SEES GOVT FROM DIFFERENT ANGLE NOW
Dealing with 479 gov'ts
not too easy for officer
By Don Lobb
Joan Stevens sat for six years as a Campbell
River alderman and six years as a member of the
Comox-Strathcona Regional District board, railing
against the ministry of municipal affairs.
Thursday afternoon in Williams Lake, the
tables were turned and Stevens had the job of
defending and explaining the ministry to regional
directors and alternates at a day-long seminar in
the board room of the Cariboo Regional District.
Stevens is now education and information officer
for the ministry and she says she can
describe the status of local government by stating
"local government is a creature of the
province."
"The basic role of local government has remained
fairly stable, but provincial legislation
defining that role has changed significantly,"
Stevens said.
"When there were only a few villages incorporated,
each was established under-a special act,
but the consolidations over the years has brought
all municipalities and regional districts under the
Municipal Act."
There is one notable exception. Vancouver was
established by charter and does not fall into the
same category as other communities.
Stevens said that the major complaints in the
ministry relates to the amount of time it takes to
funnel papers through the various stages of ap"proval.
"We deal with 52 villages, 12 towns, 35 cities,
43 district municipalities, 28 regional districts
and 309 improvement districts.
"That total of 479 governments creates a
tremendous volume of applications and requests
to the ministry for decisions and assistance, but
because we are one of the smallest ministries with
just 100 people, it must be obvious that problems
will occur."
Stevens said one of the major undertakings of
the ministry this year is the production of a new
municipal act, with an index to assist users in finding
the sections they need.
She referred to the frustrations of looking for
particular guidance in the act, but-being unable
to find it, then finding it and discovering it does
not provide what is wanted.
"One of the things you will find that it does
specifically define is your authority and jurisdiction
and it will offer direction for the formation
of policy," she added.
The department of municipal affairs was not
After flipping through the pages of a
friend's photo album I discovered a pattern
that most camera buffs seem to take.
Everyone photographed knew they were
the subjects and they decided to either act
up for the photographer or present a look
that's anything but natural.
These pictures are okay, but not great.
Taking the picture of an unsuspecting subject
usually results in a more natural and
interesting photo. This method is called
candid photography, which means 'frankly
truthful or unpo-sed.
There are two sure-fire ways of creating
a candid shot. One method is too take someone's
picture without any warning, or
you can provoke your subject for a reaction.
Pictures taken while the photographer is
'unobserved' may be taken anywhere, as
long as you have someone too shoot. If a
person is absorbed in some kind of work or
play, capturing a good candid shot is simple.
The best setting for a candid shot is a
place such as a supermarket or outdoor
garage sale where there are usually lots of
people normally too busy to notice a
camera in the crowd.
For the photographer it provides many
subjects. If you are taking pictures on the
street and someone notices you, let them
get use to the camera. People will eventually
get back to their work and you can then
get back to snapping pictures.
Speed is important for shooting candid
shots. Not the shutter speed necessarily but
the ability to focus and frame your subject
quickly. Time lost here can mean a lost picture.
established until 1934, became the ministry of
municipal affairs and housing in 1976 and to its
present form in 1979.
Housing went to lands, parks and housing,
and later, the Urban Transit Authority, was
taken from the ministry into education by Bill
Vander Zalm and renamed B.C. Transit.
Stevens detailed the areas for which the
ministry is responsible, with John Taylor as
deputy minister under Jack Heinrich, directing
the administration.
Inspector of municipalities Chris Woodward
monitors and advises local government on maintaining
financial integrity and gives the final approval
on all long term borrowing by local
government.
Tom Moore, assistant deputy minister is
responsible for the administrative and financial
services of the ministry and is Woodward's deputy
as well.
The administrative services branch under John
Callan, reviews municipal bylaws for substance
and form and prepares recommendations for approval.
Callan also deals with boundary extensions,
regional district functions and improvement
districts and provides advisory services to local
and regional governments.
Hector Tophsam reviews and analyzes borrowing
bylaws, utility rate bylaws, annual financial
statements and prepares the statistical data.
Gary Harkness is the assistant deputy minister
responsible for planning and development and
oversees the preparation of settlement plan land
use legislation and development controls.
Stevens said the ministry has a technical services
branch, building standards branch, an
engineering branch and policy and research
branch.
Municipal Affairs administers a number of
acts in addition to the municipal act, including
the revenue sharing act, municipal finance
authority act, home owner grant act. Lands
Trust act, rnobile home tax act, municipalities
enabling and validating act, local services act and
the municipal expenditure restraint act.
Stevens said the ministry was aware that dealing
with the various departments could create
high frustration levels, but she also said that
because the ministry provides direct funding and
technical support to municipalities and regional
districts, they have to be thorough.
Cameras equipped with automatic focusing
helps, but it is best to be familiar with
your camera and avoid any unnecessary
delay. Different types of lenses will help
out in different situations.
A telephoto lens will allow you to fill the
frame without getting too close to your
subject. . However, if possible, pictures
taken with a normal or wide angle lens are
more realistic and detailed, but you have to
be closer to your subject.
You can sometimes take a person's picture
by not pointing the camera at him until
the last second or by just including him in
the corner of the frame. People tend not to
react when the camera isn't pointing directly
at them.
Once the subject and equipment is on
hand it is the results of the photographer
that will have the final say in the product.
Keep people's feelings and moods in mind
and if you are noticed or know the person it
would be a nice gesture to offer them a
copy of your final shot.
If you have any questions about
cameras, how to use them, why they don't
work or any other photo related wonders,
