Mais,nous sommes aujourd'hui près de3000 et, parfois, des arbitragesdouloureux sont nécessaires. Orceux-ci ne peuvent être acceptés ques'ils sont fondés sur des règles du jeuclairesEn 1998, lors du 4e Zaf mondial, lesCapitaines ont donc formulé lesprincipes qui règlent la création denouvelles Tables en terre étrangère.En 2002, ils ont adopté un texte quidécrit le fonctionnement de leurpropre Assemblée, et un autredocument qui définit les tâches deSECOIN. Ces textes ont permis declarifier de nombreuses situations.A Buenos Aires, dans moins d'uneannée maintenant, l'Assemblée desCapitaines nationaux va se réunir ànouveau, et sans doute sera-t-elleamenée à débattre de nouvellesquestions essentielles: on parlera dela protection juridique de notre nomet de nos symboles. On évoquerapeut-être le statut de Frère, même.Encore des règlements! murmurera-tonpeut-être au gaillard d'avant. Maisque l'on y pense: Lorsqu'uneinstitution humaine regroupe commela nôtre autant de nationalités et decultures, elle a besoin de points derepères communs. Parconséquent, conclut le GrandCommodore italien, la Confrérieitalienne en tant que marraine dela Confrérie maltaiserecommande sa promotion ensection A du Directory, avec lacertitude que la nouvelle Tablecontribuera à dignement enrichirnotre Confrérie mondiale".Dans ces conditions, j'aimeraissuggérer à l'Assemblée desCapitaines nationaux de placerdorénavant la Confrérie deMalte dans la section A de notreliste officielle des Tablesnationales.Sans nouvelles de votre partjusqu'au 30 novembre,j'admettrai que vous approuvezcette mesure.
