3.3 Project objectives 3.3.1 Harm reduction, and ensuring the survival of injecting heroin users and their circle • Ensuring the survival of injecting heroin users • HIV prevention, low-threshold, comprehensive access to clean syringes and condoms at key points • Proactive visits by social workers, community work, work with at-risk groups, volunteers and their associates • Providing information with a view to creating motivation to give up drugs • Achieving mental, physical and social stability • Involving and mobilising the community/environment in which the drug addicts live • Drug policy and the general public • Nationwide involvement and training of mediators capable of setting up more projects or increasing the existing ones in their localities • Ensuring that efforts to ensure the survival of addicts, together with harm reduction strategies, become an established part of social policy, particularly for the Ministry of Health (MoH) and other organisations involved in health and social work in Uzbekistan • Creating awareness among the general public and the authorities about HIV prevention policy in relation to drug abuse. These project objectives have received national and international attention and recognition in other Central Asian states. 3.3.2 Improving know-how with regard to cessation of drug use, substitution and the rehabilitation of heroin addicts, with the help of government institutions • Transferring knowledge about cessation of drug use and rehabilitation to all relevant service providers • Transferring knowledge about substitution with methadone and buprenorphine to all relevant service providers • Ensuring that the harm reduction strategy becomes an established part of social policy, particularly in the work of the MoH and of organisations involved in the areas of health and social work in Uzbekistan These project objectives have received national and international attention and recognition in other Central Asian states. 3.4 Other project aims • The project aims to create awareness of Swiss drug policy in Uzbekistan and the other states of Central Asia, based on the four-pillar model. • The harm reduction approach, which involves outreach social workers, and work with volunteers and associates, has brought a new dimension to efforts to combat drug abuse in Uzbekistan, which up till now have been strongly institutionalised and based almost exclusively on primary prevention and therapy. • The aim of transferring knowledge is to ensure that the Uzbeks have access to the most up-to-date knowledge in this field. • The degree of success will depend on how far it is possible to create awareness and establish the project among the relevant groups in Uzbekistan. 3.5 Project costs The project’s budget covers three years and is based on annual costs of US$ 55,000. This does not however include the cost of syringes and condoms, travel to Switzerland by the Uzbek delegation, or the international project leadership. It was initially assumed that the Uzbek Ministry of Health would contribute to the project by paying for syringes and condoms. Unfortunately this has not been the case up to now. 3.6 Switzerland-Uzbekistan project agreement The formal project agreement between Switzerland and Uzbekistan was signed by the foreign ministers of both countries. It covers the objectives listed above and depends on good, ie, close, co-operation between the ministries, the project leaders and Swiss representatives in Uzbekistan.
