This work which aims to identify the financial resources to actions and public health<br />
services in the municipality of Caucaia and review its implementation in these actions<br />
and public health services through mechanisms and financial budget for the period<br />
2000 to 2008. The study had as its basic source of secondary data the website of the<br />
Department of the SUS – DATASUS. As additional sources were consulted official<br />
<strong>do</strong>cuments of the municipal government: Municipal Multi-Year Plans (2002-2005 and<br />
2006-2009), the Budget Guidelines Law Municipal Annual Budget Laws Municipal,<br />
Municipal Health Plans (2001-2004 and 2005-2008), Annual Reports of<br />
Management, <strong>do</strong>cuments of the Coordination of Administrative and Financial<br />
Department of Health of Ceará and <strong>do</strong>cuments of the Association of Health Workers<br />
of the microregional Caucaia. The period under study was an analysis of government<br />
revenues in direct deposit; of tax revenues, the development of resources for<br />
financing the health services and actions by federal entity (municipal, state and<br />
federal), the temporal evolution of expenditure on health per subfunction<br />
administrative and sub-bound (Primary Care, and Outpatient Hospital Care, Support<br />
Prophylactic and Therapeutic Health Surveillance – Surveillance, Epidemiology and<br />
Environmental Monitoring), the costs of hospital and outpatient care by type of<br />
provider; expenditure personnel, the evolution of the degree of municipal revenue in<br />
health financing - an analysis of compliance with Amendment 29, the per capita<br />
expenditure on health. The data reveal that the Union during the study period was<br />
the federal entity that contributed to the health expenditures in the municipality, the<br />
council has been applying its own resources and actions in public health services<br />
above the EC 29, which recommended that the county had Specializing in<br />
Ambulatory Care and Hospital largest expenditures for private providers than with the<br />
public.<br />
