setting about 56<br />

kilometres west of<br />

Quesnei is <strong>the</strong> site of<br />

<strong>the</strong> Native Bible Centre.<br />

Sponsored by <strong>the</strong> Artie<br />

Missions <strong>the</strong> school<br />

began in 1971 as a high<br />

school and location for<br />

some Bible courses.<br />

High school education<br />

was discontinued in<br />

1978 and plans were<br />

made to place more emphasis<br />

on Bible study.<br />

Short courses, many<br />

of <strong>the</strong>m two weeks,<br />

enabled students to attend.<br />

At present <strong>the</strong>re<br />

are only four students<br />

studying in <strong>the</strong> first<br />

small building. They<br />

have been at <strong>the</strong> centre<br />

since last fall and will<br />

complete <strong>the</strong>ir course in<br />

June.<br />

Native Bible<br />

Centre's missionary<br />

philosophy and goal is<br />

to have native churches<br />

totally run, governed<br />

and supported by<br />

native people.<br />

"But native leaders<br />

must be trained," says<br />

Beichler.<br />

Throughout Alberta<br />

and B.C. <strong>the</strong>re are a<br />

dozen different missionary<br />

couples who<br />

are at different stages<br />

of planning. The majority<br />

of students come<br />

from <strong>the</strong>se churches.<br />

The centre is funded<br />

by a number of in­<br />

dividuals and churches<br />

in Canada and <strong>the</strong> U.S.<br />

The centre receives no<br />

government funding.<br />

"Most of <strong>the</strong><br />

students quit <strong>the</strong>ir jobs<br />

to attend and usually<br />

<strong>the</strong>y are supported by<br />

<strong>the</strong>ir church. They<br />

assume leadership in<br />

<strong>the</strong>ir own churches."<br />

The main A-frame<br />

building doubles as a<br />

chapel and dining room<br />

with classrooms,<br />

library, gym and office,<br />

washrooms and laundry<br />

facilities.<br />

The unique design<br />

was worked on for<br />

several years by Jim<br />

Carlson, who resides<br />

on a reserve west of<br />

Williiams Lake. It took<br />

about 1 Vi years to complete.<br />

On <strong>the</strong> 160 acres, <strong>the</strong><br />

school is on one side of<br />

Baker Creek and homes<br />

for <strong>the</strong> staff are on <strong>the</strong><br />

o<strong>the</strong>r.<br />

The name has been<br />

changed from <strong>the</strong><br />

Native Institute of<br />

Canada to Native Bible<br />

Centre as'<strong>the</strong>re is more<br />

emphasis on Bible<br />

pioneers who lived in<br />

<strong>the</strong> Burns Lake area<br />

prior to and including<br />

Who'll speak up<br />

for <strong>the</strong> teachers?<br />

All's quiet on <strong>the</strong> western front.<br />

Slam is holidaying in Hawaii.<br />

Cards on <strong>the</strong> table? My bro<strong>the</strong>r,<br />

cine bro<strong>the</strong>r-in law, and two sistersin-law<br />

are teachers. I have three 11year-olds<br />

m <strong>the</strong> school system.<br />

That's it. Upfront. They haven't<br />

been harping at me and I haven't<br />

been prodding at <strong>the</strong>m, but in <strong>the</strong><br />

short 21 weeks Mr. Vander Zabn has<br />

held <strong>the</strong> post, <strong>the</strong>y've been on my<br />

mind, as have <strong>the</strong> province's 30,000<br />

teachers aiid 500,000 students.<br />

Regardless whe<strong>the</strong>r we do or do<br />

not have youngsters in <strong>the</strong> public<br />

school system, we are affected by it.<br />

Our taxes support it and our society<br />

is fuelled by its product — <strong>the</strong> students<br />

who pass throughit.<br />

In <strong>the</strong> sense that we pay for <strong>the</strong><br />

system and draw from it, we are<br />

consumers of it, but passive consumers,<br />

all too often.<br />

This week, <strong>the</strong>re was yet ano<strong>the</strong>r<br />

evenuig meeting at our school — yet<br />

ano<strong>the</strong>r night when several teachers,<br />

and our principal, met with parents.<br />

These get-toge<strong>the</strong>rs are not<br />

infrequent. They take unpaid hours<br />

of teachers' time, and often.<br />

Just before Christmas, our girls<br />

— who are joiners — attended choir<br />

practice or basketball practice or<br />

some o<strong>the</strong>r extracurricular activity<br />

at <strong>the</strong> ungodly early morning hour of<br />

7:20. Driving <strong>the</strong>m to school in my<br />

bathrobe and slippers, 1 noticed,<br />

through <strong>the</strong> classroom windows, a<br />

number of teachers already at work.<br />

It's also not unusual that <strong>the</strong><br />

teacher assigned to patrol <strong>the</strong> school<br />

grounds, supervising children at<br />

play, holds a small youngster on<br />

each hand. The look of rapture in <strong>the</strong><br />

youngsters' eyes as <strong>the</strong> teacher<br />

talks softly to <strong>the</strong>m and strolls with<br />

<strong>the</strong>m, is somethmg unforgettable.<br />

An aging population, perhaps less<br />

tolerant now that <strong>the</strong>ir own children<br />

have left <strong>the</strong> school system, is ever<br />

more vocal about <strong>the</strong> level of taxpayer<br />

funding for schools > Seizing on<br />

those cries, Mr. Vander Zalm is<br />

very much a Man bf <strong>the</strong> People, governing<br />

by media and trial balloon.<br />

In his brief tenure as education<br />

ramister, Mr. Vander Zalm has garnered<br />

more headlines and more<br />

news comment than anyone ui <strong>the</strong><br />

provincial government save <strong>the</strong><br />

premier, who is only marginally<br />

ahead. In that short time, Mr. Vand^<br />

er Zalm has told teachers that budg-ets<br />

would be slashed ($60 million last<br />

faU; a fur<strong>the</strong>r $45 to $50 miUion this<br />

year), that teachers and aides would<br />

be dismissed, and that schools<br />

would be closed ... this when B.C.<br />

projects 50,000 "echo'' baby booni<br />

births in 1983.<br />

We consumers were largely silent:<br />

when <strong>the</strong> ridiculous call was raisedfor<br />

an extra 12 mmutes and 48 sec-onds<br />

of daily teachuig time, forcing:<br />

teachers to work <strong>the</strong> equivalent of:<br />

five unpaid days m <strong>the</strong> school year,v<br />

despite <strong>the</strong> many unpaid hours most^<br />

already contribute each week for^<br />

extracurricular activities, student'<br />

counsellmg, and meetmgs with par-;<br />

ents. :<br />

We were largely silent when this^<br />

swaggering minister, so confident of:<br />

his own superior abilities, offered tof<br />

teach a class himself ... <strong>the</strong> impU-:<br />

cation again being that he would dO:<br />

<strong>the</strong> job better and more efficiently^^<br />

than our present educators.<br />

At a time when <strong>the</strong> system is high-:<br />

ly integrated with new Canadians:<br />

from many countries, we werelargely<br />

silent when Mr. Vander:<br />

Zalm called for mandatory^ Bible<br />

readings in B.C. classrooms,*tram-:<br />

pling <strong>the</strong> rights of those students of<br />

o<strong>the</strong>r faiths. :<br />

And most of us kept quiet when:<br />

Mr. Vander Zalm floated <strong>the</strong> idea of:<br />

province-wide exams, perhaps for-z<br />

gettmg <strong>the</strong> reason why such exams:<br />

were dropped ui <strong>the</strong> first place—be-"<br />

cause <strong>the</strong>y put undue emphasis on aB<br />

student's performance m a concen-t<br />

trated period that, for any numbers<br />

of reasons, may unfairly reflect that5<br />

student's knowledge of <strong>the</strong> subject. =<br />

Given <strong>the</strong> reality of shrmkuig dol-H<br />

lars, a leaner, tighter school system:!<br />

is essential. In difficult times, budg-^:<br />

et cuts are unavoidable. But I do feelit<br />

needs to be said, in simple and<br />

plain language, that our teachers<br />

are domg a good job, and that we appreciate<br />

<strong>the</strong>ir efforts.<br />

When <strong>the</strong> mmister returns from<br />

his Hawaiian sojourn, <strong>the</strong> headlinegrabbing<br />

will no doubt start again,<br />

fur<strong>the</strong>r demorahzuig our teachers.:<br />

Who will speak out m support of<br />

<strong>the</strong>m and our children, that most<br />

valuable resource <strong>the</strong>y nurture?<br />

Dealing with 479 gov'ts<br />

not too easy for officer<br />

Joan Stevens sat for six years as a Campbell<br />

River alderman and six years as a member of <strong>the</strong><br />

Comox-Strathcona Regional <strong>District</strong> board, railing<br />

against <strong>the</strong> ministry of municipal affairs.<br />

Thursday afternoon in Williams Lake, <strong>the</strong><br />

tables were turned and Stevens had <strong>the</strong> job of<br />

defending and explaining <strong>the</strong> ministry to regional<br />

directors and alternates at a day-long seminar in<br />

<strong>the</strong> board room of <strong>the</strong> <strong>Cariboo</strong> Regional <strong>District</strong>.<br />

Stevens is now education and information officer<br />

for <strong>the</strong> ministry and she says she can<br />

describe <strong>the</strong> status of local government by stating<br />

"local government is a creature of <strong>the</strong><br />

province."<br />

"The basic role of local government has remained<br />

fairly stable, but provincial legislation<br />

defining that role has changed significantly,"<br />

Stevens said.<br />

"When <strong>the</strong>re were only a few villages incorporated,<br />

each was established under-a special act,<br />

but <strong>the</strong> consolidations over <strong>the</strong> years has brought<br />

all municipalities and regional districts under <strong>the</strong><br />

Municipal Act."<br />

There is one notable exception. Vancouver was<br />

established by charter and does not fall into <strong>the</strong><br />

same category as o<strong>the</strong>r communities.<br />

Stevens said that <strong>the</strong> major complaints in <strong>the</strong><br />

ministry relates to <strong>the</strong> amount of time it takes to<br />

funnel papers through <strong>the</strong> various stages of ap"proval.<br />

"We deal with 52 villages, 12 towns, 35 cities,<br />

43 district municipalities, 28 regional districts<br />

and 309 improvement districts.<br />

"That total of 479 governments creates a<br />

tremendous volume of applications and requests<br />

to <strong>the</strong> ministry for decisions and assistance, but<br />

because we are one of <strong>the</strong> smallest ministries with<br />

just 100 people, it must be obvious that problems<br />

will occur."<br />

Stevens said one of <strong>the</strong> major undertakings of<br />

<strong>the</strong> ministry this year is <strong>the</strong> production of a new<br />

municipal act, with an index to assist users in finding<br />

<strong>the</strong> sections <strong>the</strong>y need.<br />

She referred to <strong>the</strong> frustrations of looking for<br />

particular guidance in <strong>the</strong> act, but-being unable<br />

to find it, <strong>the</strong>n finding it and discovering it does<br />

not provide what is wanted.<br />

"One of <strong>the</strong> things you will find that it does<br />

specifically define is your authority and jurisdiction<br />

and it will offer direction for <strong>the</strong> formation<br />

of policy," she added.<br />

The department of municipal affairs was not<br />

After flipping through <strong>the</strong> pages of a<br />

friend's photo album I discovered a pattern<br />

that most camera buffs seem to take.<br />

Everyone photographed knew <strong>the</strong>y were<br />

<strong>the</strong> subjects and <strong>the</strong>y decided to ei<strong>the</strong>r act<br />

up for <strong>the</strong> photographer or present a look<br />

that's anything but natural.<br />

These pictures are okay, but not great.<br />

Taking <strong>the</strong> picture of an unsuspecting subject<br />

usually results in a more natural and<br />

interesting photo. This method is called<br />

candid photography, which means 'frankly<br />

truthful or unpo-sed.<br />

There are two sure-fire ways of creating<br />

a candid shot. One method is too take someone's<br />

picture without any warning, or<br />

you can provoke your subject for a reaction.<br />

Pictures taken while <strong>the</strong> photographer is<br />

'unobserved' may be taken anywhere, as<br />

long as you have someone too shoot. If a<br />

person is absorbed in some kind of work or<br />

play, capturing a good candid shot is simple.<br />

The best setting for a candid shot is a<br />

place such as a supermarket or outdoor<br />

garage sale where <strong>the</strong>re are usually lots of<br />

people normally too busy to notice a<br />

camera in <strong>the</strong> crowd.<br />

For <strong>the</strong> photographer it provides many<br />

subjects. If you are taking pictures on <strong>the</strong><br />

street and someone notices you, let <strong>the</strong>m<br />

get use to <strong>the</strong> camera. People will eventually<br />

get back to <strong>the</strong>ir work and you can <strong>the</strong>n<br />

get back to snapping pictures.<br />

Speed is important for shooting candid<br />

shots. Not <strong>the</strong> shutter speed necessarily but<br />

<strong>the</strong> ability to focus and frame your subject<br />

quickly. Time lost here can mean a lost picture.<br />

established until 1934, became <strong>the</strong> ministry of<br />

Inspector of municipalities Chris Woodward<br />

monitors and advises local government on maintaining<br />

financial integrity and gives <strong>the</strong> final approval<br />

on all long term borrowing by local<br />

government.<br />

Tom Moore, assistant deputy minister is<br />

responsible for <strong>the</strong> administrative and financial<br />

services of <strong>the</strong> ministry and is Woodward's deputy<br />

as well.<br />

The administrative services branch under John<br />

Callan, reviews municipal bylaws for substance<br />

and form and prepares recommendations for approval.<br />

Callan also deals with boundary extensions,<br />

regional district functions and improvement<br />

districts and provides advisory services to local<br />

and regional governments.<br />

Hector Tophsam reviews and analyzes borrowing<br />

bylaws, utility rate bylaws, annual financial<br />

statements and prepares <strong>the</strong> statistical data.<br />

Gary Harkness is <strong>the</strong> assistant deputy minister<br />

responsible for planning and development and<br />

oversees <strong>the</strong> preparation of settlement plan land<br />

use legislation and development controls.<br />

Stevens said <strong>the</strong> ministry has a technical services<br />

branch, building standards branch, an<br />

engineering branch and policy and research<br />

branch.<br />

Municipal Affairs administers a number of<br />

acts in addition to <strong>the</strong> municipal act, including<br />

<strong>the</strong> revenue sharing act, municipal finance<br />

authority act, home owner grant act. Lands<br />

Trust act, rnobile home tax act, municipalities<br />

enabling and validating act, local services act and<br />

<strong>the</strong> municipal expenditure restraint act.<br />

Stevens said <strong>the</strong> ministry was aware that dealing<br />

with <strong>the</strong> various departments could create<br />

high frustration levels, but she also said that<br />

because <strong>the</strong> ministry provides direct funding and<br />

technical support to municipalities and regional<br />

districts, <strong>the</strong>y have to be thorough.<br />

helps, but it is best to be familiar with<br />

your camera and avoid any unnecessary<br />

delay. Different types of lenses will help<br />

out in different situations.<br />

A telephoto lens will allow you to fill <strong>the</strong><br />

frame without getting too close to your<br />

subject. . However, if possible, pictures<br />

taken with a normal or wide angle lens are<br />

more realistic and detailed, but you have to<br />

be closer to your subject.<br />

You can sometimes take a person's picture<br />

by not pointing <strong>the</strong> camera at him until<br />

<strong>the</strong> last second or by just including him in<br />

<strong>the</strong> corner of <strong>the</strong> frame. People tend not to<br />

react when <strong>the</strong> camera isn't pointing directly<br />

at <strong>the</strong>m.<br />

Once <strong>the</strong> subject and equipment is on<br />

hand it is <strong>the</strong> results of <strong>the</strong> photographer<br />

that will have <strong>the</strong> final say in <strong>the</strong> product.<br />

Keep people's feelings and moods in mind<br />

and if you are noticed or know <strong>the</strong> person it<br />

would be a nice gesture to offer <strong>the</strong>m a<br />

copy of your final shot.<br />

Akin to winning <strong>the</strong> Triple Crown of<br />

American thoroughbred horse racing —<br />

<strong>the</strong> Kentucky Derby, <strong>the</strong> Preekness and <strong>the</strong><br />

Belmont Stakes — <strong>the</strong> Maple Drive Raider<br />

boys basketball team find <strong>the</strong>mselves in a<br />

distinguished yet disturbing position.<br />

Saturday night <strong>the</strong>y finished a longrunning<br />

rivalry between <strong>the</strong>mselves and<br />

Anne Stevenson of Williams Lake by not<br />

only winning <strong>the</strong>ir own invitational tournament<br />

but also taking <strong>the</strong> nor<strong>the</strong>rn zone<br />

berth to <strong>the</strong> provincial playoffs.<br />

While that may seem natural for a<br />

powerhouse team under <strong>the</strong> guidance of a<br />

former collegiate assistant basketball<br />

coach, it presents some interesting problems.<br />

This will be <strong>the</strong> third year in a row <strong>the</strong><br />

Raiders have gone to <strong>the</strong> provincials, and<br />

<strong>the</strong> second that <strong>the</strong>y have won <strong>the</strong> nor<strong>the</strong>rn<br />

zone championship. You might recall two<br />

years ago <strong>the</strong>y lost to Duchess Park of<br />

Prince George by one point in a explosive<br />

two-berth playoff.<br />

But this year, coach Dave Kroschinsky<br />

faces a different kind of opposition.<br />

With three weeks to go before <strong>the</strong> mid-<br />

March playoffs in Richmond, Kroschinsky<br />

admits he will be hard pressed to find a<br />

team willing to give his Raiders <strong>the</strong> muchneeded<br />

practice in an exhibition game.<br />

Looking at it from his point of view —<br />

and <strong>the</strong> view of o<strong>the</strong>r area basketball<br />

coaches — he may have a tough time arranging<br />

a couple of extra games, as <strong>the</strong><br />

recessionary period all schools find<br />

<strong>the</strong>mselves in preclude a lot of unwarranted<br />

travelling.<br />

With <strong>the</strong> folding of <strong>the</strong> <strong>Quesnel</strong> Secondary<br />

Spartans following <strong>the</strong>ir dismal sixthplace<br />

finish at Correlieu's recent invitational,<br />

Kroschinsky has lost <strong>the</strong> only really<br />

local competition he could practice with.<br />

That means if <strong>the</strong> Raiders are to loosen<br />

any muscles, it will ei<strong>the</strong>r have to be against<br />

<strong>the</strong> senior Correlieu Clansmen or a Prince<br />

George team willing to host an impromtu<br />

match.<br />

But as Kroschinsky said Saturday night,<br />

he doesn't think <strong>the</strong> Clansmen can really<br />

help, apart from <strong>the</strong> fact <strong>the</strong>y will be tied<br />

up in <strong>the</strong>ir own efforts to make <strong>the</strong> large<br />

school poll provincial playoffs, and <strong>the</strong><br />

cost of travelling to Prince George cannot<br />

be shaken off lightly.<br />

So in <strong>the</strong> end, his Raiders may have to be<br />

content with practice sessions in <strong>the</strong>ir own<br />

gym, and just hoping for <strong>the</strong> best.<br />

It is unfortunate that <strong>the</strong>y have been<br />

caught in such an unwanted position.<br />

Now, if anyone has a spare basketball<br />

team in his or her baCk pocket, would you<br />

please step forward?<br />

Westcomt ^spiel<br />

<strong>Quesnel</strong> Curling Rink was <strong>the</strong> centre of activi­<br />

ty this weekend for Westcoast Transmission and<br />

its employees and affiliated companies as 40<br />

rinks from around <strong>the</strong> province vied for <strong>the</strong> top<br />

spot in <strong>the</strong> five-event draw.<br />

When <strong>the</strong> smoke cleared Saturday night, Jim<br />

Woodruff's foursome had scored an impressive<br />

10-8 victory over Ed Brown in <strong>the</strong> 'A' event,<br />

coming from behind in <strong>the</strong> last end with three<br />

rocks counting.<br />

It was Brent Miller's weekend to win <strong>the</strong> 'B'<br />

event, it seemed, as he forced Dewey Lund to<br />

quit in <strong>the</strong> ninth end faced with a 12-7 deficit.<br />

Miller defeated Jim McKinnon and Mel<br />

Schallock in <strong>the</strong> quarter and eighth finals respectively.<br />

If Miller's win over Lund was decisive, so was<br />

George Cowger's defeat of <strong>Quesnel</strong>'s Ray<br />

Mastalier, taking <strong>the</strong> 'C event 9-4 in nine ends of<br />

play.<br />

Darrel Wark went <strong>the</strong> full 10 ends with Pat<br />

Woitas, but in <strong>the</strong> end, it was Woitas who took<br />

<strong>the</strong> 'D' event with a 9-4 score.<br />

A separate 'L' event for losers of <strong>the</strong> eights in<br />

<strong>the</strong> 'A' event was won by Doug Bowyer's foursome,<br />

who downed Mel Schallock for <strong>the</strong> title.<br />

Next week <strong>the</strong> Westcoast Ladies' provincewide<br />

bonspiel will be held in <strong>Quesnel</strong>, with an<br />

estimated 24 rinks taking part in <strong>the</strong> three-day<br />

competition.<br />

Grant offered<br />

Financial assistance from <strong>the</strong> provincial<br />

government may be available to <strong>the</strong> <strong>Cariboo</strong> Ski<br />

Touring Club of <strong>Quesnel</strong> for out-of-pocket expenses<br />

incurred when cleaning and setting local<br />

cross-country ski trails.<br />

The offer of assistance came as a result of a<br />

story printed in <strong>the</strong> January 18, 1983 issue of The<br />

<strong>Observer</strong> indicating <strong>the</strong> club was paying for<br />

maintainance of trails that <strong>the</strong> public on <strong>the</strong><br />

whole was using.<br />

Dennis Moffat, an outdoor recreation director<br />

with <strong>the</strong> Ministry of Lands, Parks and Housing<br />

in Victoria contacted <strong>the</strong> club and indicated<br />

money was available covering extra expenses incurred<br />

for <strong>the</strong> maintainance of <strong>the</strong> trails, club<br />

member Arie van Donkelaar said Saturday.<br />

Offered under a 'support for volunteer work<br />

on crown land,' a maximum of $2,000 would be<br />

available for such expenses as gas and parts for<br />

<strong>the</strong> equipment and vehicles.<br />

van Donkelaar indicated he will submit a twopronged<br />

proposal to <strong>the</strong> ministry for a summer<br />

maintainance and clearing program and winter<br />

track-setting guideline.<br />

The local club currently has a separate bid being<br />

considered by <strong>the</strong> ministry for setting trails in<br />

10 Mile Lake Provincial Park.<br />

treacherous fields, but<br />

ra<strong>the</strong>r have taken tjjpir<br />

sport inside to <strong>the</strong> gymnasiums<br />

of two area<br />

schools.<br />

month to form <strong>the</strong><br />

city's first indoor soccer<br />

league, and though<br />

<strong>the</strong> format calls for<br />

each team to meet<br />

ano<strong>the</strong>r only once in<br />

<strong>the</strong> seven-week program,<br />

<strong>the</strong> response has<br />

been tremendous.<br />
