GD&F Team
Instrumental In
Completing Fiber Optic
Job In 12 Months
GD&F provided engineering
services for a statewide
telecommunications project last
summer. The private utility owner,
Northeastern ITS, LLC, is
constructing a Cleveland-to-
New Jersey fiber optic system.
The schedule dictated that the
Pennsylvania section be
completely designed, permitted
and constructed in 12 months.
That this was achieved was due to
the exceptional performance of
GD&F personnel. Jeff Sergent
worked closely with system
designer (Williams
Communication) and
construction manager
(Infrasource). Jerry Brunner,
PLS, supervised construction
stakeout for the entire system.
Crew chiefs Kevin Smith and
Mike Hammond along with
Instrument Technicians, Jared
Feerar and Brandon Miller,
performed the work, principally
in the winter.
Up to 65 contractors worked on
the project. A spider-plow system
was used for the majority of fiber
optic conduit installation. This
excavation technique minimized
ground disturbance.
WINTER 2011 EDITION
Parking Garage Reconstruction
Project Wins Award
The Transportation Center Parking Garage was
rededicated by the Altoona Parking Authority on
October 29, 2010, after a six-year, $2.5 million
renovation, with GD&F performing design and
construction services. The project received the
Pennsylvania Parking
Association’s 2010 Award of
Excellence in the category
of “Parking Structure –
Restoration.”
Built in 1972, the concrete
structure was badly
deteriorated, causing steel
support tendons to break.
Without repairs, the parking
garage would have closed and
prevented creation of a nearby
entrepreneurial center. The
85,000 square foot structure
can accommodate 230 cars.
Pat Miller, Authority Executive
Director, pointed to the
“engineering expertise” and “attention to detail” that brought the project
“well within budget”. “You helped us maximize funding to accomplish far
more than we ever envisioned,” Miller noted.
Membrane Filtration
System One Of North
Central PA’s Largest
An open house was hosted by the
Clearfield Municipal Authority on
October 10, 2010 for its new water
treatment plant. The $6 million
Moose Creek plant is one of the
largest membrane filtration systems
in northcentral Pennsylvania. The
MF system achieves 6-log removal
of protozoans like giardia and
cryptosporidium, filtrate turbidity
less than 0.1 NTU and 95% MF
system recovery. Process systems
include a chemical feed system
(potassium permanganate, liquid
chlorine, caustic soda, corrosion
inhibitor, fluoride), baffled clearwell
(3-log inactivation at max. flow),
filtrate waste storage/recycle tank,
sludge drying beds and finish water
pumping system.
The GD&F team of Jim Potopa,
Jim Balliet, Jim Anna, Colin
Showalter and Andy Johnson did
project design work. Construction
administration was provided by
Chris Eckenrode with Larry
Lingenfelter providing inspection.
We acknowledge with gratitude the
help of long time Authority Manager
Jeff Williams, who provided guidance
and direction throughout.
Portage Treatment Plant
Upgrades Complete
The $10.2 million Portage wastewater treatment facility upgrades were
completed in August 2010. The plant was expanded for an average daily flow
capacity of 1.0 MGD and a peak flow of 6.0 MGD. The project included a new
raw sewage lift station, headworks, aerated grit chamber, equalization storage
and UV disinfection system. The Intermittent Cycle Extended Aeration System
(ICEAS) provides organic removal, nitrification and an intermittent anoxic
mixing cycle for denitirification. Leo Drass was the project manager.

6th Annual Golf Outing A Success
Gwin, Dobson & Foreman, Inc. hosted its 6th golf outing on September 10,
2010 at the Sinking Valley Country Club. Over 100 clients, colleagues and
friends enjoyed a beautiful day of golf along with a great steak dinner buffet.
Winning Team - Portage Area Sewer Authority Angie and Mary Alice
A winning score of 65 was posted by the Portage Area Sewer Authority team
of (L to R) Don Squillario, Don Nagy, Ray Huff and Mike Squillario. Ray
Huff was closest to the hole at No. 16 while Bob Johns (Bear Valley Water
Authority) was closest at No. 2. Clair Dumm had the longest drive on No. 9
while John Huber (Young Oakes & Brown) was long on No. 18. Angie
Kordish organized the event while Mary Alice Kaufmann commandeered
the beverage cart.
GD&F Gets
Interior Face Lift
A fresh new look greets visitors and
employees to GD&F. The office has
been completely redecorated.
Bill Montgomery, GD&F Interior
Design Consultant, was instrumental
in choosing the new paint colors
for the walls and new carpeting
throughout. Special mention has
been made of the color schemes
for the CADD area, lobby and
administrative area. Once again,
Tim Boland was in charge of
the project. Tim was the construction
manager for our present office
building. Travois Construction did
the painting and Blair Mill Outlet
laid the carpet.
The work was done with great
care and consideration by all the
contractors. We thank our employees
for their indulgence during this
project and wish to recognize the
entire CADD staff that moved
furniture and files. Projects scheduled
for 2011 include redoing the
restrooms and purchasing new
office furniture.
