systems (Opti<strong>on</strong> 2 allows group system without limiting it to small scale farmers)<br />

- Some big farmers are indeed organized under a comm<strong>on</strong> marketing and have o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

potentials in regard to group certificati<strong>on</strong>.<br />

The <str<strong>on</strong>g>workshop</str<strong>on</strong>g> participants agreed that it would be best not to set farm size limits to<br />

<strong>ICS</strong> eligibility in Europe.<br />

The major questi<strong>on</strong> participants tried to address was <str<strong>on</strong>g>the</str<strong>on</strong>g> dilemma between<br />

diversificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> products and markets versus similar producti<strong>on</strong> systems and comm<strong>on</strong><br />

marketing. Ute Eisenlohr explained <str<strong>on</strong>g>the</str<strong>on</strong>g> reas<strong>on</strong> why <str<strong>on</strong>g>the</str<strong>on</strong>g> requirement for <str<strong>on</strong>g>the</str<strong>on</strong>g> group to<br />

have“similar producti<strong>on</strong> systems” and “comm<strong>on</strong> marketing” had been included within <str<strong>on</strong>g>the</str<strong>on</strong>g> EU<br />

guidance document and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>IFOAM</str<strong>on</strong>g> Accreditati<strong>on</strong> Criteria. She showed that both internal<br />

record keeping for product flow c<strong>on</strong>trol and external certificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an <strong>ICS</strong> become<br />

more and more difficult and costly as <str<strong>on</strong>g>the</str<strong>on</strong>g> diversity <str<strong>on</strong>g>of</str<strong>on</strong>g> products and flows managed under<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>ICS</strong> increases. For instance, different forms and procedures have to be designed and<br />

implemented for each type <str<strong>on</strong>g>of</str<strong>on</strong>g> producti<strong>on</strong> system with <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>ICS</strong>: this becomes very costly<br />

to develop and manage. The cost can <str<strong>on</strong>g>the</str<strong>on</strong>g>n easily become bigger than <str<strong>on</strong>g>the</str<strong>on</strong>g> cost <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

individual external inspecti<strong>on</strong>. Comm<strong>on</strong> marketing is also required because it is <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

simplest way <str<strong>on</strong>g>of</str<strong>on</strong>g> ensuring that all product sales are recorded under <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>ICS</strong><br />

documentati<strong>on</strong>.<br />

In c<strong>on</strong>clusi<strong>on</strong>, it is likely to be possible but costly to accommodate diversity.<br />

Increasing cost might be balanced through benefits and added value o<str<strong>on</strong>g>the</str<strong>on</strong>g>r than just<br />

reduced external certificati<strong>on</strong> costs (e.g. multi-benefits for <str<strong>on</strong>g>the</str<strong>on</strong>g> group), in a way that<br />

<strong>ICS</strong> might be applicable and beneficial to groups that exist <strong>on</strong>ly politically (nothing<br />

else in comm<strong>on</strong> except regi<strong>on</strong>al proximity). It is also important to try to accommodate<br />

diversity because organic agriculture is based <strong>on</strong> diversity.<br />

The participants <str<strong>on</strong>g>the</str<strong>on</strong>g>refore proposed to investigate how <strong>ICS</strong> can handle diversified<br />

producti<strong>on</strong>. This would be d<strong>on</strong>e through pilot projects <strong>on</strong> diversified systems, clearly<br />

distinguished from pilot projects based <strong>on</strong> traditi<strong>on</strong>al systems eligible for <strong>ICS</strong>.<br />

G. Pilot projects <strong>on</strong> <strong>ICS</strong> in Europe<br />

The principle <str<strong>on</strong>g>of</str<strong>on</strong>g> pilot projects will be to set-up and run an <strong>ICS</strong> am<strong>on</strong>g a group <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

certified organic farmers, in parallel to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir present individual certificati<strong>on</strong> so<br />

that farmers keep <str<strong>on</strong>g>the</str<strong>on</strong>g>ir legal organic label in a legal way (since <strong>ICS</strong> is not yet<br />

accepted). In a sense, <str<strong>on</strong>g>the</str<strong>on</strong>g>se pilot projects would be virtual: <str<strong>on</strong>g>the</str<strong>on</strong>g>y would just look like<br />

real <strong>ICS</strong> but <str<strong>on</strong>g>the</str<strong>on</strong>g> process would not go as far as delivering an organic certificate for<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> group. The o<str<strong>on</strong>g>the</str<strong>on</strong>g>r reas<strong>on</strong> behind carrying out “double” certificati<strong>on</strong> is that it will<br />

allow comparis<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> costs within each <strong>ICS</strong> group (cost <str<strong>on</strong>g>of</str<strong>on</strong>g> group certificati<strong>on</strong> versus<br />

cost <str<strong>on</strong>g>of</str<strong>on</strong>g> individual certificati<strong>on</strong>). Indeed, comparis<strong>on</strong> between different groups would<br />

not make sense because <str<strong>on</strong>g>of</str<strong>on</strong>g> different group compositi<strong>on</strong>, activities and envir<strong>on</strong>ment. The<br />

objective <str<strong>on</strong>g>of</str<strong>on</strong>g> studying <str<strong>on</strong>g>the</str<strong>on</strong>g> effect <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>ICS</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> improvement <str<strong>on</strong>g>of</str<strong>on</strong>g> quality could be met by<br />
