PRESIDENT’S MESSAGE
It seems like only yesterday
that we were all together
in Doha for the XXI ANOC
General Assembly.
It was a fantastic event and
I would like to again thank
our hosts, the Qatar Olympic
Committee, for their warm and
welcoming hospitality
The ANOC General Assembly in Doha
was our largest ever. With well over 1,200
delegates from 205 NOCs in attendance,
it is only the Olympic Games that can rival
the ANOC General Assembly for uniting the
world.
We also had the honour of being joined
by IOC President Thomas Bach as well
as representatives from 20 International
Federations as we continue to work on
increasing dialogue between NOCs and IFs
for the benefit of the athletes and National
Federations they both represent and the
entire Olympic Movement.
The General Assembly gave us a fantastic
opportunity to update you, the NOCs, on
ANOC’s latest progress and the work we
have accomplished over the last year in
order to improve the support we provide
you with. You also heard from Organising
Committees of the upcoming Olympic
Games and the Candidate Cities of the 2024
Olympic Games as well as from numerous
other Olympic stakeholders.
But it was also an opportunity for us to
listen to you and learn more about your
priorities and where you believe reform is
needed. We want our General Assemblies
to be an interactive discussion – not a
one-way conversation – and so we were
delighted by the number of interventions
that were made during the meeting.
It was clear following the General
Assembly that the Olympic Movement has a
lot to be proud of and a lot to look forward to
in the years ahead. The success of Rio 2016
showed that despite the doubts of some
in the lead-up to the Games, the power of
sport to bring hope, joy and unity, ultimately
prevailed.
It was these moments which we
celebrated during the ANOC Awards
2016. The spectacular ceremony set in
the beautiful Qatar National Convention
Centre was the perfect way to show our
appreciation to the athletes and NOCs who
make the Olympic Movement so special.
There were hundreds of inspirational
and breathtaking performances in Rio to
choose from and while not everyone could
be awarded, we hope that you all enjoyed
the evening.
While the ANOC Awards 2016 showcased
the strength of the Olympic Movement, it
was clear during the General Assembly
that NOCs recognise that there is room for
improvement. The ANOC resolutions which
were unanimously approved during the
General Assembly demonstrated that NOCs
are committed to working in cooperation
with the IOC to build a brighter future and
ensure that clean athletes are protected.
Within ANOC, we too are committed to
reform and will continue to self-evaluate
and improve so that we can support our
NOCs and contribute to the sustainability
and long-term health of the Olympic
Movement.
By uniting together with all stakeholders
across the Olympic Movement we have
every confidence that 2017 will be a
productive and progressive year.

MESSAGE DU PRÉSIDENT
On a l’impression que
c’était hier que nous
étions tous réunis
à Doha pour la XXI
Assemblée Générale de l’ACNO.
Cela a été un évènement
fantastique et j’aimerais encore
une fois remercier notre hôte,
le comité olympique du Qatar,
pour leur chaleureux accueil.
L’Assemblée Générale de l’ACNO à Doha
a été la plus grande de notre histoire. En
matière d’unification du monde, seuls les
Jeux Olympiques peuvent rivaliser avec les
mille-deux-cents délégués de deux-centcinq
CNO réunis par notre assemblée.
Nous avons eu l’honneur de compter avec
la participation du président du CIO, Thomas
Bach, ainsi que de représentants de vingt
fédérations internationales (FI), au moment
même où nous nous efforçons d’accroître le
dialogue entre les CNO et les FI pour le bien
des athlètes et des fédérations nationales
qu’ils représentent, ainsi que du Mouvement
Olympique dans son ensemble.
L’Assemblée Générale a été une
opportunité fantastique pour vous mettre à
jour, vous les CNO, des dernières avancées
de l’ACNO et du travail accompli au cours de
la dernière année afin d’optimiser le soutien
que nous vous prêtons. Vous avez également
pu entendre les rapports des comités
organisateurs des futurs Jeux Olympiques et
des Villes Candidates pour les Jeux de 2024,
ainsi que de nombreuses parties intéressées
au Mouvement Olympique.
L’assemblée nous a également donné
l’occasion de vous écouter et de nous
informer sur vos priorités et les domaines où
vous pensez que la réforme est nécessaire.
Nous voulons que nos assemblées soient des
lieux de discussion et d’interaction – non pas
des monologues – et avons par conséquent
été ravis du nombre d’interventions pendant
la réunion.
À l’issue de l’Assemblée Générale, il était
clair que le Mouvement Olympique avait de
bonnes raisons d’être fier et de se réjouir des
années à venir. Le succès des Jeux de Rio
2016 a montré que, malgré le scepticisme de
certains pendant la période de préparation, le
potentiel du sport d’amener de l’espérance,
de la joie et de l’unité a finalement prévalu.
Ce sont ces moments là qui ont été à
l’honneur pendant la Cérémonie des ANOC
Awards. La Cérémonie, spectaculaire, dans
le très beau Centre National de Conventions
du Qatar, a été un moyen parfait de montrer
notre appréciation aux athlètes et CNO
qui rendent le Mouvement Olympique si
spécial. Il y a eu des centaines de prestations
exemplaires et palpitantes à Rio. On a avait
l’embarras du choix. Même si toutes ne
pouvaient pas être récompensées, on espère
que vous avez tous passé une excellente
soirée.
Quand bien même la Cérémonie des
ANOC Awards a mis en évidence la force du
Mouvement Olympique, il n’en était pas moins
clair pendant l’Assemblée Générale que les
CNO sont conscients qu’on peut faire mieux.
Les résolutions de l’ACNO, approuvées à
l’unanimité pendant l’assemblée, montrent
que les CNO sont décidés à collaborer avec
le CIO pour construire un avenir meilleur
et garantir la protection des athlètes non
dopés.
Au sein de l’ACNO, nous sommes
également décidés à réformer et nous
continuerons à faire de l’auto-évaluation et
des améliorations afin de pouvoir soutenir
nos CNO et contribuer à la durabilité et la
bonne santé à long terme du Mouvement
Olympique.
En nous solidarisant avec toutes les parties
intéressées au Mouvement Olympique, nous
sommes convaincus que l’année 2017 sera
une année productive et pleine de progrès.
Nous vous souhaitons une très bonne
nouvelle année et nous réjouissons de
collaborer avec vous l’année prochaine.

reunidos en Doha para
la XXI Asamblea General
de la ACNO.
Fue un evento fantástico y
quisiera agradecer nuevamente
a nuestro anfitrión, el comité
olímpico de Qatar, por su cálida
hospitalidad.
La Asamblea General de la ACNO en Doha
fue la más grande de nuestra historia. Solo
los Juegos Olímpicos pueden rivalizar, en
materia de unificación del mundo, con
los más de mil doscientos participantes
de doscientos cinco comités olímpicos
nacionales presentes en nuestro evento.
Tuvimos el honor de contar con la
presencia del presidente del COI, Thomas
Bach, así como de representantes de
veinte federaciones internacionales (FI),
precisamente en este momento en que nos
estamos esforzando por fomentar el diálogo
entre los CON y las FI para el bien de los
atletas y de las federaciones nacionales
que representan, así como del Movimiento
Olímpico en su conjunto.
La Asamblea General nos dio una
fantástica oportunidad de ponerlos al día
a ustedes, los CON, de los últimos avances
de la ACNO y del trabajo que hemos
realizado en el transcurso del último año
para optimizar el apoyo que les brindamos.
También pudieron oír informes de los
comités organizadores de los futuros Juegos
Olímpicos y de las ciudades candidatas para
los Juegos Olímpicos de 2024, así como
de muchas otras partes interesadas en el
Movimiento Olímpico.
También nos dio la oportunidad de
descubrir cuáles son sus prioridades y
en qué áreas piensan que hay necesidad
de reformas. Queremos que nuestras
asambleas generales sean lugares de
discusión e interacción – no monólogos – de
manera que nos agradó mucho el número de
intervenciones hechas durante la reunión.
Al concluir el evento, quedó claro que el
movimiento olímpico tiene mucho de que
enorgullecerse y mucho de que regocijarse
en los próximos años. El éxito de Río 2016
mostró que, a pesar del escepticismo de
algunos antes de los Juegos, el poder del
deporte de brindar esperanza, alegría y
unidad finalmente prevaleció.
Fueron esos los momentos que
celebramos durante la Ceremonia de los
ANOC Awards. La Ceremonia espectacular,
en el hermoso Centro Nacional de
Convenciones de Qatar, fue una manera
idónea de manifestar nuestro aprecio a los
atletas y los CON que hacen del Movimiento
Olímpico algo tan especial. Sobraron las
prestaciones ejemplares y deslumbrantes
en Río de Janeiro. Aunque fuera imposible
premiarlas a todas, esperamos que hayan
pasado una agradable velada.
La Ceremonia de los ANOC Awards
2016 puso de manifiesto la fortaleza del
Movimiento Olímpico, pero también quedó
claro durante la asamblea que muchas
cosas se pueden mejorar. Las resoluciones
aprobadas unánimemente durante la
asamblea demuestran que los CON están
decididos a colaborar con el COI para
construir un futuro mejor y garantizar la
protección de los atletas limpios.
En la ACNO estamos comprometidos
con las reformas y seguiremos ejerciendo
la autoevaluación con el fin de optimizar el
apoyo que brindamos a los CON y contribuir
sostenibilidad y la salud a largo plazo del
Movimiento Olímpico.
Estamos convencidos de que, en
solidaridad con todas las partes interesadas
del Movimiento Olímpico, 2017 será un año
productivo y progresivo.

23-year-old outsider, ranked
number 34 in the world at the
time, beat Germany’s world

Kerber 6-4, 4-6, 6-1 to
become the first-ever
Olympic gold medallist from
Puerto Rico. The victory also
saw her become the island’s
first female medal winner of
any colour.
“This award caps off an
incredible year for me,” said

Fidji a marqué deux étapes
importantes dans son
histoire sportive aux Jeux de
Rio 2016: son équipe de
rugby 7 n’a pas seulement
remporté la première
médaille olympique dans
l’histoire du pays; cette
médaille était, en plus, en

début olympique, l’île a donc
posé deux jalons majeurs
dans sa trajectoire.
La distinction a été reçue,
au nom de toute l’équipe,
par Osea Kolinisau, porteur
du drapeau de son pays lors
de la cérémonie d’ouverture.
«Nous avons tous encore du
mal à assimiler l’aventure
que nous avons traversée
depuis les Jeux de Rio, et ce
soir en constitue encore une
étape», a-t-il dit.
«Nous nous sommes
beaucoup réjouis quand le
rugby 7 a été ajouté au
programme olympique et
nous étions impatients de
participer. Cela a été un
honneur de gagner la
première médaille
olympique dans l’histoire du
Fidji; la réaction au pays a
été très émouvante. Nous

cet Award de l’ACNO.»
Fiji made double history at
Rio 2016 by becoming the
first team to win an Olympic
gold in rugby sevens and by
also claiming their country’s
first-ever medal in the
Games, 60 years after
making their debut.
The Award was collected
on behalf of the team by its
captain Osea Kolinisau, who
had carried his country’s flag
at the Opening Ceremony.
“We can’t quite believe the
journey we have all been on
since Rio and tonight was an
inspiring part of this exciting
journey,” he said.
“We were so excited when
rugby sevens was added to
the Olympic programme and
couldn’t wait to compete. It
was an honour to win Fiji’s
first-ever Olympic medal, we
were overwhelmed to see
the reaction back home in
our country and we are now
looking forward to returning
as ANOC Award winners.”

Great Britain’s women’s hockey team were
rewarded after their thrilling and surprising
gold medal at Rio 2016. They improved upon
a bronze medal at London 2012 and earned
a first-ever title in the event by holding their
nerve in a penalty shootout against
two-time defending champions The
Netherlands after the final had ended 3-3.
“It is an honour to be in the company of so
many inspiring people at the ANOC Gala
Awards and we are thrilled to be the
recipients of an ANOC Award,” said team
member Hollie Webb, scorer of the gold
medal-clinching penalty and who was
present to receive the Award.
“It has been an unbelievable year for us,
returning home from Rio as Olympic
champions and the first-ever GB women’s
hockey team to win Olympic gold was an
amazing feeling and an achievement
we are all incredibly proud of.”

Bretagne a été récompensée pour la
prestation palpitante et étonnante qui lui a

Plus ambitieuses qu’à Londres 2012 – où
elles avaient conquis le bronze – elles ont
maîtrisé leurs nerfs pendant la séance de
penalties face aux championnes qui
défendaient leur titre pour la troisième fois
consécutive, les Pays-Bas, après un match
terminé sur un score de 3-3.
«C’est un honneur d’être ici en compagnie
de tellement de personnes qui ont été
source d’inspiration pour nous. Nous
sommes très honorées de recevoir cet
Award de l’ACNO», a dit Hollie Webb,
membre de l’équipe et marqueuse du
penalty qui lui a donné la victoire.
«Cela a été une année incroyable pour
nous, de rentrer de Rio en tant que
championnes olympiques et d’être les
premières à l’avoir accompli a été un
sentiment incroyable et un succès dont
nous sommes toutes très fières.»

Judoka Rafaela Lopes Silva earned
Brazil’s first Olympic gold medal of
Rio 2016 when she won the under
57-kilograms category. The victory of
the 24-year-old was also a victory for
the people after she had grown up in
notorious favela “Cidada de Deus”, or
“The City of God”.
“To win Brazil’s first gold medal of
Rio 2016 in front of a passionate home
crowd was an unforgettable
experience,” said Lopes Silva. “I had
worked incredibly hard over the past
four years to put myself in a position
to succeed and it is fulfilling to know it

The British Olympic Association
were rewarded after becoming the
first team in history to improve on
their medals haul in the following
edition of the Games after playing
host. They won 27 gold, 23 silver
and 17 bronze medals in the
Brazilian city to finish second on
the medals table ahead of rivals
like China and Russia.
“This adds to what has already
been a memorable year for Team
GB,” said BOA chairman Lord Coe,
who collected the Award. “This
offers us the opportunity to reflect
on the 2016 Olympic Games and
the remarkable 67 medals won by
Team GB.
“That feat created history as we
became the first nation ever to win
more medals at a Games
immediately after hosting,
surpassing our achievement of 65
medals at London 2012. Thank you
to ANOC for hosting an excellent
event and to the Qatari National
Olympic Committee for their
generous hospitality.”

The Refugee Olympic Team was
one of the successes of Rio 2016.
Consisting of five South Sudanese,
two Syrians, two from Democratic
Republic of Congo and one
Ethiopian, they acted as a symbol
of hope for refugees worldwide.
“The Rio 2016 Olympic Games
will be remembered for
remarkable sporting feats against
the backdrop of a welcoming host
city and stunning natural
landscape,” said Kenya’s Tegla
Loroupe, the Team’s Chef de
Mission, when she received the
Award from IOC President
Thomas Bach. “But perhaps more
importantly it will be remembered
for having the first-ever Refugee
Olympic Team.
“At a time when the global
refugee crisis has intensified,
they helped spread a message of
hope, peace and unity for the
world’s refugees. I was honoured
to play my part in this, which was
a collective effort by many and am
delighted to receive this wonderful
ANOC Award in recognition of
our goal of inspiring hope

THE SUCCESS OF RIO 2016
Rio 2016 President Carlos Nuzman was honoured for overseeing
a Games which was widely praised throughout the ANOC
General Assembly week, despite the “unprecedented economic
and political situation” in Brazil. The brilliant sporting
performances produced during the Olympics - celebrated by
the other Award winners - were highlighted, along with the
positive legacy it is hoped the event will leave in Brazil.
“We never gave up,” said Nuzman, a volleyball Olympian at
Tokyo 1964. “This is very important. All the history that we
remember from last year and everything we went through in
this period, we never thought of giving up.”
It came despite a difficult build-up which required all of sport
to work together to overcome adversity. Nuzman, also President
of the Brazilian Olympic Committee, can also take credit for the
host nation’s seven Olympic gold, six silver and six bronze
medals won during Rio 2016.
“The IOC and ANOC were really part of our success,” he said.
“So I want to thank from the bottom of my heart. It was a
miracle, and a challenge, and a success, but I prefer just to
say thank you.”

«Nous n’avons jamais baissé les bras,» dit
Nuzman, vétéran des Jeux de Tokyo 1964, où il a
joué au volleyball. «Ceci est très important. Malgré
tout ce que nous savons de l’année passée et tout
ce que nous avons traversé durant cette période,
nous n’avons jamais songé à baisser les bras.»
Le succès a eu lieu malgré une période de
consolidation difficile durant laquelle tous les
secteurs sportifs ont dû se solidariser pour
surmonter les adversités. Nuzman, également
président du comité olympique brésilien, mérite
aussi de la reconnaissance pour les sept médailles
d’or, les six médailles d’argent et les six médailles
de bronze remportées par son pays durant les
Jeux.
«Le CIO et l’ACNO ont réellement fait partie de
notre succès,» a-t-il dit. «Je veux donc les
remercier du fond du cœur. Cela a été un miracle,
un défi, un succès, mais je préfère dire, tout
simplement : merci.»

HH Emir Sheikh Tamim bin Hamad Al-Thani was
rewarded for his contribution to sport that has
included serving as a current member of the IOC and
a former President of the Qatar Olympic Committee.
Sheikh Tamim has played a role in establishing
Qatar as an influential player in sport on the world
stage. This includes hosting major events such as the
recent World Road Cycling Championship and future
editions of the World Athletics Championships in 2019
and the FIFA World Cup in 2022. Qatar also produced
world-class athletes, including Olympic high jump
silver medal winner Mutaz Essa Barshim.
