La séance d'ouverture a eu lieu le mardi 6/10/1998, à l'HOTEL WINDSOR<br />

UMUBANO, à 9hl9', sous la présidence de Monsieur Marc KABANDANA, Secrétaire<br />

Général au Ministère de la Jeunesse, des Sports, de la Culture et de la Formation<br />

Pr<strong>of</strong>essionnelle, et Représentant du Ministre.<br />

Les cérémonies d'ouverture se sont déroulées en présence des membres du Corps<br />

diplomatique, des Organismes Internationaux et de la Société Civile Rw<strong>and</strong>aise.<br />

Les dites cérémonies ont été marquées par les discours du Représentant du Directeur<br />

Général de l'UNESCO, du Représentant de N.P.I., et du Représentant du Ministre en charge<br />

de la Culture.<br />

WELCOME SPEECH<br />

Dr. Michael Schlüter, Research Director <strong>of</strong> NPI<br />

NPI counts it as a great privilege to co-operate with the Ministry <strong>of</strong> Youth, Culture, Sports<br />

<strong>and</strong> Vocational Training <strong>and</strong> UNESCO in launching this conference on <strong>Shared</strong> Values <strong>and</strong><br />

Promoting a Culture <strong>of</strong> Peace in Rw<strong>and</strong>a.<br />

As I shall have the opportunity to give our underst<strong>and</strong>ing <strong>of</strong> the term <strong>values</strong> <strong>and</strong> why they are<br />

so important in my introduction after the opening ceremony is over, I shall confine myself<br />

now to saying a few words about 'Who is NPI?' Everyone in Rw<strong>and</strong>a knows MIJESCAFOP.<br />

Most know UNESCO. Few know NPI.<br />

NPI is a small British NGO based in Cambridge, near London. It obtained its name 'Newick<br />

Park Initiative' from the place <strong>of</strong> its first meeting 'Newick Park', which was the home <strong>of</strong> its<br />

chairman, Lord Brentford, who is a Peer in the British Parliament.<br />

NPI is part <strong>of</strong> a larger charity called the Relationships Foundation (RF) which is based on<br />

Christian <strong>values</strong> <strong>and</strong> which is involved mainly in work in Britain. In Britain the RF works on<br />

building relationships in prisons <strong>and</strong> in the health service, we are involved with work on<br />

urban unemployment <strong>and</strong> regeneration, we are concerned with care <strong>of</strong> the elderly <strong>and</strong> also we<br />

are working to build relationships in large companies. NPI's work in Rw<strong>and</strong>a is our only<br />

international project.<br />

NPI's work in Africa started in 1986. We worked in South Africa for five years 1986-1991<br />

running a series <strong>of</strong> high level but secret meetings between the ANC <strong>and</strong> the White<br />

Establishment including those working for the South African Government. We were also<br />

briefly involved in 1994. Since 1994 we have been involved here in Rw<strong>and</strong>a seeking ways to<br />

contribute to building relationships in society after the genocide.<br />

NPI has three areas <strong>of</strong> work in Rw<strong>and</strong>a<br />

1. Agri<strong>culture</strong>. We are concerned to see a rapid increase in agricultural production <strong>and</strong><br />

income - generating activities. We believe the key to this is the is to use chemical<br />

fertilisers like every other country in the world. We held a conference on this issue a<br />

year ago (October 1997) with the Ministry <strong>of</strong> Agri<strong>culture</strong>. This last week we also<br />
