** Coverage rate is defined as <strong>the</strong> number <strong>of</strong> sites inspected divided by <strong>the</strong> sum <strong>of</strong> permits/licenses in<br />
effect, <strong>the</strong> POTWs and <strong>the</strong> significant industrial users. However, <strong>the</strong> Program is responsible for<br />
inspecting only <strong>the</strong> permittees, <strong>the</strong> POTWs and only some <strong>of</strong> <strong>the</strong> industrial users. The Program is<br />
required by statute to provide a 100% coverage rate <strong>of</strong> those facilities. In FY 2009, <strong>the</strong> program met<br />
that requirement.<br />
