COIKMITTEE&S REPORT.<br />
We beg to submit to you the (55th Quarterly Report and Be(ance Sheet. The total amount received for goods sold during the quarter<br />
is j'56,884 (9s. xod., being an increase of A 5,459 xos. Sd. over last quarter, and A 3,z9z xzs. x$d. over the corresponding quarter of last year.<br />
The net profit on the quarter's business, including x( x88 6s. 5d. brought forward from last quarter, is +6,z84 5s. 8d., which sum will allow<br />
x( x,65& (7s. zgd. as interest, +3,9y5 as dividend, being xs. 6d. in the g on Members* Purchases, and A'z4 &6s. od., being Sd. in the &r. on<br />
Purchases of Non-Members; &( z5( x3s. 8d. being z$ per cent. per annum for depreciation of Branch and <strong>Co</strong>ttage Property; $(87 xos. od<br />
being xo per cbnt. depreciation of Fixed Stock; &('5z being 5 per cent. depreciation of Milling Plant; &(68 for Educational Purposes; I( x5<br />
for the Workmen's Insurance Fund, and $58 8s. 9zsd. carried forward to next Quarter. z6o persons have joined the Society within the<br />
Quarter, 98 have withdrawn, z4o have been struck ofi; and x8 forfeited as per rule, making the present number 9,538.<br />
During the long period that has elapsed since the establishment of the Society there has gradually been accumulating a number of<br />
small amounts of unclaimed dividend, belonging to persons who are dead or who have gone away leaving no address. These sums, amounting<br />
to $3yx r9s. xd, we have now added to the Reserve Fund, and have struck off the lapsed members, numbering z4o, to whose credit hitherto<br />
the money has been standing.<br />
In respect to the motion on the Agenda for advancing the salaries of the Auditors, before it vvas received, pursuant to a promise<br />
made at last Quarterly Meeting, we had circularised z6 large societies, asking the amount of remuneration they allow for auditing, and had<br />
obtained their replies, which will be tabulated and submitted to the Annual Meeting.<br />
Our Buildmg Department has now in progress contracts to the value of $6,xxo obtained by tender. As regards work for the<br />
Society, the extensions at Bracebridge Branch are finished, and fair progress is being made with the new branches in Ripon Street and Winn<br />
Street The eight dwelling-houses in New Boultham are now tenanted, as also are four recently built at Bardney. There are now xz4<br />
workpeople employed in connection with the Building Department Workshops in Tanner's Lane. As we have also an excellent plant of<br />
modern machinery, we believe that this branch of work can be continued and extended on lines profitable to the Society<br />
and satisfactory to the workpeople. The strike of builders' labourers has raised our wage bill considerably, inasmuch as we conceded at the<br />
outset the advance asked for by the men, pending a settlement of the dispute.<br />
Realizing that the purchasing power of our members at the <strong>Co</strong>untry Branches is only small, owing to their low earnings, we are<br />
making arrangements to hold a special show and sale of excellent Ready-made Suits and other articles of Clothing and Drapexy at the largest<br />
branches daring the autumn. We are obtaining direct from the C(woperatfve Wholesale Society's Ready-mades Clothing Factories suitable<br />
lines of Goods, which will be dffered at terms such as will constitute these sales as great an annual feature of the future at the Branches as<br />
they have long been at the Central in Lincoiri.<br />
A branch of business recently added in the Furnishing Department, namely, that of repairing clocks, watches, and jeweUery& seems<br />
to have met a felt want among the mcxnbers, as a large ainount of business is being done already. Attention is directed to the Racer(f&, giving<br />
prices (&f tepglxg fox this class of tsures.<br />

IT is wonderful how many people there are who confuse<br />
<strong>Co</strong>-operation with joint stock enterprise, although there is between<br />
the two a clear and definite distinction. The joint stock princip'. e<br />
is essentially investment of capital in a company with the sole object<br />
of making profit by the company's operations. <strong>Co</strong>-<strong>operative</strong><br />
Societies, on the contrary, are not established to make profir by<br />
trading, but to obtain by association the economic distribution of<br />
the necessaries of life; in some cases extending their operations in<br />
the production of a portion of the necessaries which they require.<br />
The produce of our Society's farms, for instance, is not sold to<br />
make profit, but is consumed within the Society. The workers on<br />
the farms, being members of the Society, participate in the economic<br />
advantages. The produce grown merely passes from one part of the<br />
Society to another, and the pr, fit shown yearly is simply nn<br />
appraised profit. Some <strong>Co</strong>-<strong>operative</strong> Societies, realising this, do nni<br />
go to the trouble of keeping selarate accounts for their farming<br />
departments. There is no sucn thing as profit, in the ordinarr<br />
commercial acceptatinn of the te m, in a <strong>Co</strong>-<strong>operative</strong> Societ;,<br />
except on that portion of its trade which is done with non-members.<br />
This is usually a very limited aniount, and a large proportion of ihe<br />
nett profit upon it is returned to the purchasers. What appears:iprofit<br />
in the balance sheets of Societies is simply a surplus on ihe<br />
members' own trading, and it would, if so designated, tend to prevent<br />
misconception in the minds of those who have not studied the<br />
principles of <strong>Co</strong>-operation. When a manufacturer sells to us he g.ts<br />
a profit over and above what his goods have cost to produce. By<br />
manufacturing or growing for ourselves we obtain goods or raise<br />
produce at cost price. Part of the output of our mill we sell to<br />
outsiders, but the bulk produced is for our own consumption. All<br />
that goes outside has to be sold at marl-et price. Nobody gives us<br />
more per sack than they would pay to a private miller, for there is<br />
no such thing as sentiment in business. The greater part of the<br />
work of our building department is done for ourselves. On that<br />
part of it which is done for others, as we have to gain it by public<br />
tender, we are subject to the keenest possible competition from employers,<br />
some of whom do not give their employees as good conditions<br />
of labour as ours experience. As far as milling is concerned,<br />
this is specially noticeable. Our hours of labour and the wages we<br />
pay are higher than those of any other similar local undertaking. .<br />
In the allied trades conducted at our workshops in I'anners'-lane we<br />
accord trades union rates and conditions prevailing in the district.<br />
When private employer's and workmen mutually agree to work under<br />
these conditions, their obligations towards each other end. In our<br />
case more important elements come into operation. <strong>Co</strong>-<strong>operative</strong><br />
principles demand that the workers shall provide part of the capital,<br />
take a share in the responsibility of management, and participate in<br />
the results, whether there be profit or loss. All these added conditions<br />
are present with us. Our productive departments are the<br />
only undertakings in this district where the employees, who are<br />
simply our own members, have a voice and vote, as well as a<br />
monetary interest, in the business in which they are employed. All<br />
our accounts, all our work, the management of all our departments,<br />
come up for 'discussion, absolutely free and unfettered, at our meetings,<br />
under a chairman and directors of our own appointing. No<br />
businesses could be conducted on lines more democratic than our<br />
own. It is satisfactory to learn that among our productive employees<br />
are mony intelligent <strong>Co</strong>-operators of long standing, and others who,<br />
although pounger in years and inembership, have an active, abiding<br />
interest in the Society's work. The main thing to be striven for by<br />
them is permanent employment under just and equitable conditions.<br />
To secure this the Society must be able to compete successfully with<br />
outsiders, and must do good work as well and as cheaply as others<br />
The emplopees can do much towards securing this end by their<br />
good-will, by' checking waste, and by honest, faithful service. Our<br />
connection with the <strong>Co</strong>-<strong>operative</strong> Wholesale Society's Bank will<br />
always give us access to and command of cheap capital. If a body<br />
of worlnnen„ impelled by a common spirit, engaged in their own<br />
workshops, possessed of cheap and abundant capital, provided with<br />
good machinery and appliances, cannot hold their own, if properlv<br />
handled, against all comers, the future history of industry is<br />
without hope for the workers. The difference between our producirig<br />
sktitkshops and others is, that in ours men are worl ing for the<br />
emitinent benefit of themselves and their fellows, whereas in others<br />
they, ase working to earn interest on capital for many who do no<br />
work at all. If the producing class here and elsewhere realised that<br />
all work except that done on <strong>Co</strong>-<strong>operative</strong> lines produces wealth,<br />
mainly for idlers who 6nd it hard to devise methods of dawdling<br />
away their time, whose very poodle dogs, even, grow fat on dainties,<br />
there would be more heart and more determination in promoting<br />
<strong>Co</strong>-<strong>operative</strong> production in this country.<br />
The quality of the work done by our Building Department<br />
can be regarded with pleasure and satisfaction. Wherever<br />
work has been carried out by the building stafF in<br />
the enlargement and re-building of Branch Stores, there is a<br />
marked difference in the quality between it and that which it has<br />
replaced. Our Society's great fault in the past, until we built the<br />
High-street Stores, was that we did not look far enough ahead.<br />
There, however, for the first time, ive went on sound lines, and,<br />
purchasing a site of ample dimensions, we built premises large<br />
enough to do five times the amount of trade we were then transacting<br />
at the old High-street Branch. Last Quarter, in the Sub-Central,<br />
the total takings amounted to +4,96o. The turnover, exclusive of<br />
the butcher's shop, was +4,r66, being an increase of gfie4 over<br />
' that of the corresponding quarter last year. The furnishing and<br />
grocery departments show the largest increase. It will surprise many<br />
of our members to learn that no less than sixteen tons of wall paper<br />
was dealt with at this Branch during last house-cleaning season.<br />
The whole of our property in High-street, namely, the Sub-Central<br />
premises, the workshops and appurtenances, cottages and builder's<br />
yard, and the old Store premises lower down, now let to a draper,<br />
' stand in our assets at pro, 6op, after depreciation. Judging by<br />
prices of properties in the vicinity that have recently changed hands,<br />
and realising that when the Sub-Central was built seven years ago,<br />
prices of material and labour were much lower than now, we are able<br />
to sap with confidence that the unearned increment caused by<br />
enhanced values of land, labour, and material upon our High-street<br />
properties is an asset which, akhough intangible, imparts an element<br />
of strength to the Society's finsncial position that should not be<br />
overlooked. Our building staff are now engaged in erecting an extensive<br />
General Store and Butchery in Ripon-street. At this centre<br />
large and varied stocks will be held, and from it, as soon as necessary,<br />
a van delivery of goods will be instituted. Experience has<br />
shown that this course is preferable to and more economical in working<br />
than that of multiplying small branches with small stocks within<br />
a circumscribed area. The next branch developments of this character<br />
are to be at Burton-road and in Newland.<br />
The enhanced land values of our High-street properties have<br />
been alluded to as an isolated instance where the unearned increment,<br />
caused by increase of population, passes into the hands of the people<br />
for whose benefit really all unearned increment should be utilised,<br />
instead of passing into private hands. In the opinion of some men<br />
the people of England simply exist for the benefit of the owners if<br />
the soil. The difficulty this Society experiences in obtaining sites<br />
suitable for workmen's houses is much increased by owners keeping<br />
land out of the market to increase its selling value; and they are<br />
able to leep it out, because so long as it is unoccupied it cannot<br />
bc rated. If building land in Lincoln had for the last twenty pes s<br />
been rated at four per cent. of its selling value instead of on its<br />
pastoral value, or instead of paying no rates at all, if unoccupied, it<br />
would not have paid the owners to keep it out of the market. The<br />
Ropal <strong>Co</strong>mmission on the Housing of the Wor4ng Classes, fifteen<br />
years ago, recommended rating on selling values, but no Government<br />
has as pet seen fit to take up this most pressing reform. Whp should<br />
a landlord make a profit at the expense of the rateearners because,<br />
through no merit of his or fault of theirs, room is wanted for the<br />
growth of a neighbourhood? We heat a. good deal at times of<br />
"ratepayers' associations, " or "brick and mortar idolaters, " as they<br />
have been termed. What we really want are "rate-earners' associations.<br />
" Land compulsorily bought even, as matters stand, has to be<br />
paid for at ten per cent. more than its value. There is no reason<br />
in this, because, unless such land is imperatively needed in the best<br />
and most pressing interests of the community at large, it cannot be<br />
purchased fmm the owner without his consent. Meanwhile, the<br />
evils of overctowding are terrible and urgent; they are injuring the<br />
health arid poisomng the morals of the community.
Among the evils of the slums of Sheflield, none has more pain.<br />
ful eflects than the furnished house system. An owner farms out a<br />
number of houses to some persorr who "furnishes" them, and lets<br />
them at an increased rent to poor tenants. The "furniture" often<br />
consists of only a few wretched sticks worth from ten to lifteeii<br />
shifiings. The tenant, however, is levied to the extent of two shillinos a<br />
or half-a-crown a week for the use of one or two rickety chairs and<br />
a table, and thus pays in a iear a sum sufficient to buythefurniturc<br />
m" ny times over, and yet, at xhe end of five or six years, is no<br />
nearer the possession of it. It is part of the system that the tenant<br />
not allowed to have a rent-bool, and from this custom manifold<br />
difliculties and abuses arise. ="unong the poor the rent-book is an<br />
acl-nowledged passport of respectability. These tenants thus bec»ne<br />
utterly irresponsible citizens; il..eir sole care is to rake up the week'x<br />
rent; and this bad state of thing: is perpetuated by the children that<br />
are born to them. It is estim trid that there axe xrfioo houses in<br />
Sheffield let on this plan,<br />
The Royal Arsenal <strong>Co</strong>-<strong>operative</strong> Society, Woolwich, have f ir<br />
some time past been considenn the best means of developing thei ~<br />
estates at Hostel Farm and Suflolk Place. Recently a plan has been<br />
submitted to, and has received thc approval of, the members, Houses<br />
to the number of 3,goo are to be built by the Society's works<br />
department, and are to be let or sold subject to a lease. The<br />
freehold of the estates is to be retained by the Society, and the cost.<br />
of roads and sewers, as well as legal expenses, are to be included iu<br />
the purchase price. Repayments are extended over a period of thirtv<br />
years. The scheme empowers the <strong>Co</strong>mmittee to enter into tenancy<br />
agreements with intending purchasers, who cannot pay a deposit, and<br />
the rents received are credited to an account with the Society, and,<br />
after debiting the same with interest at the rate of five per cent. on<br />
the agreed amount of the purchase money. , and with the cost of rates<br />
snd other smaller charges, the purchasing member is credited with<br />
the balance until it reaches ten per cent. of the purchase money, when<br />
a mortgage is executed by the tenant, and the scale of repayments is<br />
adopted as provided by the rules of the Society. The Lincoln<br />
Society was the first to begin this generous practice, in xSSS, when<br />
twenty-one of the first advances made by the Society on mortgage<br />
were granted to members, who did not pay a penny by way of<br />
deposit.<br />
The Educational <strong>Co</strong>mmittee and the Women's Guild have<br />
planned an excellent programme of lectures and concerts for the<br />
ensuing autumn and winter. Good as the former series have been,<br />
they will be surpassed by the forthcoming course. Splendid opportunities<br />
for the physical education and development of members'<br />
children are afforded in the gymnasium classes, while culture anti<br />
the knoivledge and love of music are being promoted by the singing<br />
classes; the gymnasium course opens on the xyth, and the singing<br />
lessons begin on the xpth of September. For a fee of one shilling<br />
per term of six months, a grounduork in music is given by the<br />
teacher, Mr. Hirst, of the Cathedral Choir, whose painstalung ability<br />
is so well known and appreciated by our members. The gymnasium<br />
training, for the same fee, will be, as before, in the competent hands<br />
of Mr. C. Barnes. Physical training of this character is of the<br />
utmost importance to the young of both sexes, as it brings into<br />
he»thy exercise all parts of the body, and, while straining none<br />
~~duly, strengthens and develops the limbs, .joints, and muscles.<br />
Girls and boys who are desirous of acquiring a good gait and ivelldeveloped<br />
body should join these classes in much larger numbers<br />
than they have done hitherto, snd the Educational <strong>Co</strong>mmitte<br />
earnestly hope parents will take ~e that their children do not mivr<br />
attending them.<br />

Enny people consider that profit-making is not the be-all snd end-so of the<br />
true co-operator, and it is probably this idea which hus suggested to the management<br />
ot this great corporation the putting aside of n little sam to maintain s<br />
convalescent home for their members.<br />
Amongst the extensive properties of the Wholesale Society is sn estate ot '100<br />
acres of freehold and tithe-free lend with farms, rzc. , forming the village of<br />
Rode», not many miles from Bhzewsbury, so that every unit in the society's<br />
membership occapies the position of a landed proprietor. This estate is still<br />
1st to fsrmerstor the most part, about 60 scree only having been put under<br />
fruit cultivation ss a partial feeder for their jsm works. Roden Hall, which<br />

modern counrry residence, standing ui its own spacious grounds. snd<br />
surrounded by heavy, luxuriant foliage; and it is this buildiiig which has been<br />

Members in the south &f the City, needing I'aperhangings, Furniture, Drapery, Crockery, or Boots, are asked to trade at the Sub-<br />
Central Stores, where large vieil-assorted Stocks of each class of these Goods are now held. In the new streets leading from Monks Road<br />
southward, we have a steadily-growing membership, whose purchases in the above-named Lines are being made at the Central Stores, in which<br />
space is becoming inadequate for the increasing business. In the interests of the Society, therefore, it is essential that Members in High Street<br />
and the vicinity should utilize the Sub-Central, where there is ample room for more trade. The premises are now lighted by electricity, a<br />
Boot and Shoe Repairing Workshop is being provided, and there is a daily van delivery of goods. The sales last Quarter exceed those of the<br />
corresponding Quarter of r89g by kg(.<br />
The large Branch Store in Winn Street, built and fitted up by the Society's own workmen, was opened for business on Friday,<br />
October 5th. Dr.ring the previous evening a Public Meeting was held in the Warehouse, when the President formally opened the premises<br />
and introduced the Manager, Mr. VVilkinson, late of the Dewsbury Society, to those present. Members living in the neighbourhood are<br />
requested to confine their Trade to the n w Store, and to assist in enrolling new members, so that the amount of Business done may speedily<br />
render the investment of Capital in the New Building remunerative.<br />
Fora consid rable time we have been desirous of having a Branch'Store of our own at Reepham, where the Trade has increased<br />
until the existing rented premises have become much too smalL An opportunity having recently been presented we have purchased, by<br />
auction, for »"375 and 675 respectively, two suitable properties. On that ccsting f75 we purpose building a Shop and Bakehouse.<br />
The other property comprises a dwelling-house, stabling and a grass paddock of ra«acres. The trade at<br />
Reepham last Quarter reached gq39, an amount which we expect to see greatly increa ed in due course, after adequate room is<br />
provided and larger and more varied Stocks are held;<br />

&& HE amount of progress nmde by the Society last Quarter,<br />
measured by the increased trade re&.eipts, is very considerable, seeing<br />
that prices, except for coals, &vere & ertainlv not higher than<br />
those of the corres!x&n&ling &)uarter last iear; an(1 there is every<br />
reason to believe that this rate of groivth can be maintained, but it will<br />
onlv be by coml. ined, vigoraua continued effort. There ought to be no<br />
abstentions from the Stores for the purchase of this or that cheap<br />
leading article purveyed by puffing private traders or trading campanies.<br />
Loyalty to the Store saves trouble. and it pays. The<br />
foll&using instances showing the results r&f lovalty bv a few of the<br />
members at Market Rasen Branch convey a lesson which should be<br />
tsken to heart by those among aur members who are prone to be<br />
lured a&ray hv same of the manv traps ivlii&. h are set to catch the<br />
unwary: A joined the .'iociety in April, &89, put into it one<br />
shilling oniv, has withdrawn durinc; the eight years z&"za, and still<br />
i&as in the Society z& ry. B joined on the same date as A, put<br />
in one shilling, has withr!rawn +&8, and still has z&"8 standing to<br />
his credit C joined, along witn A an&1 B, put in ane shilling as<br />
his frien&ls ha&1 dane, has &v~ithdra&vn z& z3, and still has g6 in the<br />
Sacietv. It will be noticed that none at the foregoing were very<br />
speculative, aml there wtus a reason for it There had been a <strong>Co</strong><strong>operative</strong><br />
So&.iety at Rasen that had failed, and the members of<br />
ii lust every penny of their share capital, hence these men were<br />
&vary. The ohl Society did not stirk to <strong>Co</strong>-<strong>operative</strong> principles in<br />
dain" its 1&usiness. It last monev in l&ad debts, l&y giving reclless<br />
credit, an:I it was managed too miu h on the one-man principle.<br />
A, B, an I C are hard-working men, and their wives are<br />
loyal traders; and now that they are connected with a sound<br />
Society, they are experiencing the benefits that accrue in such<br />
great degree from the advent of <strong>Co</strong>-operation in n agr'icultural<br />
district. Similar examples to an indefinite extent might be cited<br />
from the experience of members in Lincoln, and a&, rdl our<br />
Branches.<br />
One simp!e instance of the foregoing character is mute but<br />
eloquent testimony to the benefits arising from <strong>Co</strong>-operation, and a<br />
convincing answer to the audacious claims of "Cheap Jack. "<br />
grocers, who, while pursuing solelv their own personal advantage,<br />
impudently pose as public benefactors. How manv of this class<br />
o!' dealers have gone up like a rocket, blazed into notoriety, and<br />
faded into obscurity since this Societv first began to feel its feet<br />
in Silver-street? They are nearlv legion. But, as the song goes,<br />
»thev have a!1 dispersed and wandered, far aivay, far aivav, " while<br />
tne good ship»<strong>Co</strong>-operation» has I een sailing on, slowlv sometimes,<br />
but fonvard always. But for what haven & That is the question.<br />
As ta the answer, well, that all depends upon her crew, which is<br />
large and motley, and all of the crew are part owners of the craft,<br />
and opinions differ, and ignorance of naidgation is widespread .<br />
and the sea on which she sails is the sea of economics, over<br />
v&hich a multitude of pilots steer and swear bv different courses.<br />
Among her crew are many who are shaping her course for the<br />
part »Production, " believing that the cargo of capital she has taken<br />
in from "Distribution" can, by patience and perseverance, be utilized<br />
for the masses just as well as capital can be by and for the<br />
classes.<br />
Let us face this matter squarelv: —The producing power of<br />
workman is limited ta the use of one head and two hands,<br />
his<br />

remunemtion is nearlv a fixed quantity, and must for ever remain<br />
so. His producing powers need food, clothing, and education.<br />
To provide these, .his earnings are nearly, or wholly,<br />
exhausted, so his power to accumulate is very limited.<br />

brain im ents a labour-saving machine; the owner of capital<br />
sametimes buys it, but oftener robs the man of it. The dead<br />
martine rep!aces living workers, and the value of what the machine<br />
produces goes to the capitalist who owns it. This is one of the<br />
reasons why a few persons accumulate so much wealth, ivhile the<br />
mauy workers accumulate so little.<br />

But <strong>Co</strong>-operation does a great deal towards providing a remedy,<br />
irasmuch as by it capital is being created, which can be utilised in<br />
the interest of and for the<br />
o the masses. We can see this<br />
in our own Society. Established 39 years ago, by trs.ding to theextent<br />
of three and a quarter millions sterling during that period,<br />
it has made for the working classes of this city and its vicinity<br />
&&"3z9,r6I of dividend. Some of that money has gone to raise<br />
the standard of living of those whose standard is too low, and<br />
some has been capitalised, and is being used 1&y the Society for the<br />
benefit of all who are wise enough to become co-partners. Bqone is<br />
shut out who is willing to pay his or her way, and live honestly.<br />
Mention of this, however, naturally leads us to refiect how many<br />
there are who have neither the desire nar inclination to do either,<br />
but rather<br />
within all<br />
to prey upon the communitv; and how their<br />
our Societies retards Cc-<strong>operative</strong> progress.<br />

It is astonishin», and almost bevon&1 belief, what a large number<br />
of designing people there are whoa& steadfast aim appears to be to<br />
mill a <strong>Co</strong>-<strong>operative</strong> Society dry if by chance opportunities offer, and<br />
the greatest ingenuity is often exercised by them to accomplish their<br />
object. Take, for instance, the astute efforts adopted to obtain<br />
credit hy getting goods on approval. Societies carrying on a large<br />
general trade are frequently solicited by a class of members, usually<br />
slightly higher in the social sca!e than the majority, to send goods<br />
t,& their homes, there to be fitted on. The articles required are<br />
kept, and the remainder returned, payment being delayed for weeks,<br />
n onths, or to the end of a &Puarter. Some do this out of sheer<br />
niggardliness, who have a considerable sum invested as share capital,<br />
upon which they receive interest, and thereby gain an advantage<br />
over the rest of the membership who pay as they go A salutary<br />
method of treating this class is to ivithhold interest on so much<br />
of their share capital as the debt amounts to, reel oning from the<br />
time the goods are taken away until they are paid for. Some<br />
Societies endeavour to cope with the astuteness of these members<br />
bv alloiving only one boot of a pair to be taken home at one time,<br />
while others send a shopman with the goods, who is strictly enjopned<br />
to leave none without payment. In many af our Societies<br />
this class of members is already numerous, and as <strong>Co</strong>-operation is<br />
becoming fashionabIe, they are more likely to increase than otherwise,<br />
unless stringent means are taken to checkmate their questionable<br />
practices.<br />
A widely different class of credit traders is that created, by the<br />
payment of wages fortnightly. In districts where this practice<br />
prevails, the Stores, toivards theend of a fortnight, are often asked<br />
for credit. Should it be given, as it usually is, on the security of a<br />
niember's share capital, the utmost vigilance has continually to<br />
be exercised bv the Management to see that no member receives<br />
goods to a greater value than his share capital will cover. Societies<br />
ivhich do this kind of trade are opening a door difiicult to keep<br />
under control, and doubly difficult to close, and besides, the practice<br />
is enfeebling and inequitable. Suppose a Society is thus<br />
treated by the bull of its members, its share capital is mortgaged,<br />
am! its questionable debts are often shown as good saleable stock<br />
t& enable a dividend that does notexist to bedeclared; and suppose<br />
credit is given beyond the amount of the shares, and the member is<br />
backward in paying, a Society has no remedy but recourse to the<br />
<strong>Co</strong>unty <strong>Co</strong>urt —a most miserable expedient for a <strong>Co</strong>-<strong>operative</strong> Society<br />
to be reduced to. The existence of this danger where wages<br />
are paid fortnightly, should spur <strong>Co</strong>-operators everywhere to exert<br />
their infiuence, as citizens, to make the weekly payment of wages<br />
compulsory by law on all employers of labour.<br />

has received the stteut!on of same <strong>Co</strong>-operators, for 224 soc&et!es have advnr&ced<br />
26,147,526 for the purchase of 24,000 houses, so that the bnsiness bas got beyond<br />
the experiments[ stage, aurl to any soc[etv represented here this afternoon, that<br />
hss not started, I mould ssy, begin at once. The bns!ness is profi[abie, &t is safe,<br />
and will yield results in the betterment of your members, that are a!together<br />
beyond computation. I ehoald like, for the benefit and encouragement of those<br />
who have not starterl, to show you how [L has been done successfully by the<br />
Lincoln Society.<br />
S!nce 1888, the L!nco!n Society has sdvanceil to 288 members the sum of<br />
288,446, 247,488 of which has been repaid, leaving a balance owing to ths<br />
society of 686,040, and as a result, I beheve the society hss not lost s single<br />
sixpence, sn&1 in uo instance hss &1 had to foreclose n, mortgage,<br />

Bat wha'I about a smsfi soc&ety with all its capital locked up in its business, its<br />
credit low, and the faith of its members lower still? Tiventv-&ight years ago<br />
the I incoln Society ives in that posit. on. when s, few ardent spirits bauded themselves<br />
together to overcome the difitcnlty.<br />
They started the Lincoln Laud aiul Buihling Society for the purpose of providmq<br />
rb insclvcs with bosses. Tins society is regi te&vil under tbe Iu&lustrial<br />
aud Provideut Societies' Act, is a membe of tho <strong>Co</strong>-oporative 1":nion, and its<br />
members!iip is open to all classes. Tbc liold&ng of El shcre constitu&es a mern<br />
bor aul ives him all tho privileges. It is 6 mocraticclly governed and its profit-<br />
are divided amongst tho shareholders. The soc&ety pays on sn average 250 a<br />
week in aa es, ahvavs ~ paym full union rates; it has built 377 houses, and has<br />
a repute, tion for doiug good work. These houses have cost 6111,632. The<br />
so'&sty's capital on J&mc 30th, wns 248,600, 210,400 of &vbic!& !ms come m<br />
small sums through ite Da&ikiri ' Depnrt¢. In ddition to &vhat the Society<br />
has built, E'&G,o58 has been lent to meiubers to buy houses of other peoples'<br />
building. Thus we have t&vo <strong>Co</strong>-oper&s&ivo Societies &n the same toivn workuig<br />
s&de by aide, winch have supplied 1,000 houses ui I incoln snd District. I thmk<br />
that is snfficieut proof that the working classes have tire solution of this problem<br />
in their own hnnds. The financial results have been satisfactory, but tho moral<br />
results cannot be tebulnted.<br />
I have no doubt that some will trot out the oil objection that worl'ing men<br />
wbo live m their own houses and v&snt to continue to hve ui thorn, will work for<br />
less moner thnn they ought to do, rather than remove to another district, aud so<br />
u& thatway help to lower ws, cs, and that pnrcl&asii&g e, house m this way mal&as<br />
men mean ond selfish. that it tal es n&vay their better natnre, nn&1 converts them<br />
into money grubbers. Bnt I &lo not hesitate to nssert, tl&at this is a libel on a<br />
class who are thnfty and anxious to gain tlseir independence. As a class, they<br />
cau compare favourably with any chica in our city, and certainly they would be<br />
better able to resent nny oppression on the part of their employers, with chouse<br />
of their own, and having no dread of the rent collector comin on a bIondsy<br />
ruon&ing, and sending his "uncle' if thev fail to satisfy him. The msu with a<br />
snag balance at the store that he can fetch out, is in a better position to stand a<br />
storm than his improvident, thoughtless ncighbonr. Iu conclusion let me say,<br />
that a house is a necessity, and be the accommodation ever so poor, it has to bc<br />
paid for. Let every co-operntor then take steps to provide one for himself, and<br />
let us wait no longer fcr others to do for as what we can best do for ourselves.<br />

It is a notable illustration of the success snd advantages<br />
attending the <strong>Co</strong>-<strong>operative</strong> Method of doing business.<br />
Established 89 years ago, it has during that period done a<br />
business amounting to 28;881,351/I/11 and realized no less<br />
than 2841,948/1/Ig of dividends, the whole of which has<br />
either been distributed to the Members in cash, or added to<br />
their share accounts, so as to be available in time of need. .<br />
M'a ny working men who have allowed their share of proht<br />
and interest to remain in the Society, have now over 2100<br />
standing to their credit, although they have actually paid<br />
nothing into the Society's funds, beyond the original entrance<br />
fee of One Shilling, ,the remainder consisting solely of accumulated<br />
dividends and interest. Thus, people have been<br />
enabled to save money without trouble or effort, and without<br />
touching their own wages In fact, strange as it may seem,<br />
the more they have spent —at the Stores—the more they<br />
have saved;<br />
8'hat is the Society doing to-aay?<br />
It is supplying its Members with Pood, Clothing and.<br />
other necessaries of undoubted quality and purity, and<br />
delivering them from the Stores, if members desire it, free<br />
of charge, to the extent of over 44,825/0/0 per week,<br />
and realizing for the Members a nett profit, after paying<br />
all working expenses and allowing interest on capital, of<br />
over gM, S50 per annum.<br />
These marvellous results are achieved by the Society<br />
~ buying in large quantities direct froni producers or importers,<br />
thus saving intermediate profits and commissions, and, by<br />
reason of its large capital, always =paying .ready money' aud<br />
thereby securing, at all times, thrtvery'-, :best tirms. ',<br />
474,089 has been advanced to members to build<br />
or buy houses for themselves, and the Society has 56<br />
houses tenanted by members.<br />
