PARTNERS IN ADULT EDUCATION, LITERACY, AND<br />
WORKFORCE DEVELOPMENT IN WEST VIRGINIA<br />
The WVABE program works collaboratively with numerous education, family services,<br />
literacy, <strong>and</strong> Workforce development partners to provide a network of services to adult<br />
learners. These partnerships also allow WVABE to establish, customize, <strong>and</strong> sustain<br />
appropriate specialized programs (general ABE, ESL, SPOKES, Family Literacy, etc.) in<br />
a variety of venues. Some of the partners include the following:<br />
The Office of <strong>Adult</strong> <strong>Education</strong> <strong>and</strong> Workforce Development<br />

The Office of <strong>Adult</strong> <strong>Education</strong> <strong>and</strong> Workforce Development, under the <strong>West</strong> <strong>Virginia</strong><br />
Department of <strong>Education</strong> (WVDE) administers the statewide WVABE program. Local<br />
WVABE programs receive funding, ongoing technical assistance, coordination, <strong>and</strong><br />
support through the state WVABE staff, regional personnel located at Regional<br />
<strong>Education</strong> Service Agencies (RESAs), <strong>and</strong> county WVABE directors who administer the<br />
services. A listing of the statewide WVABE staff working with specific program<br />
components is found in <strong>Section</strong> 1 Appendix. The WVABE program’s web page<br />
(http://wvde.state.wv.us/abe/) includes information relevant to adult educators <strong>and</strong><br />
learners including: state, regional, <strong>and</strong> local administrators, instructors, volunteers, <strong>and</strong><br />
students.<br />
The Department of Health <strong>and</strong> Human Resources (DHHR)<br />
Bureau for Children <strong>and</strong> Families<br />

The Bureau for Children <strong>and</strong> Families is responsible for providing the WV WORKS<br />
program to TANF (Temporary Assistance for Needy Families) recipients. The goals of<br />
the WV WORKS program are to assist economically dependent <strong>and</strong> at-risk families to<br />
become self-supporting; to enhance the well-being of children; <strong>and</strong> to assist families<br />
near the poverty level to remain self-sufficient. This bureau provides several programs<br />
that could benefit the adult basic education learner.<br />
� Assessment Testing<br />
WVABE Assessment Specialists administer the Test of <strong>Adult</strong> <strong>Basic</strong> <strong>Education</strong><br />
(TABE), WorkKeys, Emotional Health Inventory (EHI), <strong>and</strong> Learning Needs<br />
Screening to WV WORKS Assistance Group (AG) adults statewide.<br />
� SPOKES<br />
Strategic Planning in Occupational Knowledge for Employment <strong>and</strong> Success<br />
(SPOKES) is a program consisting of work-based academics, job preparation<br />
skills, <strong>and</strong> vocational training in the area of customer service under contract<br />
WVABE Instructor H<strong>and</strong>book, <strong>Section</strong> 1, 2012-13 10
