We are taking a number of steps in this direction and, coming
back to your early point of public education, we believe
that this is the way you really transform a society. You have
to change the institutions but you also have to change the
mentality. In order to do that, you have to give people economic
development. People have to believe in the minimum
of physical and economic security before they can exercise
their rights as citizens.
Those are the main areas I see as weaknesses. On the other
hand, we have seen a big progress in the ways the police
have worked. When I first came here three and a half years
ago there were many cases of the police working with impunity,
arresting and beating people. And now I see that happening
less and less. I think this is a very encouraging sign
but there is still some progress to be made in the area of
law-enforcement.
Could you say a few words about the current situation
in Georgia? What do you think about the
ongoing public rallies and what do you see as a
perspective of this processes?
One part of the population has spoken and indeed there is a
manifestation of discontent against the status quo. It would
be misleading to say that all of Georgia is discontent. But
there is no doubt that a large section of society feels this
discontent and the beauty is that they are able to express
that in an open way. I think that is a symbol of strong democracy.
The real test will be on both sides, not just the government
but equally on the side of the demonstrators. The test on
the government is that they do not repress the freedom of
expression, and on the part of the demonstrators – that they
do not take the law into their own hands, destroy public property,
or undermine the functioning of transport system.
Right now no one wants to be the first to make a mistake.
But to improve things we have to sit down and have dialogue,
and, hopefully, reach some conclusions.
I don’t think that future of Georgia or any other democracy
is in changing the leadership through popular demonstrations.
If people are not happy with their leaders there is a
process where they can be voted out of power. It is fair
