SUMMARY<br />

Historic settlements, old cities and villages, as well as urban and architectural<br />

sites of the historic fabric of high value preserved in them, form a signifi cant part<br />

of the richest cultural heritage of Georgia. After its independence, Georgia, based<br />

on a number of international acts and charters, has taken an obligation of proper<br />

protection and rehabilitation of its cultural heritage. Although Georgia has rich and<br />

diverse experience in the protection of the architectural monuments, up to now,<br />

cultural phenomenon of the historic urban fabric in its spatial-structural unity, as an<br />

object of protection, has not yet been a subject of the special study.<br />

Based on the overview of scholarly sources and laws of many developed countries,<br />

the present work clearly shows that precise and scholarly justifi ed recording and<br />

systematisation of each object and element is an obligatory basis for the historic<br />

urban fabric rehabilitation process. Accordingly, the aim of the work is as follows:<br />

Elaboration of the methodological principles for the safeguard plan, through<br />

scholarly justifi ed recording and systematisation of the historic urban fabric, based<br />

on the case-studies of Georgian historic cities.<br />

This aim is targeted at such signifi cant tasks as: revealing, description and evaluation<br />

of all valuable objects in the historic urban fabric, localisation of the historic urban<br />

fabric and identifi cation of its visual and physical boun<strong>da</strong>ries, elaboration of principles<br />

for the differentiation of general protection areas and regimes of admissible actions<br />

within them, elaboration of methods and instructions to produce safeguard plan,<br />

elaboration of the safeguard plan using modern geographical information systems<br />

(GIS).<br />

Introduction of the dissertation presents justifi cation of the actuality of the theme,<br />

scientifi c novelty, major scholarly sources, practical signifi cance of the problem,<br />

research objects, research aims, objectives and methodology, place of the research<br />

results in the modern heritage protection and urban planning documentation.<br />

First Chapter of the dissertation deals with the overview of the literary sources.<br />

Among local and Soviet period sources, discussed are laws and instructions on<br />

the protection, study and recording of monuments adopted at different periods.<br />

Presented is chronological development of the heritage protection practice in<br />

Georgia. Discussion of these sources has revealed their major gaps – defi ciency of<br />

the methodology for complex study of the historic urban fabric, lack of instructions<br />

and normative acts.<br />

Discussion of international and European normative acts given in the same chapter<br />

presents general principles, forming basis of the modern study of the historic urban<br />

fabric, as well as samples of Core Data Index and Record.<br />

Second Chapter of the dissertation, analysing obtained results, provides<br />

description and discussion of projects implemented with the direct participation or<br />

methodological supervision of the author during the last decade. These are: Tbilisi<br />

Pilot Project, study of Zemo and Kvemo Kala Quarters (1998-2001), Elaboration of<br />

the Urban Planning Documentation for Batumi, Poti, Gori and Kobuleti (2004-2005),<br />

Rapid Inventorisation of the Tbilisi Historic District (2006), Elaboration of the<br />

Safeguard Plan of Tbilisi Historic District (2006-2007), Elaboration of Safeguard<br />

Plan of Batumi Historic District (2006-2007), Elaboration of the Safeguard Plan of<br />

Abastumani Resort (2007-2008).<br />
