A Rapid Assessment<br />

prepar<strong>in</strong>g food for the staff, and/or sweep<strong>in</strong>g the floor<br />

from early morn<strong>in</strong>g <strong>to</strong> late even<strong>in</strong>g. She had stayed<br />

there for the past five years without any remuneration.<br />

Most key <strong>in</strong>formants reported that the issue of<br />

human rights with<strong>in</strong> the rehabilitation centre is seldom<br />

raised. Often rehabilitation centres are work<strong>in</strong>g<br />

<strong>in</strong> the best <strong>in</strong>terest of survivors, but also <strong>to</strong> serve “staff”<br />

or “donor” <strong>in</strong>terests.<br />

The tra<strong>in</strong><strong>in</strong>g programmes are often of little value<br />

<strong>to</strong> the trafficked girls when they are reunited with their<br />

families. Given the resource constra<strong>in</strong>ts faced by the<br />

girls as they leave the centres, the skills learned are<br />

not always susta<strong>in</strong>able and cannot support the girls or<br />

their parents. Yet, the biggest challenge faced by the<br />

NGOs seems <strong>to</strong> be limited knowledge of and resources<br />

for the provision of counsell<strong>in</strong>g services <strong>to</strong> trafficked<br />

girls. Consider<strong>in</strong>g the impact of traffick<strong>in</strong>g on the<br />

respondent’s lives, such services are greatly needed<br />

but often lack<strong>in</strong>g.<br />

Ritu, 18, at a Kathmandu rehabilitation<br />

centre, worries about her future, say<strong>in</strong>g, “The<br />

tra<strong>in</strong><strong>in</strong>g I am receiv<strong>in</strong>g will not be sufficient<br />

for my future life. (A staff member) often<br />

abuses us verbally. I am not much happier<br />

here than <strong>in</strong> Bombay.”<br />

Renuka, 22, at a Kathmandu rehabilitation<br />

centre says, “This centre is like a holy<br />

temple for me. I have started a new life from<br />

here.” I weave socks and caps, make pote and<br />

candles. I am also gett<strong>in</strong>g other help such as<br />

counsell<strong>in</strong>g, health care and <strong>in</strong>come generation<br />

tra<strong>in</strong><strong>in</strong>g.”<br />

Still, the services and support provided by NGOs<br />

<strong>in</strong> general and rehabilitation centres <strong>in</strong> particular cannot<br />

be neglected, especially when compared <strong>to</strong> the<br />

role of the government <strong>in</strong> provid<strong>in</strong>g support <strong>to</strong> the<br />

survivors of traffick<strong>in</strong>g. In many <strong>in</strong>stances, the NGOs<br />

have run relatively successful programmes of tra<strong>in</strong><strong>in</strong>g,<br />

counsell<strong>in</strong>g, health care and legal advice. They<br />

have also served as a bridge between family and res-<br />

cued girls themselves, and have provided <strong>in</strong>valuable<br />

support for enabl<strong>in</strong>g some of the survivors of traffick<strong>in</strong>g<br />

<strong>to</strong> lead normal lives.<br />

4.3.4 Re<strong>in</strong>tegration<br />

Re<strong>in</strong>tegration is difficult work. It not only <strong>in</strong>volves<br />

contact<strong>in</strong>g the survivor’s family and hand<strong>in</strong>g<br />

over survivors, but it also <strong>in</strong>volves decid<strong>in</strong>g whether<br />

and how alternative services for the survivors and their<br />

families can be provided so that they will not be revictimized.<br />

Status of re<strong>in</strong>tegrated girls<br />

• At maternal home, not married<br />

• At newly established family<br />

• Liv<strong>in</strong>g alone with alternative means of support<br />

(social worker, shopkeeper, prostitution)<br />

In our study, re<strong>in</strong>tegrated girls were asked<br />

whether they were reunited with their families by NGO<br />

support or whether they themselves had come back<br />

from the brothel. Fifteen out of 23 respondents reported<br />

that they were reunited with their families with<br />

the help of NGOs (Table 4.3). One such example is<br />

Parbati.<br />

Parbati, 25, recalls: “After I was rescued by<br />

a <strong>Nepal</strong>i NGO, I stayed six months <strong>in</strong> a<br />

rehabilitation centre <strong>in</strong> Kathmandu, where I<br />

had a chance <strong>to</strong> learn some work skills. I also<br />

received medical treatment for tuberculosis.<br />

The NGO staff counselled my father. <strong>With</strong>out<br />

the NGO’s effort, I might not have been able<br />

<strong>to</strong> reunite with my parents and might not have<br />

been able <strong>to</strong> marry.<br />

Dur<strong>in</strong>g the RA fieldwork it was not possible <strong>to</strong><br />

dist<strong>in</strong>guish between how successful the re<strong>in</strong>tegration<br />

had been for those girls who had been <strong>in</strong>volved <strong>in</strong><br />

NGO <strong>in</strong>tervention programmes and for those who had<br />

not received support. A comparative study that <strong>in</strong>corporates<br />

health conditions, attitudes of the local community<br />

and economic and social empowerment of<br />

these two groups of girls is suggested.<br />
