A Rapid Assessment<br />
and a majority of the girls targeted <strong>in</strong> the <strong>in</strong>itial stages<br />
of the RA fieldwork had died or migrated by the later<br />
stages of the study. An overwhelm<strong>in</strong>g majority of the<br />
re<strong>in</strong>tegrated girls reported that they were not liv<strong>in</strong>g a<br />
normal life.<br />
Fac<strong>to</strong>rs contribut<strong>in</strong>g <strong>to</strong> vulnerability<br />
Background literature as well as the responses<br />
of key <strong>in</strong>formants questioned, concludes that traffick<strong>in</strong>g<br />
is related <strong>to</strong> child vulnerability, exacerbated by<br />
deprivation from education. In <strong>Nepal</strong>, education is<br />
free but not compulsory. However, the statement that<br />
education is free is mislead<strong>in</strong>g as households have <strong>to</strong><br />
<strong>in</strong>cur half of the <strong>to</strong>tal public cost of education, and<br />
the opportunity cost of go<strong>in</strong>g <strong>to</strong> school <strong>in</strong> relation <strong>to</strong><br />
work is <strong>to</strong>o high for many households. Only one of<br />
85 girls <strong>in</strong> the study was attend<strong>in</strong>g school at the time<br />
of the survey.<br />
Family vulnerability, which directly relates <strong>to</strong><br />
child vulnerability, is impacted by low education<br />
levels of parents (mother more than father), <strong>in</strong>sufficient<br />
household <strong>in</strong>come, mistreatment and physical<br />
abuse, alcoholism, lack of food provision, mental <strong>to</strong>rture,<br />
multiple marriages, and remarriage associated<br />
with large family size. Certa<strong>in</strong> aspects of <strong>Nepal</strong>ese<br />
culture may work un<strong>in</strong>tentionally as catalytic forces<br />
for traffick<strong>in</strong>g such as unmatched marriage, patriarchy,<br />
and child marriage as well as excessive spend<strong>in</strong>g<br />
at times of feasts, festivals and funeral ceremonies<br />
that can stra<strong>in</strong> many households economically. An<br />
additional study f<strong>in</strong>d<strong>in</strong>g cited as a cause of traffick<strong>in</strong>g<br />
<strong>in</strong> girl children was gender discrim<strong>in</strong>ation.<br />
F<strong>in</strong>ally, the study revealed that many key <strong>in</strong>formants<br />
stated that traffick<strong>in</strong>g crim<strong>in</strong>als are often protected<br />
by political parties and, if arrested, are freed by<br />
<strong>in</strong>fluential friends. As a result of this, there is an underly<strong>in</strong>g<br />
distrust of the police that has led people not<br />
<strong>to</strong> file cases aga<strong>in</strong>st traffickers.<br />
Recommendations<br />
The study suggests that traffick<strong>in</strong>g is a complex<br />
process with two dist<strong>in</strong>ct models operat<strong>in</strong>g <strong>in</strong> <strong>Nepal</strong>,<br />
hard and soft traffick<strong>in</strong>g. Effective <strong>in</strong>tervention must<br />
come <strong>in</strong> the form of a multi-pronged approach that<br />
addresses the range of fac<strong>to</strong>rs that contribute <strong>to</strong> the<br />
problem of traffick<strong>in</strong>g <strong>in</strong> <strong>Nepal</strong>.<br />
Policy issues <strong>in</strong>clude the redesign of marriage<br />
laws, culturally sensitive redesigns of expensive traditional<br />
ceremonies, empowerment of women and<br />
girls, expansion and support of rehabilitation centres<br />
<strong>in</strong>clud<strong>in</strong>g coord<strong>in</strong>ation, moni<strong>to</strong>r<strong>in</strong>g and supervision<br />
of activities, improvement of border security systems,<br />
and the role of political parties <strong>in</strong> combat<strong>in</strong>g child<br />
labour.<br />
Suggested strategies and programmes<br />
• MWCSW should coord<strong>in</strong>ate NGOs/INGOs <strong>to</strong><br />
work for employment generation and coord<strong>in</strong>ate<br />
the Department of Cottage Industries and Federation<br />
of Handicrafts Associations for generat<strong>in</strong>g<br />
and provid<strong>in</strong>g employment opportunities for selfreliance<br />
of the people.<br />
• In coord<strong>in</strong>ation with the MWCSW, The M<strong>in</strong>istry<br />
of Health should work effectively for STDs and<br />
HIV/AIDS prevention and network<strong>in</strong>g aga<strong>in</strong>st<br />
AIDS comb<strong>in</strong><strong>in</strong>g with creat<strong>in</strong>g social awareness<br />
<strong>to</strong>wards traffick<strong>in</strong>g.<br />
• The MWCSW should mobilize relevant M<strong>in</strong>istries<br />
<strong>in</strong> support<strong>in</strong>g NGOs <strong>in</strong> the rescue operations<br />
of survivors/transportation of girls from India <strong>to</strong><br />
<strong>Nepal</strong>/counsell<strong>in</strong>g, medical rehabilitation and<br />
hous<strong>in</strong>g/compensation, empowerment for self-reliance,<br />
rehabilitation and social <strong>in</strong>tegration/family<br />
reunion and community re<strong>in</strong>tegration.<br />
For the action on <strong>in</strong>formation and communication,<br />
the M<strong>in</strong>istry of Information and Communication<br />
should coord<strong>in</strong>ate the <strong>Nepal</strong> Journalists Federation,<br />
NTV, Radio <strong>Nepal</strong>, and <strong>Nepal</strong> Press Institute for creat<strong>in</strong>g<br />
awareness through the media and press.<br />
The programmes must be focussed on social<br />
awareness and mobilization aga<strong>in</strong>st sexual abuse and<br />
traffick<strong>in</strong>g <strong>in</strong> women and children, <strong>to</strong> be led and coord<strong>in</strong>ated<br />
by the different NGO alliances. Their responsibility<br />
on this matter should be lobby<strong>in</strong>g and<br />
pressuriz<strong>in</strong>g <strong>to</strong> the government and campaign<strong>in</strong>g for<br />
the civil society and other NGOs.<br />
