PRESENTATION<br />
The project “<strong>Social</strong> Dialogue for a State Policy on Foreign Policy” in Mexico is a process started by<br />
civil and aca<strong>de</strong>mic organizations which has been happening since August of 2005, in collaboration<br />
with the Mexican Ministry of Foreign Relations with whom a collaboration agreement has been<br />
signed.<br />
The objective of the process of <strong>Social</strong> Dialogue is to formulate a document of “Civil society<br />
proposals for a State Policy on Foreign Policy”, including proposals from different social organizations<br />
(aca<strong>de</strong>mic, social, private sector, labor unions and religious), which contribute to the <strong>de</strong>sign<br />
of public policies for a long term foreign policy, as <strong>de</strong>fined by the integral <strong>de</strong>velopment of Mexican<br />
society and nation.<br />
It is a plural non-partisan exercise, a contribution of civil society to awareness and social<br />
positioning of the subject, as well as a contribution to the Executive and Legislative authorities<br />
elected on July 2nd . <strong>2006</strong>.<br />
The central part of the process was organized around meetings with persons who are representative<br />
of citizen groups and social actors, onthemes which were consi<strong>de</strong>red of major importance<br />
in Foreign Policy, such as:<br />

2. Relations with North America<br />
3. Relations with Latin America and the Caribbean<br />
4. Relations with Europe<br />
5. Relations with Asia and the Pacific<br />
6. Relations with Africa and the Middle East<br />
7. International Technical Cooperation<br />
8. Foreign Policy and Culture<br />
9. Human rights and migration<br />
10. International peace and security<br />
11. Foreign Policy and Energy<br />
12. Foreign Policy, Regional Development and Sustainable Development<br />
13. Institutional mechanisms for Foreign Policy<br />
14. Proposals for social participation on Foreign Policy<br />
The dialogue highlighted the fact that civil participation is an inescapable requirement for<br />
securing a sovereign and strong foreign policy with the capability of having influence on the international<br />
environment.<br />
With ever greater conscience, civil society assumes the significance of Foreign Policy in the<br />
current globalized world, where social actors (non-governmental organizations, business associations,<br />
labor unions and professional associations and research and educational institutions) are<br />
active participants and present a fundamental ethical contribution.<br />
