PRESENTATION
The project “Social Dialogue for a State Policy on Foreign Policy” in Mexico is a process started by
civil and academic organizations which has been happening since August of 2005, in collaboration
with the Mexican Ministry of Foreign Relations with whom a collaboration agreement has been
signed.
The objective of the process of Social Dialogue is to formulate a document of “Civil society
proposals for a State Policy on Foreign Policy”, including proposals from different social organizations
(academic, social, private sector, labor unions and religious), which contribute to the design
of public policies for a long term foreign policy, as defined by the integral development of Mexican
society and nation.
It is a plural non-partisan exercise, a contribution of civil society to awareness and social
positioning of the subject, as well as a contribution to the Executive and Legislative authorities
elected on July 2nd . 2006.
The central part of the process was organized around meetings with persons who are representative
of citizen groups and social actors, onthemes which were considered of major importance
in Foreign Policy, such as:
1. Foreign Policy principles and criteria
2. Relations with North America
3. Relations with Latin America and the Caribbean
4. Relations with Europe
5. Relations with Asia and the Pacific
6. Relations with Africa and the Middle East
7. International Technical Cooperation
8. Foreign Policy and Culture
9. Human rights and migration
10. International peace and security
11. Foreign Policy and Energy
12. Foreign Policy, Regional Development and Sustainable Development
13. Institutional mechanisms for Foreign Policy
14. Proposals for social participation on Foreign Policy
The dialogue highlighted the fact that civil participation is an inescapable requirement for
securing a sovereign and strong foreign policy with the capability of having influence on the international
environment.
With ever greater conscience, civil society assumes the significance of Foreign Policy in the
current globalized world, where social actors (non-governmental organizations, business associations,
labor unions and professional associations and research and educational institutions) are
active participants and present a fundamental ethical contribution.
