Cinema enjoys a long trajectory in the vanguard of socio-political movements in Latin America, and has
continue to be battle with great challenges.
For this reason, the Goethe-Institut in La Paz, in cooperation with the Alianza Francesa, the French Embassy,
the Simon I Patiño Foundation, and with the help of Diego Mondaca, a local filmmaker, started a project to
support and promote young film directors in the field of creative documentary filmmaking. This project, which
we called “TalentDOC”, simultaneously took place in Bolivia, Ecuador and Peru. The contemporary reality of
these countries originates from the strong influence of indigenous cultures as they intermix with the world’s
globalised information societies.
TalentDOC, Cochabamba 2013; a radiant August sun after an extraordinary snowfall —which jeopardised the arrival
of our experts and the nine pre-selected finalists in Bolivia, Ecuador, and Peru— gave us the welcome to the
intense week ahead. The event was made up of hard work, conversations, and debates about the current state
of Latin American cinema in general, and the nine projects selected as finalists in particular. This all took place
in a spectacular setting offered to us with much love and commitment by the Fundación Simón I. Patiño at their
headquarters.
Why did the Goethe-Institut —in collaboration with the Alliance Française— decide to launch this project And why
around documentary cinema
Documentary cinema is, par excellence, the medium with which to examine both foreign and internal states of
consciousness, as well as opening windows towards reality itself. The three Andean participating countries’ realities
are marked by the tension —and richness— produced by the confluence between indigenous cultures, foreign
influences, and globalised information societies. Creative documentary filmmaking is increasingly able to describe
the processes and conflicts that come with the quest for an individual and collective identity in a world increasingly
synchronised by the cultural mega-industries.
Over the past 15 years, documentary filmmaking has experienced an apogee and great results have been achieved
in the areas of dramatization, film structure, etc. The change of emphasis towards creative documentary filmmaking
has been especially important. The latter doesn’t attempt to hide behind a false objectivity, but instead deliberately
shows the director’s individual vantage point, which doesn’t attempt to remain concealed. In this way, documentary
filmmaking becomes an important means through which to reflect about social, political, and cultural topics. Even
large film festivals now take note of this new artistic quality of documentaries. For example, the first prize (the
Golden Lion) in the 2013 Venice Festival, went to “Sacro GRA” a documentary film by Gianfranco Rosi.
As part of a multi-level selection process, TalentDOC sought out young talents in the field creative documentary
filmmaking. In the context of cultural cooperation between our countries, we hope that with this project we have
been able to contribute with a grain of sand towards strengthening documentary filmmaking in Latin America.
Coordinador TalentDOC
TalentDOC establishes itself as a formation and development
platform for documentary film projects across the Andean region.
We have chosen Bolivia, Ecuador, and Peru to focus our work and
attention. Through strategic alliances with prestigious institutions
inside and outside this region, we aim to establish a network of
contacts for directors and projects invited to form part of the
TalentDOC family.
The TyPA Foundation has as its aim to strengthen the creative work of
new Latin American filmmakers, and promote the integration of their
projects within the world film industry. We celebrate the association of
TalentDOC with Taller Colón de Análisis de Proyectos Cinematográficos,
which is one of our most recognised programs. Thanks to this
agreement, the three selected projects will take part in the 14th version
of the workshop, which will take place in Argentina.
We have been continuously following our nine directors and their
projects for them to find better channels and mechanisms that will
help them develop and carry out their artistic proposals in optimum
conditions.
TalentDOC adjusts to the needs and demands of the selected projects.
Our strategy is designed in such a way that these projects come to a
successful conclusion. In so doing, we aim for them to become powerful
projections of our cultures and worldviews.
This type of alliance confirms that, independently of the subsidies
TalentDOC offers the finalists, these must be adequately applied and
accompanied by a strategy to legitimise the projects. These elements
are effective for the future of these films, placing them in a favourable
situation in the search for future co-productions.
We are aware of the problems and opportunities faced by the region’s
filmmaking in this age, and this is why we believe in the creation of
platforms which contribute towards the formation and distribution of
Latin American audiovisual production.
mundo.
A SKY OPEN TO DOCUMENTARIES
Every three years, our Pedagogical and Cultural Centre organises A Cielo
Abierto, a Latin American documentary film festival. This festival has the
objective of harnessing and spreading the documentary genre, which
breaks out into the world film scene with unusual strength, demanding
the attention from an increasingly well-formed audience.
The 130 year anniversary of the Alliance Française coincides with the
signing of the Élysée Treaty. For this reason I especially want to offer
a salute in memory of General de Gaulle who in 1958 proclaimed “In
the Alliance Française I see a permanent ambassador for what exists
above politics, above the day to day, above difficulties, divisions and
criticisms”.
An important branch of our festival, which is exclusively devoted
to creative documentary filmmaking in Latin America, involves the
development of creators committed to their reality and its transformation.
With this pedagogical aim in mind we have had the pleasure of pairing
up with institutions and people who share the same commitment, and
with whom we can join efforts to create a solid, creative, and sustainable
platform for creative documentary filmmaking. Goethe-Institut La Paz is
such an institution, who in setting up TalentDOC 2013, have given way
to one of the most important events in the Bolivian filmmaking scene.
TalentDOC has been an important step towards the creation of a space
for the formation of young documentary filmmakers, as well as a place
where the themes and preoccupations of our countries can begin to
be clarified. This is an important step towards the transformation and
creation of thoughts and ideas for any society.
The general, who was president of the Alliance Française during
the most tragic part occupation of France by the German army, lives
on in spirit in the philosophy of the of the Alliance Française. As a
resistance hero, Charles de Gaulle organised the liberation of France
from the invasion of totalitarianism. Along with Chancellor Konrad
Adenauer, who was a great German opposer to nazism, de Gaulle took
the initiative of building a lasting peace through cultural exchanges as
part of the Élysée Treaty.
Faithful to this spirit, Alliance Française is proud to be part of
TalentDOC, taking part in spreading the ideals of peace through
intercultural dialogue in Bolivia, South America, and in the rest of the
world.
On the 22nd of January 1963 the German Chancellor Konrad Adenauer and the
French president Charles de Gaulle signed the Élysée Treaty. This agreement
marked a milestone in bilateral agreements between both countries towards
the future of Europe, as it left behind it an era marked by the war.
In commemoration of the 50th Anniversary of this treaty, Germany and
France are devoting a whole year of joint activities inside and outside
their borders. This date is commemorated in Bolivia through various
cultural events led the German and French embassies, as well as their
cultural institutes, the Goethe-Institut and the Alliance Française.
France gives special importance to culture in order to promote the ideals
of Liberty, Equality and Fraternity. Sharing cultural values will allow the
construction of a world that is fairer and based on mutual respect, thus
enabling indispensable political and commercial relations, like those
achieved by France and Germany over the past fifty years.
We work through our official cultural operator, l’Institut Français, and
with l’Alliance Française, the largest cultural NGO in the world. The
success of the latter is owed mainly to the commitment of nationals
from every one of the 136 countries in which it is present.
In the Franco-German year, cinema takes the centre stage. The
TalentDOC documentary film project has been regionally projected
to include Ecuador and Perú, opening the door to talented young
filmmakers in these countries, allowing them to show their work as well
as learn from the experience of German and French experts. This large
project involves filmmakers from three countries where film production
is finding a way to break through amidst several challenges. It is a true
satisfaction to be able to contribute and strengthen the dreams and
determination of the TalentDOC winners.
Congratulations to all participants for their effort, commitment and for
their promising creations!
As with all cultural forms, France not only promotes its national cinema,
but also provides important support to the promotion of cinema from
several countries. This is thanks to d’Aide aux Cinémas du monde,
an organism jointly managed by the Institut Français and the Centre
This organism supports the association between French and foreign
filmmakers in film co-production, in order to promote culture. We’re
pleased to support creative documentary filmmaking in South America
through TalentDOC.
Kallawaya
/ Kallawaya
SINOPSIS
SYNOPSIS
Albertina has been granted permission to cure, and
must become initiated in path ancestrally reserved
only for men. After working as a housemaid in the city,
she returned to her community to remember what the
mountains, or Apus, have to say. She must also remember
what the earth says, as well as the winds, the riversm the
fire and coca, the healing properties of plants and rituals.
The secrets of her culture are transmitted to her through
a language about to disappear. These secrets are passed
on to her by two great teachers, who in remembering
the ITINERANCIA of their healing practices, accompany
her as she receives the wisdom of the elders from
other Kallawaya communities. Albertina’s father was a
kallawaya, so is her husband. Her son or daughter will
one day likely become kallwaya healers as well.
DIRECTOR’S NOTE
Contact with the earth, along with the natural cycles and rituals, offer
the possibility of conceiving of the cosmos differently to how we do so
in the fast pace of the city. The knowledge of the Kallawaya culture
maintains a way of living in equilibrium with the surroundings, where
everything is deeply interrelated.
Albertina will be our guide through this world. Through her initiation, she
will immerse us into this space, where the medicinal use of plants and
rituals have been practiced from distant times. These elements
harmonise man with everything that surrounds him as a way of healing.
Albertina wants to learn to heal and the elders want to pass on their
knowledge. We want to recover this path which has been treaded since
an ancestral era.
DIRECTOR’S NOTE
The past impacts on our everyday life, hitting it like the waves that hit
the shores of Isla de la Luna. Through telling this story we want to
provoke the memory and make us rethink our way we remember the
facts of our recent history. The Isla de la Luna is a place trapped in time
which hasn’t yet given in to tourism as a means of survival. Every day
there are fewer people who keep alive the stories and traditions of that
place, yet they all share a common history of reclusion. We are confident
history has never before taken as its protagonists men such as Juan
Rojas or Florencio Mamani. They are anonymous yet fundamental pieces
in one of the most important blows carried out against the military
dictatorship. Despite never haven taken arms in the name of an ideal,
they have taken control of the rudder of their own destiny as Bolivians.
This destiny is inextricably linked to that of the 66 dreamers who today
owe them their lives.
Director /Director
bienestar, verdaderamente anticapitalista y descolonizador.
DIRECTOR’S NOTE
I met Pitágoras four year and we convinced each other to make a film
about his life. At a time when the concept of “living well” has become a
demagogic slogan, it’s especially important to ground our notions of
what this means by looking at the lives of modest characters from whom
we can learn. Through his everyday struggles and sovereignty, Pitágoras
shows us an alternative to the miserabilism with which welfarist policies
have tried to tackle poverty, both then and now.
It is through his story that we may begin to understand the authentic
indigenous outlook of well-being in its truly anticapitalist and
decolonising sense. It is an utopian vision free from speeches and
pamphlets, yet filled with a dignified and libertarian way of existing
which builds itself through work.
SINOPSIS
DIRECTOR’S NOTE
My grandmother died two years ago and ever since I have felt the need
to document the few remaining characters who still inhabit the small
village where my great-grandmother, grandmother, and mother, were
born. That magical place has been my best source of refuge throughout
my life. I still remember how, as the sun was rising, I would come
together with all the other visiting grandchildren to go and play. The
years have passed and things have changed. The children left, the
grandchildren grew up, the grandparents died… All that’s left today are a few
grandmothers among houses falling down by the wait of the absences. This
is a universal story that identifies those who, like me, come from the
countryside, live in the city. Those of us who got a chance to meet our
grandparents or even those who never have, those of us who have lost them
and those whose grandparents are still alive. Be it close by or far away, the
story also identifies those of us who have migrated, those who have
returned, those who don’t plan on leaving and those of us who have left.
La
Quebrada
/ The Ravine
SINOPSIS
SYNOPSIS
In a working-class district in the south of a city built on
ravines, a group of young men, live free from drugs and
listen to hardcore music at full volume. The wolf pack
lives amidst a violent environment where they firmly
mark their boundaries not to slip down La Quebrada. Just
like the unstable foundations of this neighbourhood that
can fall at any moment, the life of its residents suffer
from the same instability.
From the depths of La Quebrada, a rebellious cry can he
heard. It represents the Straight Edge, and the tension
generated between their life stories and the music is
released during a concert. It’s specifically the mosh pit
where the cry is at its purest and most honest. This is how
the portrait of this urban tribe and their neighbourhood
is constituted.
DIRECTOR’S NOTE
I filmed a music video in a restricted access zone, the Mena Dos
neigbourhood in southern Quito. Before filming the video I met a Straight
Edge, who opened up his doors to us, allowing us to walk risk-free
through these streets. In the video there are several Straight Edge
youths who abstain from drugs, alcohol and tobacco, maintaining a
sober lifestyle. That is when my curiosity was awakend about the
violence and that urban tribe, which looks like a gang without being one.
I also listen to the same hardcore music, but decided not to be Straight
Edge. They adopt a militant stance, a tough appearance, and seem
violent. I associate that violence with a cry, with an exclamation of
rebelliousness manifested in the way these young men and women
present themselves. Taking into account aspects of their everyday lives
and personal experiences, the question arose: Where does this cry
originate After asking myself this question I decided to set out to find
some answers.
Sacachún
/ Sacachun
SINOPSIS
SYNOPSIS
In Sacachún’s centre, behind a syncretic wooden cross,
San Biritute once stood imposingly, boasting his nudity
carved in stone. He used to bring the rain and cure
women. One day, 60 years ago, two trucks filled with
military personnel arrived to kidnap him. Everything has
changed ever since: it has stopped raining, the harvests
and young people all but left, leaving a handful of elderly
locals. They only ask for one thing: for San Biritute to be
brough back. Justin is 5 years old and is the only child in
the village. He firmly believes San Biritute will return this
year, and with him, the school and his friends, so that he
doesn’t become Sacachún’s latest migrant.
DIRECTOR’S NOTE
It was one of fate’s mysteries that brought the story to me. I visited
Sacachún after a series of coincidences. Once there, the local baker
thanks me for my visit and decides to talk. Arcadio tells me everything,
almost without me asking, as if the need to tell the world what they have
done to Sacachún came from deep inside him. He tells me how his
grandparents were robbed of their faith, and as a consequence it was
also robbed from him and his grandchildren. He talks of how, before San
Biritute was taken away, it used to rain, there was a good harvest, cattle,
people, and how now there’s nothing left; just him, his ten neighbours,
his wife and the small oven where he makes his bread.
It’s been three years since I met Arcadio and, today, I can say we are
friends. My commtiment towards the story goes beyond the film product,
as it contains the legacy of this man’s life, his faith, and his love for life.
SINOPSIS
SYNOPSIS
Ever since an airport was built next to San Agustín during
the 1960s, the village’s inhabitants have lived under
the constant threat of being evicted in the name of
progress. Following its birth, the airport was to continue
its expansion. Yet decades passed and the threat
never materialised. The mototaxis ceaslessly came and
went, Inés and the women at the dining hall cooked
for the farmhands working the fields, children played
everywhere. In his cellar, Adriano served his clients as he
had been doing over the past 30 years, Alejandro worked
came together and met under the Chilean trees. The old
DIRECTOR’S NOTE
When I first visited San Agustín I was fascinated by the surroundings. I
was later captivated by the characters who lived there, and finally
became obsessed by the fate which befell on the village: its imminent
disappearance. This fate seduced me and went on to define the tone of
the documentary. As central themes,
I picked out the nostalgia, uprootedness and resignation from the
multitude of stories that San Agustín had to offer, as I felt they
summarised a great deal of what is happening in Peru today. It is for this
reason that I feel my project is important and needs to find its
conclusion.
SINOPSIS
Lamentablemente
Guillermo fue destacado nuevamente a Lima y tuvieron
que mudarse definitivamente. A pesar de algunos
intentos, nunca pudieron regresar.
SYNOPSIS
Guillermo Burmester, a retired submarinist from the
Peruvian navy, has kept photographs and films from the
time he lived with his wife and first son in Germany
and Holland. There they formed a home and, by chance,
found the origin of the Burmester surname. Guillermo
was sadly detailed to Lima once again so the family
had to move back there permanently. Despite some
attempts, they were never able to return. Jano, the
youngest of the three children, remembers how the
family used to get together in their living room to watch
projections of the slides his father captured in Europe.
It is now he who seeks to dive deep among these
images to try to piece together this story.
DIRECTOR’S NOTE
My interest in the stories hidden behind images stems from the
photographic archive my father collected during the family’s stay in
Europe. The experience of seeing these images projected against a
screen in the living room of my house, in the dark, was very cinematographic.
The voice of my father in the half-light explaining the content of these
slides, had the effect of teletransporting me. These scenes became
representative of the Burmester family imaginary, the pillars upon which
part of our identity was built. It was these images that generated the need
of creating my own works and my own memories. With them, I now seek
to piece together the story in order to reinterpret it, going beyond this
intimate space and moving toward a public and universal space. I reactivate
the homemade images taken by my father, and use his gaze as a starting
point to rewrite a living story over this past.
Los diablicos
de la Virgen
/ The Virgin’s Imps
SINOPSIS
SYNOPSIS
The dance of the Imps of Túcume is the most important
expression of faith in northern Peru towards the Virgin
of the Immaculate Conception. In a strange way, the
latter represents the remnants of a set of beliefs that
the Catholic Church turned pagan, and which the village
reclaimed through dance.
gire mi cabeza y te mire. No soy el mal, pero represento tus miedos;
a sonar.
DIRECTOR’S NOTE
I am from Tucumé, I carry an imp in my heart and imaginary bells rattle
and ring behind me when I walk. I exist in two worlds and my cape allows
me to fly between them. I am a tucumano, and on my head I have deer
antlers and very round eyes that will talk to you when I turn my head and
look at you. I am not the evil, but I represent your fears; I am not the
good, but am devotion incarnate. I am the past and the subconscious, I
am a Túcume Imp. In every tucumana family there will always be an imp;
my family is no different. The patron of the dance was Georgin Carrillo
Vera, cousin to my grandfather Santos Vera. If there is a person who
truly loves the dance, it is my great uncle don Georgin. At 85, he still
carries the rhythm in his blood, as well as the delight any tucumano
feels when the chirimía and drum begin to play. There have been several
foremen of this dance, yet there is no photographic record of these
characters who vanish in time, just like our identity.
“Selling not
¿What is the role and power of the pitch in film co-production
and distribution
The best idea will never turn into a film if it doesn’t find the right counterpart. The meticulous preparation of a
presentation that does the project justic is the alpha and the omega—be it the famous Elevator Pitch in three
minutes, a presentation at a coproduction market, or a request for sponsorship.
It’s about marking the project stand out in the midst of tough competition. “Selling not Telling” is the approach
that describes the aim, as what’s important in the Pitch is not the content of a project, but the team behind it.
What personal motivation lies behind it What makes the project unique or what is the USP What has been the
development to date What precisely is sought after—budget, a counterpart for sales or coproduction
These questions about content should be made in a prior analysis phase, as the time in which a Pitch can be
delivered is very narrow and the target group’s attention tends to be limited. The good news is that the Pitching
process is not a magical act and can be learned by everyone. What’s most important is not losing the closeness
to oneself and towards the intention behind the project. One can win others over with authenticity and passion—
both in love and in the world of film.
¿Cuán importante es tejer redes
en el proceso de formación cinematográfica
Establecer redes no únicamente significa “estar en contacto”, sino fundamentalmente significa “trabajar
conjuntamente”.
¿How important is it to build networks
in a filmmaker’s development process
Building networks doesn’t just mean “being in touch”, but fundamentally means to “work continuously”.
Filmmaking, our profession, arises thanks to the contribution of several creative minds. It is precisely this
creative process that becomes cristalised in a film, involving a complex strategy with a shared objective: creation.
In order for this creation to be novel and responsible it requires a good formation on the subject as well as the
right group of people to work with. A vital first step towards this task is knowing who to work with, and at what
level. This is the importance of building networks in a filmmaker’s development process.
iguales. No podría estar más de acuerdo.
¿When writing a documentary script, do we shape the reality we are trying to capture
What tensions and potential exist in this process of creation when faced with the realities we
have before us
When writing a documentary script, we need to shape the reality we are attempting to capture. But we can’t
give it any form, we must give it a dramatic one. A documentary script must be developed with the same care and
precision as a fiction screenplay. We must consider the character arch, the dramatic action in the story, the twists or
pltos, as well as the narrator’s point of view.
It is not an easy task. Documentary screenwriters work in non-controlled situtions. They expose themselves
to physical and emotional risks in a world governed by change, inaction and chaos. Yet that is precisely the
challenge of this beautiful task: to give (dramatic) sense to life. Incorporating techniques from fiction screenplays
doesnt imply manipulation in a documentary. The basic premise of a documentary is to tell a story truthfully,
and the dramatic form, when used appropriately, is able to REALZAR that truth, exponentially mutliplying it. It’s
not about pleasing the audience either. Far from it: one must challenge, COMPROMETERLO, and take them out
of their comfort zone. The dramatic form is a powerful tool at our service. Whether we want it or not, the most
popular literary form in the contemporary world. A filmmaker once told me that the only difference between a
fiction film and a documentary is that the fiction work is better lit and has better sound. But otherwise they are
exactly the same. I could not agree more.
¿What do we mean when we speak of ‘audience formation’,
and what is the importance of growing distribution venues
A film without an audience is a sad affair. It’s sadder still when this happens without the audience deciding it
to be so. Every day we are battling to get the attention of the audience and when we manage to get to a few
people we need to be aware that we have taken them away from someone else. Stefan Kaspar, whose death has
recently moved us, knew about these things. He once told me about a talk he gave in Geneva about alternative
distribution experiences he carried out.
Swiss locals who heard him talk about how hard it was to access various films (and different to those predictable
works from the USA’s industrial film production), answered that they too, in prosperous Geneva, experienced
this same difficulty. “Here we also need Lima’s microcinemas!” they said to him. The development of audiences
and alternative distribution venues is a way of cultivating a language and an artform able to produce marvellous
collective encounters. Without these distribution venues, cinema would be reduced to yet another of capitalism’s
products, with no value other than its own discardability.
¿What should be the procedure for the author of a creative documentary
to adequately portray reality
Unlike TV documentaries, film documentaries don’t sustain themselves through information alone. Documentary
film allows itself to be everal things: sporadic, dreamy, fearful or coarse. Yet it must only do one thing in an
astonishing way: bringing together the author’s personal vision with the language of cinema in order to open a
space that we have never been in before.
It is important to free oneself from the burden of the medium’s conventions in order to discover an individual
approach towards the subject. At the beginning, the story can present itself as a big challenge. Has everything
not already been told This question can be answered in the affirmative and without fear, replacing it with a
different one: why is it that I am working on this topic Why did it have to arrive at me
The second step is seeing into the essence of a project that has not yet been born, as well as understanding
everything you can leave out in order to make it visible. Courage is needed to take this step because every
creative documentary is a narrative experiment. A new beginning is not possible unless this is embraced. By
leaving things out an idea slowly becomes cristalised: an intimate aspect, a reason or a momentum become the
engine behind the story. This idea is equipped with immanent rules. The filmmaker who understands them and
knows how to apply them is already on their way to the objective: to caress the human condtion with the art of
the creative documentary!
