Enicéia Goncalves Mendes – UFSCar<br />
She holds a bachelor degree in Psychology by FCLRP-<strong>USP</strong>,<br />
a master degree in Special Education by UFSCar, and a<br />
doctorate degree in Psychology by IP-<strong>USP</strong>. Currenlty, she<br />
is an Associate Professor of the Federal University of Sao<br />
Carlos (UFSCar) at the Department of Psychology and<br />
the Coordinator of the Postgraduate Program on Special<br />
Education. She heads the Research Group on the Capacity<br />
Building of Human Resources in Special Education (GP<br />
-FOREESP), and coordinates the Extension Program on<br />
Continuing Education in Special Education. She has held<br />
different positions abroad (USA and Peru) and attended the post-doc at Université<br />
Paris V - Sorbonne in France (2007-2008). She works in the field of Education<br />
with emphasis on Special Education.<br />

The Special Education National Observatory: a network study on inclusive education<br />
in Brazil.<br />
Abstract<br />
The first study of the Special Education National Observatory (Oneesp) focus on<br />
the implementation of the program “Multifunctional Resources Classrooms”<br />
(SRMs) of the Brazilian Ministry of Education, an initiative from 25 researchers<br />
from 18 Brazilian States, representing 22 Universities and 16 Postgraduate Programs.<br />
This network study will conduct researches in cities that count on teachers<br />
in Multifunctional Resources Classrooms, based in the methodology of collaborative<br />
researches, which focus on simultaneously producing knowledge and<br />
capacity building. This study will be held in parallel to a national online survey<br />
which intends to collect data about 2,500 teachers in Multifunctional Resources<br />
Classrooms. During the two first years of this four-year-project, the objective was<br />
to broaden and deepen the research network among States and cities, resulting<br />
in 346 members (60 are researchers of the national network, 55 are researchers<br />
members of local networks, 49 are postgraduate students, 76 are undergraduate<br />
students and 106 are professionals of the public education network [Special<br />
education managers and teachers in Multifunctional Resources Classrooms], and<br />
three other members). The pilot study was concluded in the city of Rio Claro,<br />
Sao Paulo, to develop instruments and proceedings. Preliminary data on three<br />
themes are expected to be made public: background education of teachers who<br />
work in Multifunctional Resources Classrooms; the assessment process for identifying,<br />
planning and promoting students with special educational needs; and,<br />
the organization and functioning of Multifunctional Resources Classrooms.<br />
