ally <strong>of</strong> <strong>the</strong>n Chancellor Gordon Brown. 155 The appointment <strong>of</strong> former Tony Blair advisor Edward<br />

Richards as chief executive <strong>of</strong> <strong>the</strong> Ofcom Board in 2006 was also heavily criticised in <strong>the</strong> UK press.<br />
