We are taking a number of steps in this direction and, coming<br />
back to your early point of public education, we believe<br />
that this is the way you really transform a society. You have<br />
to chan<strong>ge</strong> the institutions but you also have to chan<strong>ge</strong> the<br />
mentality. In order to do that, you have to give people economic<br />
development. People have to believe in the minimum<br />
of physical and economic security before they can exercise<br />
their rights as citizens.<br />
Those are the main areas I see as weaknesses. On the other<br />
hand, we have seen a big progress in the ways the police<br />
have worked. When I first came here three and a half years<br />
ago there were many cases of the police working with impunity,<br />
arresting and beating people. And now I see that happening<br />
less and less. I think this is a very encouraging sign<br />
but there is still some progress to be made in the area of<br />
law-enforcement.<br />
Could you say a few words about the current situation<br />
in Georgia? What do you think about the<br />
ongoing public rallies and what do you see as a<br />
perspective of this processes?<br />
One part of the population has spoken and indeed there is a<br />
manifestation of discontent against the status quo. It would<br />
be misleading to say that all of Georgia is discontent. But<br />
there is no doubt that a lar<strong>ge</strong> section of society feels this<br />
discontent and the beauty is that they are able to express<br />
that in an open way. I think that is a symbol of strong democracy.<br />
The real test will be on both sides, not just the government<br />
but equally on the side of the demonstrators. The test on<br />
the government is that they do not repress the freedom of<br />
expression, and on the part of the demonstrators – that they<br />
do not take the law into their own hands, destroy public property,<br />
or undermine the functioning of transport system.<br />
Right now no one wants to be the first to make a mistake.<br />
But to improve things we have to sit down and have dialogue,<br />
and, hopefully, reach some conclusions.<br />
I don’t think that future of Georgia or any other democracy<br />
is in changing the leadership through popular demonstrations.<br />
If people are not happy with their leaders there is a<br />
process where they can be voted out of power. It is fair
