Conclusiones<br />
Para los organismos de radiodifusión es vital poder ofrecer sus<br />
contenidos en todos los dispositivos relevantes bajo regulaciones y<br />
condiciones económicas con las que tengan que cumplir. Esto incluye<br />
todas las formas de ofertas lineales y no lineales. Para el corto y<br />
mediano plazo, no parece haber duda de que no existe una plataforma<br />
única de distribución que pueda satisfacer todas las necesidades.<br />
El contenido lineal puede ser ofrecido en forma mucho más eficiente<br />
por las redes de difusión terrenal, mientras que para la parte<br />
no lineal son necesarias las redes de banda ancha. Como les resultará<br />
económicamente prohibitivo desplegar sus propias redes de banda<br />
ancha inalámbrica, los radiodifusores deberán, por consiguiente, buscar<br />
la cooperación entre la radiodifusión y las redes de banda ancha.<br />
Desde el punto de vista técnico parece haber medios evidentes<br />
para facilitar dicha cooperación entre la radiodifusión y las redes de<br />
telefonía móvil.<br />
à Si los teléfonos inteligentes y las tabletas están equipados<br />
con receptores de radiodifusión, se podrán recibir sin problema<br />
todos los servicios. Al integrarse ambas tecnologías, las<br />
sinergias en términos de un uso más eficiente de los recursos<br />
del espectro podrían convertirse en realidad. Esta integración<br />
corresponde a un objetivo de mediano a corto plazo que<br />
los radiodifusores deben buscar activamente.<br />
à La integración de aparatos receptores de radiodifusión en<br />
los teléfonos inteligentes y en las tabletas no significa necesariamente<br />
una cooperación entre las redes. Incluso los<br />
servicios híbridos como HbbTV no requieren de una cooperación<br />
entre las redes, puesto que los conocimientos<br />
para obtener los contenidos y la manera de combinarlos<br />
se encuentran en los dispositivos receptores y no en las<br />
redes. Sin embargo, tan pronto como se considera la gestión<br />
más eficiente de los recursos, es decir la capacidad<br />
de espectro o de almacenamiento de datos, dependiendo<br />
de la demanda real, la cooperación entre redes se convierte<br />
en una cuestión vigente. Las redes de radiodifusión<br />
que se superponen en grandes zonas necesitan “hablar”<br />
con las redes de telefonía celular o de banda<br />
ancha móvil y viceversa, para optimizar la oferta<br />
de contenido. El principal desafío en este<br />
sentido no es la tecnología, sino poner<br />
de acuerdo entre sí a modelos de negocio<br />
muy diferentes de los correspondientes proveedores<br />
de redes.<br />

Conclusions<br />
For broadcasters it is vital to be able to offer their content on<br />
all relevant devices under regulatory and economical conditions to<br />
which they have to adhere to. This includes all forms of linear and<br />
nonlinear offers. For the short- to mid-term future there seems to<br />
be no doubt that there is no single distribution platform which can<br />
satisfy all requirements.<br />
Linear content can be most efficiently delivered by terrestrial<br />
broadcasting networks while for the nonlinear part broadband<br />
networks are required. As it will be economically prohibitive to roll<br />
out their own wireless broadband networks broadcasters consequently<br />
have to seek cooperation between broadcast and broadband<br />
networks.<br />
From a technical point of view there seem to be obvious ways to<br />
facilitate such cooperation between broadcast and mobile networks.<br />
à If smartphones and tablets are equipped with broadcast<br />
receivers all services can be received straightforwardly. As<br />
both technologies would be integrated synergies in terms of<br />
more efficient usage of spectrum resources could be achieved.<br />
This integration corresponds to a short- to mid-term objective<br />
broadcasters should pursue actively.<br />
à Integration of broadcast receivers into smartphones and tablets<br />
does not necessarily mean cooperation of networks.<br />
Even hybrid services such as HbbTV do not require cooperation<br />
between networks as the intelligence where to get the<br />
content from and how to combine it lies with the receiving<br />
devices and not with the networks. However, as soon as more<br />
efficient management of resources, i.e. spectrum or data capacity,<br />
depending on the actual demand is envisaged, cooperation<br />
between networks becomes an issue. The large area<br />
overlay broadcast networks need to “talk” to cellular wireless<br />
or mobile broadband networks and vice versa to optimize the<br />
delivery of content. The major challenge in this respect is not<br />
technology but rather bringing together very different business<br />
models of the corresponding network providers.<br />
à On a long-term basis the development of a terrestrial delivery<br />
system should be supported which is able to use<br />
unicast, multicast and broadcast modes depending<br />
on the demand and the available resources in an<br />
optimal way. Basically, this corresponds to combine<br />
the strengths of broadcast and broadband<br />
technologies under one roof. Whether this is a viable<br />
option for broadcasters from an economic point of view is<br />
an important question which has to be addressed alongside all<br />
technical issues.<br />
Clearly, there is a need for detailed<br />
research to fully exploit the potential<br />
unidifusión, la multidifusión y la radiodifusión, dependiendo<br />

un punto de vista económico, es una cuestión importante<br />
que tiene que ser abordada junto con todos<br />
los problemas técnicos.<br />
Claramente, existe la necesidad de realizar investigaciones<br />
detalladas para aprovechar plenamente el potencial de<br />
estas opciones. En particular, con respecto a la elaboración<br />
de un futuro sistema capaz de responder a todos los requisitos,<br />
se puede argumentar que el LTE ya presenta hoy en<br />
día tales características por medio de su opción eMBMS.<br />
Aunque esto puede ser cierto en alguna medida —hay algunas<br />
restricciones técnicas que no califican al LTE como el<br />
sistema más deseable— la cuestión aquí no es de carácter<br />
técnico. Hasta la fecha, no existen implementaciones de<br />
eMBMS a no ser por algunas pruebas. Evidentemente, la población<br />
existente de dispositivos móviles no está lista para<br />
el eMBMS. Lo mismo se puede decir de las redes mismas,<br />
aunque esto podría ser resuelto mediante actualizaciones<br />
de software. Al parecer, por el momento no existe un modelo<br />
de negocio que sea lo suficientemente atractivo para<br />
los operadores móviles para seguir la ruta eMBMS.<br />
Por lo tanto, la integración de aparatos receptores de<br />
radiodifusión en los teléfonos inteligentes y las tabletas<br />
parece ser un camino prometedor. Países como Japón y<br />
Corea se encuentran ya sobre esta pista; México está investigando<br />
esta cuestión. En particular, en los países con una<br />
sociedad muy móvil o en los que no tienen infraestructura<br />
de banda ancha fija, esta combinación de tecnologías pueden<br />
brindar nuevas oportunidades en el campo de la comunicación<br />
audiovisual y de consumo de medios. Sin embargo,<br />
esto sólo será cierto en la medida en que haya disponible<br />
una cantidad suficiente de espectro para los futuros servicios<br />
de radiodifusión terrenal.<br />
of these options. In particular, with regard to the development of<br />
a future system capable responding to all requirements, it may be<br />
argued that LTE already today exhibits such features by means of<br />
its eMBMS option. Even though this might be true to some extent<br />
– there are some technical restrictions which do not qualify LTE as<br />
the sought-after system – the issue here is not technical. To date,<br />
there are no implementations of eMBMS apart from some trials.<br />
Obviously, the existing population of mobile devices is not eMBMS<br />
ready. The same is true for the networks themselves even though<br />
this could be resolved by software updates. Apparently, for the time<br />
being there is no business model which is attractive enough for mobile<br />
operators to follow the eMBMS route.<br />
Therefore, integration of broadcast receivers into smartphones<br />
and tablets seems to be a promising way forward. Countries like<br />
Japan and Korea are already on this track; Mexico is currently investigating<br />
the issue. In particular, in those countries with a very mobile<br />
society or those lacking fixed broadband infrastructure such combination<br />
of technologies can offer new opportunities in the field of<br />
communication and audio-visual media consumption. However, this<br />
is only true as long as sufficient spectrum is available for future terrestrial<br />
broadcasting services.<br />
