Prof. S.P. Hocevar co-facilitated a<br />
“Table-Top” Wargame for Effects-<br />
Based Operations (EBO), involving<br />
over 30 participants. She also acted as<br />
a member of the observation team<br />
comprised of both researchers from the<br />
Adaptive Architectures for Command<br />
and Control (A2C2) project and<br />
members from the NPS Institute for<br />
Joint Warfare Analysis (IJWA). Participants<br />
included representatives from the<br />
COMCARGRU3 (CCG3) who were<br />
“rehearsing” both EBO and Command<br />
and Control issues in preparation for<br />
the Global Wargame conducted at the<br />
<strong>Naval</strong> War College in August. Additional<br />
participants from the <strong>Naval</strong><br />
Warfare Development Command<br />
(NWDC) were field-testing a draft of<br />
FACULTY NEWS<br />
documentation on EBO, a key concept<br />
to be tested at Global.<br />
Prof. S.P. Hocevar represented<br />
NPS’s Institute for Joint Warfare<br />
Analysis and the A2C2 Research Team,<br />
as an observer at the Global Wargame<br />
<strong>2000</strong>, conducted at the <strong>Naval</strong> War<br />
College, Newport, RI, 15-24 August<br />
<strong>2000</strong>. The focus of the team was on<br />
gathering data related to command and<br />
control processes, organizational<br />
adaptation, decision making, and the<br />
impact of information technology<br />
tools. Over 400 officers from all<br />
services participated in Global, and<br />
preliminary findings from the A2C2<br />
team were included in the CNO and<br />
Flag Officer briefings conducted at the<br />
close of the wargame.<br />
