La modalidad consecutiva 47vez, Jaques Santer compareció ante el Parlamento Europeo el 18 defebrero de 1997 en nombre de la Comisión de la que era Presidente,empezando su discurso de esta manera:Speech by Jacques Santer, President of the European Commission,to Parliament on 18 February 1997Mr President, Ladies and Gentlemen,In the course of this part-session you will be debating the report by theCommittee of Inquiry into BSE. On reading the report, which leaves nobody unscathed,the Commission included, we can see that a number of measures must betaken to remedy obvious shortcomings and malfunctionings and we must givethought to the future.I have no intention of relating to you the background to this affair nor of commentingin detail on the report produced by your Committee.As President of the European Commission I will speak on behalf of the entireCommission and tell you how I view things. I will therefore be concentrating onthe Commission’s role. But this House, of course, must bear in mind the part playedby each institution and, above all, by the Member States. Each one must takeits share of responsibility.
