THE QUARTERLY MEETING
Will be held in the Wesley School Room (entrance, Grantham Street),
Gn SATURDAY, 15th FEBRUARY, 1941, at 2-30 p.m.
I. Minutes of last Quarterly Meeting.
2. Adrmeeicn of New Members.
3. Report and Cash Account.
4. Appeah and Recommendations of the Directors:—
(e) Lincolnshire Discharged Priacnem' Aid Society,
gl ls.
To the Members,
AGENDA OF BUSINESS.
DIRECTORS' REPORT.
(b) Railway Benevolent Institution. g2 2s.
c) Lincoln Central Dispensary, g5 5e.
d) Lincoln County Hospital, gl0 10s.
5. Declaration of the Bection of Five Directors.
6. Dedaraticn of the Bastien of Representative for the C.W,S.
Quarterly Meetings.
7. Any other business.
(a) We beg to submit to you the Quarterly Report and Cash Account. The total amount received for
goods sold during the quarter is fc348,549 6s. lgd. , being an increase of f40,009 5s. 3d. compared with the
corresponding period last year.
595 persons have joined the Society within the quarter, 333 have withdrawn, and 20 forfeited as per
rule, making the present number 30,974.
We recommend an interim discount of Is. 5d. in the R on members' purchases for the past quarter.
(6) Mutual Aid.— Arrangements have been made for mutual aid between the Society and neighbouring
societies or Lincoln traders. The object in each case is to maintain the various services, more particularly
the feeding of the people. These arrangements have incurred attendance at numerous conferences by
managers and members of departmental subcommittees. and the consequent provisional work is yet another
burden on our staffs, but we have reason to believe that all reasonable provision is being made to meet a
cont mgency.
(c) War and Its Effects.— (I) Supplies — The replenishment of our supplies of goods is becoming more
cult in the whole of the Dry Goods Departments owing to the existence of restriction schemes. Manufacturers
are advising us that in certain lines they will be unable to supply us with further stocks until after
specified dates, as our quota is now. exhausted. In the food trades difficulties increase somewhat owing to
limited shipp'mg faciTities, and to the policy of the Government restricting imports not absolutely essential
to the well-being of the population. This tendency may be expected to continue. A few articles may be
scarce or unobtainable, but generally speaking substitutes are available, and having regard to the extent
of world dislocation, supplies can be regarded as well maintained.
(2) Shop Closing Hours. —The blackout and the risk of early air raids compels the earlier closing of shops
We regret any inconvenience which may be suffered by our members. It is desirable that shopping be done
. as early as possible in the day in order to spread the work throughout the shortened days.
(3) As will have already been seen in the Press several societies, large and small, have suffered through
enemy action. Whole blocks of premises have been demolished by incendiaries or explosive bombs. In
many instances members have had to be evacuated from their homes, and the societies followed them with
'ghturuttggtandtgafntained their service. To those societies we extend our sincere sympathy, and hope they
' -'ki,'~to their normal activity.
For "~~ Rn behalf of the Directors,
shtdtar and so hbsrate our staffs as danger raaHy is imminent, and our first duty to aH the services is to avoid
becoming a casualty', Iicwc. er brass wc may wish to appear.
(c) Employees' Welfare Association. — The Comforts' Committee desire to take this opportunily to
"thank the znembers for the splendid help given to them, and which has been of great assistance in providing
for our employees who are serving in the Forces.
(d) Fire Watching. —To all employees who have met the requirements of the Ministry Order to provide
a constant Fire Watch onbusmess premses in add'tion to fire fighters. We wish to express our appreciatio~
W th very few exceptions wjlhng service has been unstinted, and we do, indeed, feel indebted to those who
have so readily accepted this added responsibility to their constantly increasing commitments.
(c) Rising Values of Commodities. — Lower-priced stocks are being constantly replaced by higher
priced goods with only moderate provision for the inevitable slump in prices after the war, Hearing in mm
the expenence of the last war, it is dear that sooner or later retailers generally will have to deal with all the
consequences of serious falls in market prices, for which adequate provisions will not have been made owing
to the combined effect of legislation and high taxation.
(f) operators' Day.— Owing to the war it is deemed inadvisable to celebrate Co-operators' Day
this year. This is especially to be regretted as we should have been commemorating the eightieth year of -i»,
the Society's existence. The Joint Guilds' Executive have invited a speaker to give an address on Saturday,
5th July next, details of which will appear in the local Press, and elsewhere.
(y) Allowances to Employees in KM. Forces.— After six months' operation at a cost of fcl,474, the
scheme has been reconsidered, and it has been decided to continue without alteration for a further period
of six months.
(h) The President Honourecl — We note with pleasure the appointment of our President, Mr. Grainger,
as a Justice of the Peace, and wish him success in his new and responsible duties. We feel sure that Mr. '
Grainger will fully justify the confidence placed in him. We appreciate, too, the honour done to the Society
by this appointment.
EDUCATIONAL COMMTTEE'S REPORT.
The preparation of a report of activities under the conditions of this winter would appear a difficult 1 taas k e
ut the knowledge of what other Co-operators have had to overcome
have
makes us
been.
realise how fortunate we
Co-operators have often been exhort'ed by us to read the Co-operatiue ftlsras regularly. This appeal now
assumes the character of an urgent duty. The Movement is faced with attacks and difficulties that one can
only understand by studying a specialised paper like the Ca-aperatiae Ness.
Employee members of the Forces may be supplied with it free on application to the Committee. We ask
our Guildswomen to try to increase the sales of Woman's Oatiooft. Hand it to friends and urge them to become
regular readers. A list of our half year's activities is as follows:—
Library. — Approximately l,000 new books of the latest and most attractive types have been
~
added. The recently
reorganisation is nearly complete, and we hope old and new users will appreciate the alteration.
Billiards Hall.— While the use by members has fallen off through war conditions, the members
Forage
of
have
the
found it of great benefit. Half price only is charged to them. Our Billiards Club performed
very well this season. We congratulate them on their successes, both through individual members a and
team.
as
Choral Work.— The temporary cessation of the Choral contests acted adversely on our Choirs, and with
the black out conditions has made activity difficult. However, it does seem that the war reverses many
normal procedures, but the summer will probably. see the maximum activity. The Choral Contests are
renewed on a sectionalised basis.
Cinema Propaganda. — After a long delay the equipment has been brought up to date. lt is now over
five years since the purchase of the set and apart from incidental repairs, it has cost nothing. We are now
abe to show to large audiences and the reproduction has been considerably improved. Ae well as activity
~ among the city welfare clubs, we have shown to youth propaganda meetings and assisted a fire-watching group.
In connection with the latter, the Committee 'gave a show of great educational entertainment to nearly 500
children, which was much appreciated and may be continuecL
Guilds, Classes, and Propaganda. — After some delay a course of lectures wae given, completing the
aeries arranged by the Co-operative Union. The tutor was Mr. E. Redfern, of Nottingham. A very
successful Guild Rally was held on 27th March, at which Mr. A. Hemstock, of the Co-operative Productive
Federation, spoke on "Food Supplies and the Co-operatives. " The support for this meeting has led to
- a series of meetings on vital topics being arranged.
Soldiers' Rest and Refresbmeut Room.— This activity has been a marked success. We can claim
' —.that Co-operators are giving a square deal to members of the Forces, and they themselves recognise this,
Light refreshments are provided at no more than a penny per item. When it was possible an average of
E1 worth of cigarettes per week were. distributed. We feel this work lms shown a 100 per cent return for
our efforts. r
„„~r-„,
Youth Work,—The Committee strongly wishes to commence youth work. No opportunity will be lost
to form groups. Accommodation and available leaders are the stumbling blocks.
We"are affiliated to the Midland Educational Association, the Choral Association, Secretaries' Association,
, , and Workers' Education Association. The Lincoln and District No. 9 Association of Education Committees
.: has recently been formed. Lincoln is to be the centre, and Mr. H. Ladlow is carrying out the duties of
Secretary.
DIRECTORS' REPORT.
5. Declaration of the Election of President and Five
Directors.
fa Declaration of the Election of Two Representatives for the
C.W.S. Quarterly Meetings.
(a) We beg to submit to you the (}uarterly Report and Cash Account. The total amount received
for goods sold during the quarter is 2360365 7s. 6id.. being an increase of f11,816 le. 5d. compared
with the corresponding period last year.
t448 persons have joined -the Society within the quarter, 319 have withdrawn, and 23 forfeited as
per rule, making the present number 31,244.
', :.We recommend an Interim Dividend of ls. 3d. in the fl on members'' purchases for the
.p'ast quarter.
(ft) CoaL— The urgent demand for coal has made it absolutely necessary, greatly to restrict supplies
of domestic fuel. Shortage of labour and transport further increase our difficulties; the "rush" period
is now on', collieries are working at high pressure to keep the vital war industries going. Coal may not
be of pre-war standard, but we ask for your co-operation by the acceptance of such grades as may be
available, and that you will appreciate that this is temporarily unavoidable in the National interest. Use
your cot(I carefully; economy in fuel consumption i's still essential to ensure supplies to factories of high
priority. " There is no onerous restriction, but there is caution based on simple honour, not to squander
but use it with wise economy. Remember, fuel for the factories is vitA for Victory.
. %N
(c) Aid to Rtfstaut. — Shortly after Germany declared war on Russia the Directors decided that help
should be given to our new Ally. Two grants were made to the Funds which had been set up. It was also
decided to issue a Share Number to enable members who are desirous to help in this most worthy cause
by giving this number for purchases made from any Department or Branch. So far the result has been
most gratifying, and we have already sent the sum of fc50 from this source. The Share Number is 9,001.

(e) Scarcity of Supplies. —'A year ago we gave a note of warning that the replenishment of supph~"-'", "", ''
(f) Staff Problems. — The continued depletion of our staffs by National Service demands- calls for
increased tolerance by members of the. inevitable curtailment of services available. Ev'ery consideration 8
is being given to this phase of the result of war conditions, and whatever may be the short-commgs it is, ~~
