globale şi naŃionale. Aceste sisteme sunt considerate ca fundamentale pentru infrastructura
critică şi necesare pentru continuitatea managementului informaŃiilor şi cunoştinŃelor în scopul
asigurării serviciilor specifice. De aceea, sistemele care integrează tehnologia informaŃiei şi
comunicaŃiilor trebuie să fie robuste, fiabile, sustenabile, sigure, redundante, adaptive etc. pentru
a rezista la ameninŃările şi riscurile cibernetice.

Abstract
This paper analyzes the cyber vulnerabilities, threats and risks to critical information
infrastructure in the information age with large and intensive developments in information and
communications technology. This virtual dimension is very important for information systems,
communications networks, surveillance, control and warning systems and their critical information
flows which ensure the management of the global and national critical infrastructure. These
systems are regarded the backbone of critical infrastructures and very necessary to the continuity
for the information and knowledge management for providing specific services. Therefore, the
information and communications technology systems must be robust, reliable, sustainable,
secure, redundant, adaptive, etc. to meet the cyber threats and risks challenges.

Rezumat
Identificarea, optimizarea şi securizarea infrastructurilor critice reprezintă o prioritate
incontestabilă, atât pentru sistemele şi managerii de proces, precum şi pentru adversarii lor, şi
anume pentru cei care doresc să atace, destabilizeze şi să distrugă sistemele şi procesele în
cauză. Prin urmare, din punctul nostru de vedere, analiza problemelor legate de infrastructurile
critice trebuie să fie realizată în conformitate cu toate dimensiunile şi implicaŃiile de stabilitate ale
sistemelor şi proceselor, precum şi cu seria de lanŃuri de cauzalitate care pot genera sau influenŃa
dinamica lor.

Abstract
Identifying, optimizing, and securing critical infrastructures represent an unquestionable
priority both for systems and process managers as well as for their opponents, namely for those
seeking to attack, destabilise and destroy the concerned systems and processes. Therefore, from
our point of view, analyzing critical infrastructure issues must be done according to all dimensions
and implications of stability and systems and processes functionality, as well as the causal series
that may generate or influence their dynamics.
