such legislative and normative acts as: “Law of Georgia on the Cultural Heritage”
(2007), Instructions for the Object ID (2008), “Instruction for Elaboration of the
Tbilisi Safeguard Plan” (proposal). Within the framework of Tbilisi Safeguard Plan,
criteria for various categories – national monument, monument, regular urban
fabric of cultural value, ordinary and “inappropriate” building – were identifi ed.
Conclusion presents major results of the study: stages and specifi cs of the historic
urban fabric study and elaboration of the safeguard plan, initial stage, identifi cation
of the experts and training, bibliographic and archival study, preparatory stage for
fi eld work, aims, objectives and technology of the fi eld work, photo recording of
the objects, cameral processing of the obtained data, graphical visualisation of the
results, selection and systematisation of the objects, fi nalisation. Methodological
novelty of the dissertation lies in the fact that, under present conditions, safeguard
plan should be produced using geographical information systems. Planning of works,
mobilisation of software, compilation and management of the GIS database is an
obligatory component part of such project documentation.
