SUMMARY
Historic settlements, old cities and villages, as well as urban and architectural
sites of the historic fabric of high value preserved in them, form a signifi cant part
of the richest cultural heritage of Georgia. After its independence, Georgia, based
on a number of international acts and charters, has taken an obligation of proper
protection and rehabilitation of its cultural heritage. Although Georgia has rich and
diverse experience in the protection of the architectural monuments, up to now,
cultural phenomenon of the historic urban fabric in its spatial-structural unity, as an
object of protection, has not yet been a subject of the special study.
Based on the overview of scholarly sources and laws of many developed countries,
the present work clearly shows that precise and scholarly justifi ed recording and
systematisation of each object and element is an obligatory basis for the historic
urban fabric rehabilitation process. Accordingly, the aim of the work is as follows:
Elaboration of the methodological principles for the safeguard plan, through
scholarly justifi ed recording and systematisation of the historic urban fabric, based
on the case-studies of Georgian historic cities.
This aim is targeted at such signifi cant tasks as: revealing, description and evaluation
of all valuable objects in the historic urban fabric, localisation of the historic urban
fabric and identifi cation of its visual and physical boundaries, elaboration of principles
for the differentiation of general protection areas and regimes of admissible actions
within them, elaboration of methods and instructions to produce safeguard plan,
elaboration of the safeguard plan using modern geographical information systems
(GIS).
Introduction of the dissertation presents justifi cation of the actuality of the theme,
scientifi c novelty, major scholarly sources, practical signifi cance of the problem,
research objects, research aims, objectives and methodology, place of the research
results in the modern heritage protection and urban planning documentation.
First Chapter of the dissertation deals with the overview of the literary sources.
Among local and Soviet period sources, discussed are laws and instructions on
the protection, study and recording of monuments adopted at different periods.
Presented is chronological development of the heritage protection practice in
Georgia. Discussion of these sources has revealed their major gaps – defi ciency of
the methodology for complex study of the historic urban fabric, lack of instructions
and normative acts.
Discussion of international and European normative acts given in the same chapter
presents general principles, forming basis of the modern study of the historic urban
fabric, as well as samples of Core Data Index and Record.
Second Chapter of the dissertation, analysing obtained results, provides
description and discussion of projects implemented with the direct participation or
methodological supervision of the author during the last decade. These are: Tbilisi
Pilot Project, study of Zemo and Kvemo Kala Quarters (1998-2001), Elaboration of
the Urban Planning Documentation for Batumi, Poti, Gori and Kobuleti (2004-2005),
Rapid Inventorisation of the Tbilisi Historic District (2006), Elaboration of the
Safeguard Plan of Tbilisi Historic District (2006-2007), Elaboration of Safeguard
Plan of Batumi Historic District (2006-2007), Elaboration of the Safeguard Plan of
Abastumani Resort (2007-2008).
