The <strong>Applied</strong> <strong>Physics</strong> <strong>Laboratory</strong> has never been in a stronger financial position.<br />

For FFYs 2007–2008 APL-UW set an all-time record for grant and contract awards<br />

received. During this period the <strong>Laboratory</strong>’s total awards were $118.8M — an alltime<br />

one-year record of $59.6M in FFY 2007 and an additional $59.2M in FFY 2008.<br />

The $118.8M two-year total represents a $25.7M (27.5%) increase in grant and contract<br />

awards from the previous biennium and caps a record breaking three-year period<br />

(FFY04–FFY07) during which the funding stream grew by more than 50%.<br />

Financial Stability<br />

The <strong>Laboratory</strong>’s primary partner remains the U.S. Navy,<br />

which provided about 60% of total funding. Grants from<br />

the National Science Foundation grew sharply during the<br />

past biennium to $23.6M, moving the <strong>Laboratory</strong> into the<br />

upper echelon of <strong>University</strong> of Washington units receiving<br />

NSF grant funds. Other federal mission agency sponsors<br />

include NASA, NOAA, and NIH.<br />

The <strong>Laboratory</strong>’s revenue base continues to diversify, with<br />

about 35 different sponsors and a bias toward basic research<br />

programs. Twenty years ago, the U.S. Navy provided over<br />

90% of the <strong>Laboratory</strong>’s funding, and the ratio between<br />

applied science and fundamental research was 65% to<br />

35%. The current percentage balance between applied<br />

and basic research has shifted in the opposite direction to<br />

reflect faster growth in fundamental research areas.<br />

Improved Infrastructure<br />

Recent fiscal growth has enabled APL-UW to make significant investments in research<br />

space and infrastructure. Specialized laboratory and office space expanded by about<br />

one-third as new and some current staff moved into three floors of the Benjamin Hall<br />

Interdisciplinary Research Building in fall <strong>2009</strong>. To further <strong>Laboratory</strong> researchers’ ability<br />

to field ambitious at-sea observational programs, a new research vessel was built for<br />

the APL-UW fleet—the R/V Jack Robertson. Improvements were also made to the R/V<br />

Henderson during summer <strong>2009</strong>. The <strong>Laboratory</strong> now has state-of-the-art research<br />

vessel capability for the first time since the 1950s.<br />

Billed contract fees provide the <strong>Laboratory</strong>’s discretionary resources and represent<br />

about 1.7% of total income. They provide the means to create unique and advanced<br />

research and development capabilities, support new areas of inquiry and discovery,<br />

and help hire the next generation of APL-UW scientists and engineers.<br />

The <strong>Laboratory</strong> remains committed to ensuring that the long-term investments in it by<br />

the U.S. Navy and federal government are applied to national strategic and technical<br />

needs, and to preserving our ability to respond effectively and efficiently to present and<br />

future Navy, national defense, and government research and development needs.<br />
