A large A-frame
multi-purpose building
and a cluster of smaller
log buildings in a rustic
setting about 56
kilometres west of
Quesnei is the site of
the Native Bible Centre.
Sponsored by the Artie
Missions the school
began in 1971 as a high
school and location for
some Bible courses.
High school education
was discontinued in
1978 and plans were
made to place more emphasis
on Bible study.
Short courses, many
of them two weeks,
enabled students to attend.
At present there
are only four students
studying in the first
small building. They
have been at the centre
since last fall and will
complete their course in
June.
Administrator Ken
Beichler is preparing a
curriculum for a new
course which will begin
shortly. A course just
completed had II
students enrolled.
There have been as
many as 28 students
from Alberta and B.C.
enrolled at one time.
The interdenominational
Native Bible
Centre's missionary
philosophy and goal is
to have native churches
totally run, governed
and supported by
native people.
"But native leaders
must be trained," says
Beichler.
Throughout Alberta
and B.C. there are a
dozen different missionary
couples who
are at different stages
of planning. The majority
of students come
from these churches.
The centre is funded
by a number of in
dividuals and churches
in Canada and the U.S.
The centre receives no
government funding.
"Most of the
students quit their jobs
to attend and usually
they are supported by
their church. They
assume leadership in
their own churches."
The main A-frame
building doubles as a
chapel and dining room
with classrooms,
library, gym and office,
washrooms and laundry
facilities.
The unique design
was worked on for
several years by Jim
Carlson, who resides
on a reserve west of
Williiams Lake. It took
about 1 Vi years to complete.
On the 160 acres, the
Who'll speak up
for the teachers?
All's quiet on the western front.
Education minister 6111 Blather
Slam is holidaying in Hawaii.
Cards on the table? My brother,
cine brother-in law, and two sistersin-law
are teachers. I have three 11year-olds
m the school system.
That's it. Upfront. They haven't
been harping at me and I haven't
been prodding at them, but in the
short 21 weeks Mr. Vander Zabn has
held the post, they've been on my
mind, as have the province's 30,000
teachers aiid 500,000 students.
Regardless whether we do or do
not have youngsters in the public
school system, we are affected by it.
Our taxes support it and our society
is fuelled by its product — the students
who pass throughit.
In the sense that we pay for the
system and draw from it, we are
consumers of it, but passive consumers,
all too often.
This week, there was yet another
evenuig meeting at our school — yet
another night when several teachers,
and our principal, met with parents.
These get-togethers are not
infrequent. They take unpaid hours
of teachers' time, and often.
Just before Christmas, our girls
— who are joiners — attended choir
practice or basketball practice or
some other extracurricular activity
at the ungodly early morning hour of
7:20. Driving them to school in my
bathrobe and slippers, 1 noticed,
through the classroom windows, a
number of teachers already at work.
It's also not unusual that the
teacher assigned to patrol the school
grounds, supervising children at
play, holds a small youngster on
each hand. The look of rapture in the
youngsters' eyes as the teacher
talks softly to them and strolls with
them, is somethmg unforgettable.
An aging population, perhaps less
tolerant now that their own children
have left the school system, is ever
more vocal about the level of taxpayer
funding for schools > Seizing on
those cries, Mr. Vander Zalm is
very much a Man bf the People, governing
by media and trial balloon.
In his brief tenure as education
ramister, Mr. Vander Zalm has garnered
more headlines and more
news comment than anyone ui the
provincial government save the
premier, who is only marginally
Reprinted with the permission of Nicole Parton
and the Vancouver Sun by the B.C. Teachers' Federation.
ahead. In that short time, Mr. Vand^
er Zalm has told teachers that budg-ets
would be slashed ($60 million last
faU; a further $45 to $50 miUion this
year), that teachers and aides would
be dismissed, and that schools
would be closed ... this when B.C.
projects 50,000 "echo'' baby booni
births in 1983.
We consumers were largely silent:
when the ridiculous call was raisedfor
an extra 12 mmutes and 48 sec-onds
of daily teachuig time, forcing:
teachers to work the equivalent of:
five unpaid days m the school year,v
despite the many unpaid hours most^
already contribute each week for^
extracurricular activities, student'
counsellmg, and meetmgs with par-;
ents. :
We were largely silent when this^
swaggering minister, so confident of:
his own superior abilities, offered tof
teach a class himself ... the impU-:
cation again being that he would dO:
the job better and more efficiently^^
than our present educators.
fr
At a time when the system is high-:
ly integrated with new Canadians:
from many countries, we werelargely
silent when Mr. Vander:
Zalm called for mandatory^ Bible
readings in B.C. classrooms,*tram-:
pling the rights of those students of
other faiths. :
And most of us kept quiet when:
Mr. Vander Zalm floated the idea of:
province-wide exams, perhaps for-z
gettmg the reason why such exams:
were dropped ui the first place—be-"
cause they put undue emphasis on aB
student's performance m a concen-t
trated period that, for any numbers
of reasons, may unfairly reflect that5
student's knowledge of the subject. =
Given the reality of shrmkuig dol-H
lars, a leaner, tighter school system:!
is essential. In difficult times, budg-^:
et cuts are unavoidable. But I do feelit
needs to be said, in simple and
plain language, that our teachers
are domg a good job, and that we appreciate
their efforts.
When the mmister returns from
his Hawaiian sojourn, the headlinegrabbing
will no doubt start again,
further demorahzuig our teachers.:
Who will speak out m support of
them and our children, that most
valuable resource they nurture?
SEES GOVT FROM DIFFERENT ANGLE NOW
Dealing with 479 gov'ts
not too easy for officer
By Don Lobb
Joan Stevens sat for six years as a Campbell
River alderman and six years as a member of the
Comox-Strathcona Regional District board, railing
against the ministry of municipal affairs.
Thursday afternoon in Williams Lake, the
tables were turned and Stevens had the job of
defending and explaining the ministry to regional
directors and alternates at a day-long seminar in
the board room of the Cariboo Regional District.
Stevens is now education and information officer
for the ministry and she says she can
describe the status of local government by stating
"local government is a creature of the
province."
"The basic role of local government has remained
fairly stable, but provincial legislation
defining that role has changed significantly,"
Stevens said.
"When there were only a few villages incorporated,
each was established under-a special act,
but the consolidations over the years has brought
all municipalities and regional districts under the
Municipal Act."
There is one notable exception. Vancouver was
established by charter and does not fall into the
same category as other communities.
Stevens said that the major complaints in the
ministry relates to the amount of time it takes to
funnel papers through the various stages of ap"proval.
"We deal with 52 villages, 12 towns, 35 cities,
43 district municipalities, 28 regional districts
and 309 improvement districts.
"That total of 479 governments creates a
tremendous volume of applications and requests
to the ministry for decisions and assistance, but
because we are one of the smallest ministries with
just 100 people, it must be obvious that problems
will occur."
Stevens said one of the major undertakings of
the ministry this year is the production of a new
municipal act, with an index to assist users in finding
the sections they need.
She referred to the frustrations of looking for
particular guidance in the act, but-being unable
to find it, then finding it and discovering it does
not provide what is wanted.
"One of the things you will find that it does
specifically define is your authority and jurisdiction
and it will offer direction for the formation
of policy," she added.
The department of municipal affairs was not
After flipping through the pages of a
friend's photo album I discovered a pattern
that most camera buffs seem to take.
Everyone photographed knew they were
the subjects and they decided to either act
up for the photographer or present a look
that's anything but natural.
These pictures are okay, but not great.
Taking the picture of an unsuspecting subject
usually results in a more natural and
interesting photo. This method is called
candid photography, which means 'frankly
truthful or unpo-sed.
There are two sure-fire ways of creating
a candid shot. One method is too take someone's
picture without any warning, or
you can provoke your subject for a reaction.
Pictures taken while the photographer is
'unobserved' may be taken anywhere, as
long as you have someone too shoot. If a
person is absorbed in some kind of work or
play, capturing a good candid shot is simple.
The best setting for a candid shot is a
place such as a supermarket or outdoor
garage sale where there are usually lots of
people normally too busy to notice a
camera in the crowd.
For the photographer it provides many
subjects. If you are taking pictures on the
street and someone notices you, let them
get use to the camera. People will eventually
get back to their work and you can then
get back to snapping pictures.
Speed is important for shooting candid
shots. Not the shutter speed necessarily but
the ability to focus and frame your subject
quickly. Time lost here can mean a lost picture.
established until 1934, became the ministry of
municipal affairs and housing in 1976 and to its
present form in 1979.
Housing went to lands, parks and housing,
and later, the Urban Transit Authority, was
taken from the ministry into education by Bill
Vander Zalm and renamed B.C. Transit.
Stevens detailed the areas for which the
ministry is responsible, with John Taylor as
deputy minister under Jack Heinrich, directing
the administration.
Inspector of municipalities Chris Woodward
monitors and advises local government on maintaining
financial integrity and gives the final approval
on all long term borrowing by local
government.
Tom Moore, assistant deputy minister is
responsible for the administrative and financial
services of the ministry and is Woodward's deputy
as well.
The administrative services branch under John
Callan, reviews municipal bylaws for substance
and form and prepares recommendations for approval.
Callan also deals with boundary extensions,
regional district functions and improvement
districts and provides advisory services to local
and regional governments.
Hector Tophsam reviews and analyzes borrowing
bylaws, utility rate bylaws, annual financial
statements and prepares the statistical data.
Gary Harkness is the assistant deputy minister
responsible for planning and development and
oversees the preparation of settlement plan land
use legislation and development controls.
Stevens said the ministry has a technical services
branch, building standards branch, an
engineering branch and policy and research
branch.
Municipal Affairs administers a number of
acts in addition to the municipal act, including
the revenue sharing act, municipal finance
authority act, home owner grant act. Lands
Trust act, rnobile home tax act, municipalities
enabling and validating act, local services act and
the municipal expenditure restraint act.
Stevens said the ministry was aware that dealing
Cameras equipped with automatic focusing
helps, but it is best to be familiar with
your camera and avoid any unnecessary
delay. Different types of lenses will help
out in different situations.
A telephoto lens will allow you to fill the
frame without getting too close to your
subject. . However, if possible, pictures
taken with a normal or wide angle lens are
more realistic and detailed, but you have to
be closer to your subject.
You can sometimes take a person's picture
by not pointing the camera at him until
the last second or by just including him in
the corner of the frame. People tend not to
react when the camera isn't pointing directly
at them.
Once the subject and equipment is on
hand it is the results of the photographer
that will have the final say in the product.
Keep people's feelings and moods in mind
and if you are noticed or know the person it
would be a nice gesture to offer them a
copy of your final shot.
If you have any questions about
cameras, how to use them, why they don't
work or any other photo related wonders,
Akin to winning the Triple Crown of
American thoroughbred horse racing —
the Kentucky Derby, the Preekness and the
Belmont Stakes — the Maple Drive Raider
boys basketball team find themselves in a
distinguished yet disturbing position.
Saturday night they finished a longrunning
rivalry between themselves and
Anne Stevenson of Williams Lake by not
only winning their own invitational tournament
but also taking the northern zone
berth to the provincial playoffs.
While that may seem natural for a
powerhouse team under the guidance of a
former collegiate assistant basketball
coach, it presents some interesting problems.
This will be the third year in a row the
Raiders have gone to the provincials, and
the second that they have won the northern
zone championship. You might recall two
years ago they lost to Duchess Park of
Prince George by one point in a explosive
two-berth playoff.
But this year, coach Dave Kroschinsky
faces a different kind of opposition.
With three weeks to go before the mid-
March playoffs in Richmond, Kroschinsky
admits he will be hard pressed to find a
team willing to give his Raiders the muchneeded
practice in an exhibition game.
Looking at it from his point of view —
and the view of other area basketball
coaches — he may have a tough time arranging
a couple of extra games, as the
recessionary period all schools find
themselves in preclude a lot of unwarranted
travelling.
With the folding of the Quesnel Secondary
Spartans following their dismal sixthplace
finish at Correlieu's recent invitational,
Kroschinsky has lost the only really
local competition he could practice with.
That means if the Raiders are to loosen
any muscles, it will either have to be against
the senior Correlieu Clansmen or a Prince
George team willing to host an impromtu
match.
But as Kroschinsky said Saturday night,
he doesn't think the Clansmen can really
help, apart from the fact they will be tied
up in their own efforts to make the large
school poll provincial playoffs, and the
cost of travelling to Prince George cannot
be shaken off lightly.
So in the end, his Raiders may have to be
content with practice sessions in their own
gym, and just hoping for the best.
It is unfortunate that they have been
caught in such an unwanted position.
Now, if anyone has a spare basketball
team in his or her baCk pocket, would you
please step forward?
Quesnel Curling Rink was the centre of activi
ty this weekend for Westcoast Transmission and
its employees and affiliated companies as 40
rinks from around the province vied for the top
spot in the five-event draw.
When the smoke cleared Saturday night, Jim
Woodruff's foursome had scored an impressive
10-8 victory over Ed Brown in the 'A' event,
coming from behind in the last end with three
rocks counting.
It was Brent Miller's weekend to win the 'B'
event, it seemed, as he forced Dewey Lund to
quit in the ninth end faced with a 12-7 deficit.
Miller defeated Jim McKinnon and Mel
Schallock in the quarter and eighth finals respectively.
If Miller's win over Lund was decisive, so was
George Cowger's defeat of Quesnel's Ray
Mastalier, taking the 'C event 9-4 in nine ends of
play.
Darrel Wark went the full 10 ends with Pat
Woitas, but in the end, it was Woitas who took
the 'D' event with a 9-4 score.
A separate 'L' event for losers of the eights in
the 'A' event was won by Doug Bowyer's foursome,
who downed Mel Schallock for the title.
Next week the Westcoast Ladies' provincewide
bonspiel will be held in Quesnel, with an
estimated 24 rinks taking part in the three-day
competition.
Financial assistance from the provincial
government may be available to the Cariboo Ski
Touring Club of Quesnel for out-of-pocket expenses
incurred when cleaning and setting local
cross-country ski trails.
The offer of assistance came as a result of a
story printed in the January 18, 1983 issue of The
Observer indicating the club was paying for
maintainance of trails that the public on the
whole was using.
Dennis Moffat, an outdoor recreation director
with the Ministry of Lands, Parks and Housing
in Victoria contacted the club and indicated
money was available covering extra expenses incurred
for the maintainance of the trails, club
member Arie van Donkelaar said Saturday.
Offered under a 'support for volunteer work
on crown land,' a maximum of $2,000 would be
available for such expenses as gas and parts for
the equipment and vehicles.
van Donkelaar indicated he will submit a twopronged
proposal to the ministry for a summer
maintainance and clearing program and winter
track-setting guideline.
The local club currently has a separate bid being
considered by the ministry for setting trails in
10 Mile Lake Provincial Park.
Taking advantage of their opponents' weak
front line. Red Bluff Inn posted a 4-2 victory
over Brahma's in the first game of a best-of-three
With Tim Kirkham and Barry Mueller sitting
out match penalties for regular-season infractions,
Inn wore down Brahma's resistance and
scored two third period goals to double up on the
luckless Brahma's.
Netminder Gerry Dyck conspired with his Innmen
to frustrate their opponents, shutting them
out for the whole game save for one minute in
the second period, when he let in two markers
from Dick Andre and Gary Gronskie.
Gord Kimmie started the ball rolling with a
Late in the third period Tom Connatty sealed
his team's win with a shot passed from Kimmie
that goalie Terry Kirkham did not see.
Second game of a series between first-place B
