Completing Fiber Optic<br />
Job In 12 Months<br />
GD&F provided engineering<br />
services for a statewide<br />
telecommunications project last<br />
summer. The private utility owner,<br />
Northeastern ITS, LLC, is<br />
constructing a Cleveland-to-<br />
New Jersey fiber optic system.<br />
The schedule dictated that the<br />
Pennsylvania section be<br />
completely designed, permitted<br />
and constructed in 12 months.<br />
That this was achieved was due to<br />
the exceptional performance of<br />
GD&F personnel. Jeff Sergent<br />
worked closely with system<br />
designer (Williams<br />
Communication) and<br />
construction manager<br />
(Infrasource). Jerry Brunner,<br />
PLS, supervised construction<br />
stakeout for the entire system.<br />
Crew chiefs Kevin Smith and<br />
Mike Hammond along with<br />
Instrument Technicians, Jared<br />
Feerar and Brandon Miller,<br />
performed the work, principally<br />
in the winter.<br />
Up to 65 contractors worked on<br />
the project. A spider-plow system<br />
was used for the majority of fiber<br />
optic conduit installation. This<br />
excavation technique minimized<br />
ground disturbance.<br />
WINTER <strong>2011</strong> EDITION<br />
Parking Garage Reconstruction<br />
Project Wins Award<br />
The Transportation Center Parking Garage was<br />
rededicated by the Altoona Parking Authority on<br />
October 29, 2010, after a six-year, $2.5 million<br />
renovation, with GD&F performing design and<br />
construction services. The project received the<br />
Pennsylvania Parking<br />
Association’s 2010 Award of<br />
Excellence in the category<br />
of “Parking Structure –<br />
Restoration.”<br />
Built in 1972, the concrete<br />
structure was badly<br />
deteriorated, causing steel<br />
support tendons to break.<br />
Without repairs, the parking<br />
garage would have closed and<br />
prevented creation of a nearby<br />
entrepreneurial center. The<br />
85,000 square foot structure<br />
can accommodate 230 cars.<br />

“engineering expertise” and “attention to detail” that brought the project<br />
“well within budget”. “You helped us maximize funding to accomplish far<br />
more than we ever envisioned,” Miller noted.<br />

Membrane Filtration<br />
System One Of North<br />
Central PA’s Largest<br />
An open house was hosted by the<br />
Clearfield Municipal Authority on<br />
October 10, 2010 for its new water<br />
treatment plant. The $6 million<br />
Moose Creek plant is one of the<br />
largest membrane filtration systems<br />
in northcentral Pennsylvania. The<br />
MF system achieves 6-log removal<br />
of protozoans like giardia and<br />
cryptosporidium, filtrate turbidity<br />
less than 0.1 NTU and 95% MF<br />
system recovery. Process systems<br />
include a chemical feed system<br />
(potassium permanganate, liquid<br />
chlorine, caustic soda, corrosion<br />
inhibitor, fluoride), baffled clearwell<br />
(3-log inactivation at max. flow),<br />
filtrate waste storage/recycle tank,<br />
sludge drying beds and finish water<br />
pumping system.<br />

Portage Treatment Plant<br />
Upgrades Complete<br />
The $10.2 million Portage wastewater treatment facility upgrades were<br />
completed in August 2010. The plant was expanded for an average daily flow<br />
capacity of 1.0 MGD and a peak flow of 6.0 MGD. The project included a new<br />
raw sewage lift station, headworks, aerated grit chamber, equalization storage<br />
and UV disinfection system. The Intermittent Cycle Extended Aeration System<br />
(ICEAS) provides organic removal, nitrification and an intermittent anoxic<br />
mixing cycle for denitirification. Leo Drass was the project manager.
6th Annual Golf Outing A Success<br />
<strong>Gwin</strong>, <strong>Dobson</strong> & <strong>Foreman</strong>, <strong>Inc</strong>. hosted its 6th golf outing on September 10,<br />
2010 at the Sinking Valley Country Club. Over 100 clients, colleagues and<br />
friends enjoyed a beautiful day of golf along with a great steak dinner buffet.<br />

A winning score of 65 was posted by the Portage Area Sewer Authority team<br />
of (L to R) Don Squillario, Don Nagy, Ray Huff and Mike Squillario. Ray<br />
Huff was closest to the hole at No. 16 while Bob Johns (Bear Valley Water<br />
Authority) was closest at No. 2. Clair Dumm had the longest drive on No. 9<br />
while John Huber (Young Oakes & Brown) was long on No. 18. Angie<br />
Kordish organized the event while Mary Alice Kaufmann commandeered<br />
the beverage cart.<br />

Interior Face Lift<br />
A fresh new look greets visitors and<br />
employees to GD&F. The office has<br />
been completely redecorated.<br />

Design Consultant, was instrumental<br />
in choosing the new paint colors<br />
for the walls and new carpeting<br />
throughout. Special mention has<br />
been made of the color schemes<br />
for the CADD area, lobby and<br />
administrative area. Once again,<br />
Tim Boland was in charge of<br />
the project. Tim was the construction<br />
manager for our present office<br />
building. Travois Construction did<br />
the painting and Blair Mill Outlet<br />
laid the carpet.<br />
The work was done with great<br />
care and consideration by all the<br />
contractors. We thank our employees<br />
for their indulgence during this<br />
project and wish to recognize the<br />
entire CADD staff that moved<br />
furniture and files. Projects scheduled<br />
for <strong>2011</strong> include redoing the<br />
restrooms and purchasing new<br />
office furniture.<br />

IRINA HOTT is a Junior Civil<br />
Engineer providing engineering<br />
support to project engineers on<br />
various design and construction<br />
projects. Recent work assignments<br />
have included structural<br />
engineering for the Altoona Easterly<br />
and Westerly BNR upgrades, Lake<br />
Mokoma dam and Moshannon Valley<br />
BNR project. She started employment in February 2010.<br />
Irina is a 2008 graduate of the South Russian State<br />
Polytechnic University with a Master of Science Degree<br />
in Civil and Construction Engineering. Her hometown is<br />
Volgodonsk in south Russia near the Black Sea. Located<br />
on the Volga-Don canal, it is a large energy center for<br />
nuclear and hydroelectric power. Her research thesis<br />
involved the complete design of a five-story building in<br />
Siberia. She will be taking the Fundamentals of<br />
Engineering (EIT) exam soon. Irina and husband Mark<br />
live in the Juniata Gap area of Altoona with daughter,<br />
Marlette, and step-daughter, Alexandria.<br />
GARRET HARGENRADER is<br />
a Junior Civil Engineer and a recent<br />
graduate of the University of<br />
Pittsburgh with a Bachelor of<br />
Science in Civil and Environmental<br />
Engineering.<br />
Garret is from the Village of Marble,<br />
Clarion County. He graduated from<br />
North Clarion High School in 2005. He previously worked<br />
as an engineering intern for PennDOT District 1-0 on<br />
several bridge projects and on his family farm. He started<br />
work in June 2010. Garret has worked on several<br />
challenging assignments including the Altoona reservoir<br />
management plan (using Corps of Engineers ResSim©<br />
computer software) and the Easterly BNR financial report.<br />
He and his wife, Diane, live in Hollidaysburg.<br />

BRANDON PLUMMER is a<br />
Drafter/Technician working on a<br />
variety of CADD assignments.<br />
Brandon worked on a large water<br />
system map in Jefferson County in<br />
addition to CADD design work on<br />
water/sewer projects. Brandon is a<br />
graduate of the Pittsburgh<br />
Technical Institute. He has a 2006<br />
Associate Science degree with a concentration in<br />
Mechanical CAD. He was nominated six times for the<br />
Outstanding Student Award at PTI. His previous<br />
employment included three years as a drafter with Freight<br />
Car America (Johnstown American Corp). Brandon started<br />
work in February 2010. He lives in Portage.<br />
BRANDON MILLER is a survey<br />
instrumentman under the direction<br />
of Jerry Brunner, PLS. Brandon is<br />
a graduate of the Greater Altoona<br />
Career and Technology Center.<br />
He has been involved with the<br />
construction stakeout of numerous<br />
Norfolk Southern railroad projects<br />
and a statewide fiber optic system.<br />
Brandon is certified as an ACI concrete field testing<br />
technician. He also was a PFC in the Pennsylvania Army<br />
National Guard. Brandon and wife Kimberly have three<br />
children; Alexis (4), Rylee (3) and Lakyn (1) and live in<br />
Altoona. He has worked at GD&F since October 2008.<br />
RICH NARDELLI is a Senior<br />
CADD Technician who will be<br />
working on a variety of design<br />
development projects. Rich has an<br />
Associates degree in Architectural<br />
Technology, Pennsylvania College of<br />
Technology, 1997. His previous<br />
employment included 12 years as<br />
an architectural designer with
Kasun Architects. He has 13 years experience in building<br />
design and preparing working drawings of architectural,<br />
structural, mechanical, plumbing and electrical components<br />
for commercial buildings and has also done code research,<br />
ComCheck reports, cost estimating and coordinated many<br />
aspects of the building design process with architects<br />
and engineers. Rich started work in November 2010.<br />
He and his wife Angelica, live in Altoona.<br />
RANDY LONG is a Resident<br />
Project Representative. He is doing<br />
construction administration and<br />
inspection work for projects in<br />
the northern tier area. He recently<br />
completed the Ulster membrane<br />
filtration water treatment plant<br />
and is currently working at Lake<br />
Mokoma dam. Randy started work<br />
in October 2009. Randy has a 1976 BS degree in Civil<br />
Engineering from Penn State and an MBA from the State<br />
University of New York-Binghamton in 2003.<br />
With a significant background in computer programming,<br />
forensic studies, project scheduling, mechanical design,<br />
corrosion prevention and material analysis, Randy was a<br />
longtime, key employee of Lockheed-Martin, Owego, NY.<br />
Randy lives in Friendsville with his wife, Mary, and sons<br />
Clint and Travis.<br />
JIM BAIRD is a Senior Process<br />
Engineer consultant with GD&F.<br />
Considered an authority on process<br />
engineering and operations, Jim<br />
has over 25 years experience in<br />
water and wastewater plant design.<br />
He will be working on various<br />
process design and engineering<br />
assignments with the firm. A 1987<br />
graduate of Penn State University (BS-Chemistry),<br />
Jim obtained his master’s degree in Environmental<br />
Engineering in 2005. He is a certified water and<br />
wastewater operator. Jim has authored numerous reports<br />
and papers in wastewater treatment, process design and<br />
plant operations. He also has significant plant<br />
troubleshooting experience, both in terms of process and<br />
unit operations. Jim previously worked as a senior<br />
engineer for Appleton Papers, PA Department of<br />
Environmental Protection and Altoona Area School<br />
District. He is now the Water Utility Systems Engineer with<br />
Penn State University. Jim lives in Sinking Valley with wife,<br />
Chris, and sons Billy and Jim.<br />
DAVE BRADLEY began<br />
work in September 2009 as a<br />
Resident Project Representative.<br />
He previously worked as an<br />
inspector on numerous PennDOT<br />
bridge and roadway projects. He is<br />
certified in NICET Level I (Highway<br />
Construction). Dave has additional<br />
credentials in ACI/PennDOT<br />
concrete field testing, NECEPT bituminous field testing and<br />
the PennDOT construction documentation system. Dave<br />
lives in Altoona with wife Kelly and children, Caitlin (15),<br />
Cheyenne (12), Cierra (10) and David Jr. (8).<br />
STEVE GIBSON is a Junior<br />
Civil Engineer who will be working<br />
on a variety of civil, structural<br />
and transportation engineering<br />
projects. A December 2010<br />
graduate of Penn State University,<br />
Steve has a BS degree in Civil<br />
Engineering. He passed the<br />
Fundamentals of Engineering exam<br />
in 2009. Among other assignments, he will be assisting<br />
with the design of the Bear Valley membrane filtration<br />
water treatment plant. He started work in January 2010.<br />
Steve previously worked at PennDOT District 9-0 as a<br />
summer engineering intern involved in plant material<br />
testing and verification. Steve lives on Clover Creek Road<br />
near Williamsburg.<br />
IN MEMORIAM<br />
TOM MCCAFFREY – A former instrumentman<br />
in the GD&F survey corps, died in July 2009.<br />
DUANE KOUGH – A former instrumentman in<br />
the GD&F survey corps, died in September 2010.<br />
TINA SHOWALTER – Wife of Colin Showalter,<br />
died in January 2010 after a courageous battle with<br />
cancer.<br />

Annual Summer Picnic<br />
Over 150 GD&F employees and their families gathered at<br />
DelGrosso Park in Tipton for the annual summer picnic. Food,<br />
rides and kids’ games were the order of the day. Clowns, Face<br />
Painters (Bill Wieserman and Irina Hott) and a piñata made<br />
their appearance, too. Thanks to Joyce Lingenfelter, Angie<br />
Kordish, Mary Alice Kaufmann and Amy Hinton for all<br />
their hard work in organizing this event.<br />
