find evidence such
as finger-prints. It would be a useful
tool in solving cases more efficiently
and efficaciously,” he said, adding
that the police sector lacks funds to
process their work effectively.
“The government must take care
and support the police so they can
perform their functions efficiently.
There should be more funds to the
police department and police salary
increases,” said Sok Sam Oeun
in a document on Police in Democratic
Society in Cambodia.
According to a report by Amnesty
International in March, 2010, a clear
majority of the victims of incidents
were asked to pay bribes to ensure
the investigation went ahead and
the reports adds that the victims
also complained that police
appeared not to take their complaints
seriously, in particular when
there were no financial gains for
them.
One police officer in Pursat province
said the police have no money
to do investigations, so they need
money from the victims of crimes.
“We do not have our own money
to investigate since my salary is not
much,” he said.
However, he added: “We try to
help people as much as we can in
order to make them feel protected
by us.”
Touch Naruth, the Phnom Penh
municipal police chief, said the
police always stick to their duties
and respect people, though there
are some inactive points still occurring,
which cannot satisfy the public.
He admitted that there are still
some things that need to be
improved.
“There is still a lack of neutrality.
We are trying to improve it. We
accept all the people’s complaints
and criticism and we will make
changes,” said Touch Naruth.
The General Commissariat of
National Police under the Ministry
of Interior has been drafting the
police code, which Sok Sam Oeun
said is very important to the police
sector since it can strengthen their
ability, structure, ethics and it will
establish a proper police force in
Cambodia.
As well as this, the GCNP has a fiveyear
strategic plan from 2008 to 2013
for the Cambodian National Police
to strengthen the ability and improve
their effectiveness. It also aims to
enhance the internal police structure
and to establish a police force
with capacity, professionalism, virtue
and ethics which would be loved
and supported by the people.
Sok Sam Oeun said to have a
democratic and effective police
structure, the police have to be neutral,
not under the control of any
political party.
“If the police are not neutral and
cannot perform their duties free
from interference, they will be used
to obstruct democracy and crack
down on the opposition only,” he
said.

fortune and worked relentlessly to

years he has risen from a beginner
to being a level 6 horseback rider, the

would often accuse him of lacking
the motivation to practice and learn
how to ride horses expertly, but he
never got angry with them because
he knew they just wanted his to be

that it was really hard not to make

once we have learned to ride horses
it can still be really hard,” said the
grade 9th student at Chea Sim
Samaky high school. “That’s why we
have to learn to control them.”
Psychological issues were not the
only problem that Lon Sopheaktra
had to overcome over the past two
years; he recalls one time in particular
when he fell off a new horse and
broke his arm upon hitting the
ground. He said he knew how to ride
horses, but the new horse at the stable,
recently brought from Siem
Riep, became so excited that even
the trainers couldn’t control it.
Lon Sopheaktra began riding only
on Fridays, but his trainers told him
that he would need to practice more
often if he wanted to be competitive
in equestrian events, so he started
to practice on Saturday and Sunday
as well. It was this determination
and effort that ultimately earned the
15-year-old an invitation to join two
competitions in Thailand, including
X-mas Jumping last December, in
which 9 countries participated.

He said the abilities of the riders
was not extraordinary, but that the
horse that contestants ride makes
the biggest difference. “Thai equestrians
were better than us and contestants
from other countries since
they knew their horse, bought them
and fed them every day,” he said.
During the competition in Thailand
Lon Sopheaktra made a few
small mistakes that ended up preventing
him from winning, but he
still took home 2nd place. He said he
felt so proud to have the chance to
learn to ride horses and go abroad
to join competitions like football
players and other athletes.
During the Norodom Sihanouk du
Cambodge Championship, held at
CCC last week, we was awarded second
place in the top level competition
called the Grand Prix.
He said that he hopes to continue
to represent Cambodia in international
events and build up his reputation
in competitions in the country.
Eventually, he hopes to improve
his English and become a horse
trainer.

Comic
Sometimes it is hard to imagine the scene in the novel you are
reading if you only have letters to go aide you, isn’t it? it’s especially
true for me with fiction or mystery stories, but i found a way
to be sure i understand every detail of the story, switch to comic
books. The experience will be more relaxing and enjoyable because
while you read you will also be enthralled by the images of the
protagonist and the evildoers he must face. There are thousands
of different comics, so choose one that you like and make reading
exciting again. Personally, i like “Death Note”, a Japanese comic
with investigative stories, check it out if your not sure where to
start in the world of comic book heroes.
