The Hezbollah group is believed to have been behind hundreds of killings in the predominantl.y Kurdish southeast of Turkey during the past few years. It mostly targets people who oppose the group and has kIlled at least 60 members of Abdullah Ocalan's Marxist Kurdistan Workers Party or PKK. Senior police and paramilitary officers met in the southeastern city of Diyarbakir to discuss the crackdown. "We are debating the future struggle against the Hezbollah organization," said Gokhan Aydiner. the top state official in the southeast. He gave no further details. The meeting of security officers comes during the holy Islamic month of Ramadan. The group frequently recruits in mosques. which are often crowded during Ramadan. Plainclothes policemen have been assigned to attend sermons in mosques in Turkey's southeast to monitor suspicious activities. Police say they have captured more than 1,200 Hezbollah members during the past year. The group is not related to Iranian or Lebanese groups of the same name. The group's members are mostly religious, rural Kurds. They use swords and pistols to execute their enemies. Some experts and foreign diplomats have speculated that the group, which is staunchly anti Marxist, received support from Turkish military intelligence during its formation in the 19808. The experts say the military may have encouraged activists to attack their rivals in the PKK. Like the far more powerful PKK, Hezbollah took up arms in 1984. But unlike the PKK, Hezbollah has largely concentrated its fight against its opponents and has not carried out any major attacks against Turkish targets. Hezbollah and the PKK reportedly agreed to stop attacking each other in 1993. Norway changes policy, allows missile sale to Turkey Oslo - Reuten. Norway did an about turn and said it would permit the sale of anti-ship missiles to Turkey, ending a four-year ban on the sale of defense equipment to Ankara. The Foreign Ministry said that defense equipment manufacturer Kongsberg Gruppen had been granted a license to sell16 anti-ship Penguin missiles to the Turkish defense. The contract is worth around 300 million Norwegian crowns ($37.49 million). In September, the government rejected the export application. Norway stopped weapon exports to Turkey in 1995 because of its human rights record. Victor Ronneberg, foreign ministry spokesman, said the shift in policy did not mean a general decision to restart weapon sales. "Any application to export defense-related material to Turlœy will be handled on a case-by-case basis," Ronneberg told Reuters. He said the decision to allow the exports took into consideration that a civil war-like situation five years ago in the southeast of the country was over. Turkey had also stopped military operations in northern Iraq, he said. He said that considerations also included the death penalty against Kurdish terrorist leader Abdullah Ocalan, which had been referred to the European Court of Human Rights. Ocalan was sentenced to hang in June for spearheading an armed-rebel campaign for self-rule that cost 30,000 lives. Turkey keeps the death sentence on its books but has not executed any convict since 1984. "We believe there is good hope that the death sentence situation might change," Ronneberg said. Hé added that the European Union's decision to offer Turkey EU candidacy might "further encourage positive developments in Turkish policy both in human rights and basic democratic principles". 133
