Etude de cas 11. <strong>Le</strong> Protocole de Montréal<br />

du Protocole de Montréal, Bureau Régional du <strong>PNUE</strong> pour l’Amérique Lat<strong>in</strong>e et les Caraïbes<br />

<strong>Haiti</strong>’s M<strong>in</strong>istry of Environm<strong>en</strong>t, through the National Ozone Office, oversees the country’s obligations under the<br />

Montreal Protocol on Substances that Deplete the Ozone Layer.<br />

S<strong>in</strong>ce 1999, UNEP has collaborated with the <strong>United</strong> <strong>Nations</strong> Developm<strong>en</strong>t Programme (UNDP) to provide ongo<strong>in</strong>g<br />

support to phase-out the importation and use of Chlorofluorocarbons (CFCs), Hydro-chlorofluorocarbons (HCFCs)<br />

and other ozone deplet<strong>in</strong>g substances.<br />

UNEP recognized that the reconstruction activities <strong>in</strong> <strong>Haiti</strong> would <strong>in</strong>crease the demand for air-condition<strong>in</strong>g and refrigeration<br />

equipm<strong>en</strong>t and services, and therefore id<strong>en</strong>tified a need for Montreal Protocol considerations to be <strong>in</strong>tegrated<br />

<strong>in</strong>to the national post-disaster recovery effort. The <strong>Haiti</strong>an Governm<strong>en</strong>t requested the application of measures under<br />

the protocol which prev<strong>en</strong>t technologies requir<strong>in</strong>g the use of ozone deplet<strong>in</strong>g substances from be<strong>in</strong>g imported <strong>in</strong>to<br />

the country dur<strong>in</strong>g its recovery period and beyond.<br />

UNEP began advis<strong>in</strong>g the governm<strong>en</strong>t on its negotiations with the Montreal Protocol Multilateral Fund to allow for<br />

flexibility <strong>in</strong> the implem<strong>en</strong>tation of projects, to meet the country’s new needs follow<strong>in</strong>g the earthquake.<br />

In addition, the Montreal Protocol Multilateral Fund provided extra fund<strong>in</strong>g to <strong>en</strong>able the repair of earthquake damage<br />

to the premises of the National Ozone Office.<br />

The chall<strong>en</strong>ges ahead <strong>in</strong>clude <strong>in</strong>tegrat<strong>in</strong>g Montreal Protocol considerations <strong>in</strong>to wider national rebuild<strong>in</strong>g activities to <strong>en</strong>sure<br />

the technologies <strong>in</strong>troduced are <strong>en</strong>ergy effici<strong>en</strong>t and ozone fri<strong>en</strong>dly and will assist <strong>Haiti</strong> on a Gre<strong>en</strong> Economy path.<br />

UNEP and UNDP will also assist with tra<strong>in</strong><strong>in</strong>g and capacity build<strong>in</strong>g <strong>in</strong> the <strong>en</strong>forcem<strong>en</strong>t and control of trade <strong>in</strong> ozone<br />

deplet<strong>in</strong>g substances and related technologies. Tra<strong>in</strong><strong>in</strong>g cover<strong>in</strong>g <strong>en</strong>ergy effici<strong>en</strong>t technologies and good repair<br />

practices for exist<strong>in</strong>g <strong>in</strong>v<strong>en</strong>tories will focus on the air-condition<strong>in</strong>g and refrigeration sectors, cover<strong>in</strong>g importers,<br />

distributors, servic<strong>in</strong>g companies and servic<strong>in</strong>g technicians.<br />

UNEP will cont<strong>in</strong>ue to support the governm<strong>en</strong>t <strong>in</strong> prepar<strong>in</strong>g a phase-out plan for HCFCs l<strong>in</strong>ked to national policies<br />

for <strong>en</strong>ergy effici<strong>en</strong>cy and climate impacts and to advocate for improved methods of disposal of air-conditioners and<br />

fridges and the harmful substances they conta<strong>in</strong>.<br />
