Purpose<br />
MEASURE Evaluation Phase III continues the program’s 10 year initiative<br />
<strong>to</strong> improve the collection, analysis and presentation of data <strong>to</strong> promote<br />
better use in planning, policymaking, managing, moni<strong>to</strong>ring and<br />
evaluating of population, health and nutrition programs. The program<br />
aims <strong>to</strong> accomplish this through achieving the following six results:<br />
• Increased user demand for data and <strong>to</strong>ols;<br />
• Increased individual and institutional capacity in moni<strong>to</strong>ring and<br />
evaluation;<br />
• Increased collaboration and coordination in obtaining and sharing<br />
health sec<strong>to</strong>r data;<br />
• Improved <strong>to</strong>ols, methodologies and technical guidance;<br />
• Increased availability of data, methods and <strong>to</strong>ols; and<br />
• Increased facilitation of data use.<br />
MEASURE Evaluation Phase III is the Global <strong>Health</strong> Bureau’s primary<br />
vehicle for supporting improvements in moni<strong>to</strong>ring and evaluation in<br />
population, health and nutrition worldwide.<br />
Services Provided<br />
The MEASURE Evaluation Phase III Leader with Associates Cooperative<br />
Agreement provides technical assistance, global leadership and training<br />
<strong>to</strong> strengthen moni<strong>to</strong>ring and evaluation of host country programs across<br />
the PHN sec<strong>to</strong>r. It also works <strong>to</strong> strengthen routine health information<br />
systems, <strong>to</strong> build capacity in host country institutions, <strong>to</strong> develop new<br />
<strong>to</strong>ols and methodologies, and <strong>to</strong> conduct evaluation research. In addition,<br />
it continues <strong>to</strong> facilitate coordination of moni<strong>to</strong>ring and evaluation and<br />
routine health information system strengthening efforts. Phase III incorporates<br />
the principle of sustainability in<strong>to</strong> the project’s overall framework<br />
by integrating organizational development, management, and behavior<br />
change in<strong>to</strong> all aspects of its technical assistance.<br />
Currently, MEASURE Evaluation works in approximately 40 countries<br />
worldwide.<br />
Means of Access<br />
Field Support. Separate Associate Awards can be negotiated with the<br />
recipient of the Leader Award and with AOTR duties carried out by the<br />
requesting <strong>USAID</strong>/Washing<strong>to</strong>n Bureaus or Field Missions.<br />
* Though the Leader award is scheduled <strong>to</strong> end in 2013, it may be extended<br />
for an additional year. Please contact the AOTR for information.<br />
